<p style="text-align: justify;"><strong>BJP Assets:</strong> The financial journey of the Bharatiya Janata Party before and after 2014 shows one of the biggest changes in Indian political funding. From being one of the many national parties with modest resources, the Bharatiya Janata Party has become India&#8217;s richest political party in just over a decade. Data released by the Association for Democratic Reforms and official income disclosures clearly show how rapidly the party&#8217;s income and assets have increased since coming to power at the Center in 2014.</p>
<p style="text-align: justify;"><strong>Financial position of BJP before 2014 elections </strong></p>
<p style="text-align: justify;">Before the 2014 Lok Sabha elections, the financial strength of BJP was not very strong. In the financial year 2013-14, the party had declared a total income of about Rs 674 crore. During this period, BJP&#8217;s total assets were approximately ₹781 crore. At that time the financial gap between BJP and other national parties like Congress was much less than today.</p>
<p style="text-align: justify;"><strong>Rapid increase in income after coming to power </strong></p>
<p style="text-align: justify;">After forming the government at the Center in 2014, there was a rapid increase in the income of BJP. By the financial year 2022-23, the party&#8217;s declared income had reached approximately Rs 2,360 crore. This was an increase of more than 250 percent compared to the income before 2014. </p>
<p style="text-align: justify;"><strong>Election year and record breaking income</strong></p>
<p style="text-align: justify;">The biggest jump in BJP&#8217;s income came during election years. In the 2019-20 financial year, the party reported its highest ever income of ₹3,623 crore. Recent revelations show that BJP&#8217;s income has further increased to about ₹4,340 crore in 2023-24.</p>
<p style="text-align: justify;"><strong>Tremendous increase in net worth in a decade </strong></p>
<p style="text-align: justify;">Along with the increase in income, there has been an even faster increase in total wealth. From assets of around Rs 781 crore in 2013-14, the total assets of BJP will increase to more than Rs 7,052 crore by 2022-23. This increase of almost 9 times shows that the party has continuously spent less than its earnings, due to which a huge surplus has been accumulated year after year. One thing becomes clear from the comparison between 2013-14 and the next 11 years that with BJP coming to political power, it has also become a financial power house. With income growth ranging from 250% to over 400% and assets of over Rs 7000 crore, the party has shown the transformation of political funding in India.</p>

<p style="text-align: justify;">The latest report of the Association for Democratic Reforms (ADR) has revealed the reality of Indian politics. In this report, it was told that out of 643 ministers of the country, 302 (47%) have declared criminal cases against them. Of these, 174 ministers are accused in serious crimes like murder, kidnapping and crime against women.</p>
<p style="text-align: justify;">This report has come at a time when the Central Government is introducing such a bill in Parliament, in which there is a provision that if the Prime Minister, Chief Minister or any minister is arrested in serious crimes and remains in jail for more than 30 days, then he will have to withdraw from the post. The ADR has conducted this study based on the election affidavit of 27 states, 3 union territories and Union Council of Ministers.</p>
<p style="text-align: justify;"><strong>The most criminal cases against ministers of which political parties?</strong><br />The report shows that the leaders associated with the criminal background are not limited to only one party. There are cases registered against ministers of almost all major parties, which are as follows:</p>
<ul>&#13;</p>
<li style="text-align: justify;">BJP (BJP): 136 (40%) out of 336 ministers criminal cases, 88 (26%) serious allegations.</li>
<p>&#13;</p>
<li style="text-align: justify;">Congress: 45 (74%) of 61 ministers criminal cases, serious offense on 18 (30%).</li>
<p>&#13;</p>
<li style="text-align: justify;">DMK (DMK): Criminal charges on 27 (87%) out of 31, serious cases on 14 (45%).</li>
<p>&#13;</p>
<li style="text-align: justify;">Trinamool Congress (TMC): Cases on 13 (33%) out of 40, 8 (20%) serious allegations.</li>
<p>&#13;</p>
<li style="text-align: justify;">TDP (TDP): Cases at 22 (96%) out of 23, serious offense at 13 (57%).</li>
<p>&#13;</p>
<li style="text-align: justify;">You (AAP): Cases at 11 (69%) of 16, serious allegations on 5 (31%).</li>
<p>&#13;</p>
<li style="text-align: justify;">Union Cabinet: Criminal cases at 29 (40%) out of 72 ministers.</li>
<p>&#13;

