<p style="text-align: justify;">Afghan Foreign Minister Amir Khan Muttaqi has announced to organize another press conference in New Delhi on Sunday (12 October 2025). This time he has also invited women journalists. This step has been taken after the severe criticism that he had to face for keeping out women journalists during the last press conference held on October 10. When pictures of that program surfaced on social media, many Indian journalist organizations, women&#8217;s rights activists and opposition leaders called it a shameful example of gender discrimination.</p>
<p style="text-align: justify;">Only male journalists were included in Muttaki&#8217;s first press conference held in Delhi on 10 October. Women journalists, despite following the dress code, were not allowed to enter the venue. After this incident, the Editors Guild of India and the Indian Women&#8217;s Press Corps (IWPC) jointly condemned this decision. Both organizations issued statements calling it extremely discriminatory and unacceptable. He also said that such discrimination cannot be justified under any diplomatic privilege or Vienna Convention. After this protest, Muttaki&#8217;s team has now sent new invitations for Sunday&#8217;s press conference and called it an inclusive event.</p>
<p style="text-align: justify;"><strong>India clarified that it had no role in organizing the event.</strong></p>
<p style="text-align: justify;">India&#8217;s Ministry of External Affairs (MEA) issued a statement on Saturday making it clear that the Government of India had no role in the press conference held in New Delhi. The ministry said that the invitations to the journalists were sent by the Afghan Consul General in Mumbai and the event took place in the Afghan Embassy premises, which does not come under India&#8217;s jurisdiction. MEA also said that this program was completely organized by the Afghan side and there was no interference of India in it.</p>
<p style="text-align: justify;"><strong>Increasing restrictions on women under Taliban rule</strong></p>
<p style="text-align: justify;">The Taliban government in Afghanistan has imposed many strict restrictions on women since taking power in 2021. Women are increasingly being barred from working, pursuing higher education and participating in social activities. Recently, the Taliban has not only removed women from many jobs, but has also banned books written by women authors in universities. Along with this, 18 courses related to gender studies, human rights and development have also been closed. Due to these incidents, criticism of Taliban is continuously increasing at the international level.</p>

<p style="text-align: justify;">Pakistan&#8217;s Foreign Ministry said that describing Jammu and Kashmir as a part of India in the joint statement is a clear violation of the relevant resolutions of the United Nations Security Council. Pakistan has formally expressed its serious objections to both India and Afghanistan on this. Pakistan has also given this objection to the Additional Foreign Secretary (West Asia and Afghanistan).</p>
<p style="text-align: justify;">In an India-Afghanistan joint statement issued on October 10, External Affairs Minister S. Jaishankar had thanked Afghanistan for strongly condemning the terrorist attack in Pahalgam on April 22. Both countries condemned all forms of terrorism and stressed the need to enhance peace, stability and mutual trust in the region.</p>
<p style="text-align: justify;"><strong>Pakistan enraged by Muttaki&#8217;s statements</strong></p>
<p style="text-align: justify;">Apart from the joint statement, Pakistan also objected to the statement of Afghan Foreign Minister Amir Khan Muttaqi in which he had said that terrorism is an internal problem of Pakistan. Pakistan&#8217;s Foreign Ministry said that it had already informed Afghanistan that many terrorist organizations were attacking Pakistan from Afghan soil. The ministry said that the Afghan interim government cannot escape its responsibility by putting the responsibility on Pakistan. It is the responsibility of Afghanistan to maintain peace and stability in the region.</p>
<p style="text-align: justify;"><strong>Muttaki held Pakistan responsible</strong></p>
<p style="text-align: justify;">It is noteworthy that just before his visit to India, Muttaki had held Pakistan responsible for the blasts in Afghanistan. He had said, &#8220;We consider this action of Pakistan wrong. Problems are not solved like this. We have kept the door of dialogue open. <p style="text-align: justify;">Amidst this controversy, Pakistan&#8217;s Foreign Ministry also said that illegal Afghan citizens cannot be allowed to live in the country. The ministry clarified that it is Pakistan&#8217;s right to control the presence of foreign nationals.</p>
<p style="text-align: justify;">This was the first time that the Afghan Foreign Minister visited India after the Taliban came to power in 2021. In New Delhi on Friday, he met Foreign Minister S. Met Jaishankar. During the meeting, Muttaki assured that Afghanistan will not allow its land to be used against any country.</p>
<p style="text-align: justify;">Muttaki said, &#8220;I am happy to come to Delhi. This visit will increase understanding and cooperation between India and Afghanistan. Both the countries should further strengthen their relations and dialogue. We will not allow any group to misuse our soil.&#8221;</p>

According to PTI report, Foreign Minister Amir Khan Muttaki is likely to return to Delhi by the evening. Strict security arrangements were made for the visit of Amir Khan Muttaki. During this period, police and intelligence units were deployed. Earlier, Mufti Rehan Usmani, in-charge of Darul Uloom office, confirmed the visit and said that preparations are being made to welcome the Afghan minister. He told PTI, &#8216;Earlier we expected that he would stay for two days, but due to his busy schedule, the visit will be for only one day.</p>

<p style="text-align: justify;">Afghan Foreign Minister Amir Khan Muttaqi met Darul Uloom&#8217;s Mohtamim Mufti Abul Qasim Nomani, Jamiat Ulama-e-Hind President Maulana Arshad Madani and other senior Ulemas. Apart from this, on Sunday the Afghan Foreign Minister will go to Agra and visit the Taj Mahal. According to officials, he will leave Delhi via Yamuna Expressway around 8 am and reach there by 11 am. He will be taken to the Taj Mahal in an electric golf cart and will spend about one and a half hour there, after which he will return to Delhi in the afternoon. The Agra district administration has made special security arrangements for this high-level visit.</p>

<p style="text-align: justify;">This is the first official visit of a senior minister to India after four years of Taliban coming to power. This visit is also considered important because it is taking place at a time when relations between both India and Afghanistan are tense with Pakistan, especially on issues like cross-border terrorism.</p>

<p style="text-align: justify;">Afghanistan&#8217;s Foreign Minister Amir Khan Muttaqi, who is visiting India, while talking to the media on Friday (October 10, 2025), supported trade through Chabahar port route and called for opening the India-Pakistan Attari-Wagah border for trade with India.</p>
<p style="text-align: justify;">At a press conference at the Afghanistan embassy after his meeting with External Affairs Minister S Jaishankar, Muttaki announced that the Taliban will appoint diplomats to India. He said that Pakistan does not allow India to export to Afghanistan through land route and the Indian government has been using Iran&#8217;s Chabahar port for trade and commerce with Afghanistan. </p>
<p style="text-align: justify;">However, the US last month revoked the 2018 sanctions waiver, under which India was allowed to develop ports and reach Afghanistan and Central Asia, bypassing Pakistan.</p>
<p style="text-align: justify;"><strong>&#8216;There should be no politics in business&#8217; </strong></p>
<p style="text-align: justify;">Muttaki said that the purpose of business is to benefit the people and it should not be linked with politics. Addressing a press conference at the Afghanistan Embassy, ​​Muttaqi said, &#8220;Pakistan and India should open the Wagah border to facilitate trade between Afghanistan and India. This will benefit the people of all three countries.&#8221; </p>
<p style="text-align: justify;"><strong>&#8216;Will not allow America to take control of Bagram Airbase&#8217;</strong></p>
<p style="text-align: justify;">No female journalist was invited to this press conference. He also announced the formation of a trade committee to remove obstacles in trade relations with India. Muttaki also reiterated Afghanistan&#8217;s position that it will not allow America to take control of Bagram Air Base, although it is open to diplomatic relations with Washington. </p>
<p style="text-align: justify;">While addressing the media, Muttaqi placed a small flag of the Taliban-appointed Islamic Emirate of Afghanistan (IEA) on the table. He told reporters that the embassy building, on which the flag of the former Islamic Republic still flies, belongs to the IEA.</p>