<p style="text-align: justify;">These figures show that a minister surrounded by criminal cases is not a problem of any one party but a deep challenge of the entire Indian political system.</p>
<p style="text-align: justify;"><strong>Where is the minister with the most criminal background?</strong><br />On analyzing the states, the picture looks even more serious. More than 60% of ministers have criminal cases registered in Andhra Pradesh, Tamil Nadu, Bihar, Odisha, Maharashtra, Karnataka, Punjab, Telangana, Himachal Pradesh, Delhi and Puducherry. Ministers of Haryana, Jammu and Kashmir, Nagaland and Uttarakhand states have informed about no criminal case against them. This difference suggests that in some states politics is completely associated with criminal background, while some states are almost free from it.</p>
<p style="text-align: justify;"><strong>The wealth of ministers journey from crores to billions</strong></p>
<p style="text-align: justify;">The report sheds light not only the criminal background but also the financial situation. According to the report, the average assets of ministers present in the country are Rs 37.21 crore. The total assets of all 643 ministers have been estimated at around Rs 23,929 crore. Billionaire ministers are present in 11 out of 30 assemblies.</p>
<p style="text-align: justify;"><strong>The list of richest ministers is as follows: </strong></p>
<p style="text-align: justify;">Dr. Chandrashekhar Pemmasani (TDP, Andhra Pradesh) &#8211; Assets worth more than Rs 5,705 crore. <br />D.K. Shivkumar (Karnataka Congress, Deputy Chief Minister) &#8211; more than Rs 1,413 crore.<br />N. Chandrababu Naidu (TDP, Chief Minister) &#8211; more than Rs 931 crore.</p>
<p style="text-align: justify;">The top 10 rich ministers include Ministers of Andhra Pradesh, Telangana, Karnataka, Maharashtra and Center, including Jyotiraditya Scindia.</p>
<p style="text-align: justify;"><strong>Minimum property minister</strong><br />According to ADR report, the lowest property list includes the names of the following leaders with property:<br />Shukla Charan Noatia (Tripura, IPFT) &#8211; Property of only 2 lakh rupees.<br />Birbaha Hansda (West Bengal, TMC) &#8211; a little more than Rs 3 lakh.</p>
<p style="text-align: justify;"><strong>What does ADR report say?</strong><br />The ADR has made it clear that the criminal case and property status declared in the affidavit may change between 2020 and 2025. However, this report shows that in Indian politics, the dominance of criminal background and heavy -property leaders remains continuously.</p>

<p style="text-align: justify;">The Bharatiya Janata Party (BJP) spent about Rs 1,494 crore during the 2024 Lok Sabha elections, which is 44.56 percent of the total expenditure. This information was given by Association for Democratic Reforms (ADR) on Friday (June 20, 2025). ADR has analyzed the electoral expenses of 32 national and regional parties.</p>
<p style="text-align: justify;">According to the ADR report, the Congress is at number two after the BJP with Rs 620 crore, which is 18.5 percent of the party&#8217;s total expenditure. These parties spent a total of Rs 3,352.81 crore between (March 16 to June 6, 2024) during the assembly elections held simultaneously in Lok Sabha and Andhra Pradesh, Arunachal Pradesh, Odisha and Sikkim.</p>
<p style="text-align: justify;"><strong>National parties raised Rs 6,930.246 crore <br /></strong>The share of national parties in this expenditure was more than Rs 2,204 crore (65.75 percent). The report said that national parties raised Rs 6,930.246 crore (93.08 percent), while regional parties received Rs 515.32 crore (6.92 percent). This analysis is based on compulsory expenditure details, which political parties have to file within 90 days of the general election and within 75 days of the assembly elections. ADR said that there has been a lot of delay in filing the details.</p>
<p style="text-align: justify;">According to the report, the Commission got the details of the Aam Aadmi Party (AAP) with a delay of 168 days, while the BJP got the details of 139 to 154 days late. According to the ADR, only the Congress submitted a consolidated report for the Lok Sabha and Assembly elections.</p>
<p style="text-align: justify;"><strong>How much did the parties spend on the election campaign through digital means?<br /></strong>According to the ADR report, the journey costs after this, which was Rs 795 crore. At the same time, the candidates spent Rs 402 crore as a lump sum payment. The parties spent Rs 132 crore on the election campaign through digital and spent Rs 28 crore on publishing the criminal background of their candidates.</p>
<p style="text-align: justify;"><strong>These parties did not give details<br /></strong>Travel expenses were more on star campaigners. Out of Rs 795 crore, Rs 765 crore (96.22 percent) was spent on the party&#8217;s high-profile leaders&#8217; visit, while only 30 crore rupees were spent on other leaders. While preparing the report, details of the expenses of 21 parties including the Nationalist Congress Party (NCP), Communist Party of India (CPI), Jharkhand Mukti Morcha (JMM) and Shiv Sena (Ubatha) were not available on the Election Commission website.</p>
<p style="text-align: justify;">Expenditure details of Rashtriya Janata Dal (RJD), Lok Janshakti Party (Ram Vilas), All Jharkhand Students Union (AJSU) Party, KC (M) were not available for the 2024 assembly elections held in the states of Andhra Pradesh, Arunachal Pradesh and Odisha. Meanwhile, two parties Peoples Democratic Party (PDP) and Kerala Congress (M) declared zero expenditure despite contesting elections.</p>
<p style="text-align: justify;">ADR also mentioned that a total of 690 non-recognized political parties took part in the general election held last year. The ADR also appealed to the Election Commission to appoint an observer to monitor the expenses of political parties. </p>