<p style="text-align: justify;">Foreign Minister of Taliban regime in Afghanistan, Amir Khan Muttaki is on a visit to India for the first time. During this visit, Muttaki will also visit Deoband town of Saharanpur district of Uttar Pradesh. On October 11, he will visit the world famous Islamic educational institution Darul Uloom, Deoband and meet its management and prominent clerics.</p>
<p style="text-align: justify;"><strong>Deoband and Taliban connection</strong></p>
<p style="text-align: justify;">The name of Deoband is known not only for a madrassa but also as the birthplace of an ideology. Darul Uloom, Deoband, established during the British rule in 1866, aimed to protect Islamic education from outside influences and teach the Quran-Hadith in their original form. It was from here that the Deobandi movement started, which gradually spread from India to Pakistan, Afghanistan and Bangladesh. In this way Deoband emerged as a world class Islamic education centre.</p>
<p style="text-align: justify;"><strong>What is the relation between Taliban and Deoband?</strong></p>
<p style="text-align: justify;">Darul Uloom Haqqania located in Pakistan, which people call the school of Taliban, was built on the lines of Darul Uloom Deoband. Taliban founder Mullah Omar and other leaders studied from this madrassa. Haqqania&#8217;s founder Maulana Abdul Haq himself was a student of Deoband and the world calls his son Sami-ul-Haq the father of Taliban.  Its meaning is clear – the religious and ideological roots of Taliban are linked to the soil of Deoband. Both Deoband and Taliban are based on Hanafi Fiqh.</p>
<p style="text-align: justify;">It is one of the four major schools of Sunni Islam, established by Imam Abu Hanifa in the 8th century. Hanafi fiqh emphasizes logic and reason and is most commonly accepted in India, Pakistan and Afghanistan. Deoband made Hanafi Fiqh the foundation of its teachings and the Taliban based their laws and regulations on it. </p>
<p style="text-align: justify;">Now that Taliban Foreign Minister Amir Khan Muttaqi has come to India, his Deoband visit is not only of religious but also political importance.  This is an indication that Taliban wants to improve relations with countries like India apart from Pakistan.  Tension has increased recently in the relations between Pakistan and Taliban. Due to border disputes, terrorist incidents and lack of trust. In such a situation, Muttaki&#8217;s visit to India and Deoband is being considered a part of “Spiritual Diplomacy”.</p>
<p style="text-align: justify;"><strong>Muttaki&#8217;s visit and preparations</strong></p>
<p style="text-align: justify;">Foreign Minister Muttaki will be at Darul Uloom Deoband on October 11 from 11 am to 5 pm. During this, he will be taken on a tour of the institute campus and will be made to meet prominent Maulanas. To welcome him, Darul Uloom management has started the work of cleaning and renovation. The reception will be organized in the huge circular library located on the campus.</p>
<p style="text-align: justify;">Maulana Arshad Madani will also be present during the meeting. Muttaqi&#8217;s address will be in Urdu language and other prominent Maulans of Darul Uloom have also been invited to this program. The police administration has made strict arrangements regarding security arrangements and the intelligence department is also on high alert.</p>
<p style="text-align: justify;"><strong>When was Darul Uloom established?</strong></p>
<p style="text-align: justify;">Darul Uloom, Deoband is not just a madrasa, but it is a center of global Islamic education and religious ideology. Not only is religious education imparted here, but it is also the birthplace of the Deobandi ideology, which deeply influenced the religious, social and political thinking of the Muslim society in the Indian subcontinent.</p>
<p style="text-align: justify;">It was founded on 31 May 1866 by Maulana Muhammad Qasim Nanotvi, Haji Abid Hussain and other scholars. The organization started from an old mosque, Masjid Chatta.</p>
<p style="text-align: justify;">Deoband is not only a center of Islamic education but also an ancient city. It is believed that its old name was &#8216;Dwaitavan&#8217;, which is mentioned in the texts of Mahabharata period. This city presents an example of religious diversity. Maa Bala Sundari Devi Temple is also located here, which is an important pilgrimage site for the Hindu community. This visit of Taliban Foreign Minister Amir Khan Muttaqi is considered important from educational, religious and historical point of view.</p>
