<p style="text-align: justify;">The petitioners have made many allegations against the Election Commission in the Supreme Court regarding the special intensive revision (SIR) of the voter list released in Bihar. The Association for Democratic Reforms (ADR) and RJD have alleged that irregularities have been found in SIR. The petitioner said, &#8220;The BLO himself was found signing the calculation form. The dead people were shown filling the form and those who did not fill the forms were given a message that their forms had been completed.&#8221;</p>
<p style="text-align: justify;"><strong>No irregularity in the process- Election Commission</strong></p>
<p style="text-align: justify;">Opposing the claim of the Election Commission that there has been no irregularity in this process. The petitioners told the Supreme Court on Saturday (27 July 2025) that the Election Commission figures do not matter, as most forms were submitted without documents.</p>
<p style="text-align: justify;"><strong>Forms of dead persons were also submitted- ADR </strong></p>
<p style="text-align: justify;">RJD alleged, &#8220;A large -scale counting forms are being uploaded by the BLO without the information or consent of the voters to meet the target on time by the Election Commission. Many voters have stated that their forms have been submitted online, while they have never met any BLO nor signed any documents.&#8221; ADR said that forms of dead persons have also been submitted.</p>
<p style="text-align: justify;">In response to the Supreme, RJD said, &#8220;There are countless examples in media reports where voters have complained that BLOs did not come to their house or locality. BLOs were also found to be uploaded to voters by fake signature and uploading them.&#8221;</p>
<p style="text-align: justify;"><strong>Hearing will be held in Supreme Court on July 28</strong></p>
<p style="text-align: justify;">The Supreme Court will hear the matter on Monday (28 July 2025). The Election Commission has justified the SIR issued in the voter list in Bihar, saying that this will increase the election purity by removing the names of unqualified persons from the voter list. A bench of Justice Sudhanshu Dhulia and Justice Joymalya Bagchi said on July 10 that Aadhaar card, voter ID card and ration card can be considered as documents during SIR in Bihar.</p>

<p style="text-align: justify;">The Bharatiya Janata Party (BJP) spent about Rs 1,494 crore during the 2024 Lok Sabha elections, which is 44.56 percent of the total expenditure. This information was given by Association for Democratic Reforms (ADR) on Friday (June 20, 2025). ADR has analyzed the electoral expenses of 32 national and regional parties.</p>
<p style="text-align: justify;">According to the ADR report, the Congress is at number two after the BJP with Rs 620 crore, which is 18.5 percent of the party&#8217;s total expenditure. These parties spent a total of Rs 3,352.81 crore between (March 16 to June 6, 2024) during the assembly elections held simultaneously in Lok Sabha and Andhra Pradesh, Arunachal Pradesh, Odisha and Sikkim.</p>
<p style="text-align: justify;"><strong>National parties raised Rs 6,930.246 crore <br /></strong>The share of national parties in this expenditure was more than Rs 2,204 crore (65.75 percent). The report said that national parties raised Rs 6,930.246 crore (93.08 percent), while regional parties received Rs 515.32 crore (6.92 percent). This analysis is based on compulsory expenditure details, which political parties have to file within 90 days of the general election and within 75 days of the assembly elections. ADR said that there has been a lot of delay in filing the details.</p>
<p style="text-align: justify;">According to the report, the Commission got the details of the Aam Aadmi Party (AAP) with a delay of 168 days, while the BJP got the details of 139 to 154 days late. According to the ADR, only the Congress submitted a consolidated report for the Lok Sabha and Assembly elections.</p>
<p style="text-align: justify;"><strong>How much did the parties spend on the election campaign through digital means?<br /></strong>According to the ADR report, the journey costs after this, which was Rs 795 crore. At the same time, the candidates spent Rs 402 crore as a lump sum payment. The parties spent Rs 132 crore on the election campaign through digital and spent Rs 28 crore on publishing the criminal background of their candidates.</p>
<p style="text-align: justify;"><strong>These parties did not give details<br /></strong>Travel expenses were more on star campaigners. Out of Rs 795 crore, Rs 765 crore (96.22 percent) was spent on the party&#8217;s high-profile leaders&#8217; visit, while only 30 crore rupees were spent on other leaders. While preparing the report, details of the expenses of 21 parties including the Nationalist Congress Party (NCP), Communist Party of India (CPI), Jharkhand Mukti Morcha (JMM) and Shiv Sena (Ubatha) were not available on the Election Commission website.</p>
<p style="text-align: justify;">Expenditure details of Rashtriya Janata Dal (RJD), Lok Janshakti Party (Ram Vilas), All Jharkhand Students Union (AJSU) Party, KC (M) were not available for the 2024 assembly elections held in the states of Andhra Pradesh, Arunachal Pradesh and Odisha. Meanwhile, two parties Peoples Democratic Party (PDP) and Kerala Congress (M) declared zero expenditure despite contesting elections.</p>
<p style="text-align: justify;">ADR also mentioned that a total of 690 non-recognized political parties took part in the general election held last year. The ADR also appealed to the Election Commission to appoint an observer to monitor the expenses of political parties. </p>

<p style="text-align: justify;"><strong>Karnataka MLA salary hike:</strong> The state government is going to introduce a bill in the assembly soon to increase salary from CM to MLAs in Karnataka. After the passage of this bill, the salary of all the public representatives of Karnataka Legislative Assembly and Legislative Council will double. The interesting fact here is that Karnataka is already on top of the list of rich MLAs. A total of 31 MLAs are billionaires here. The total assets of the MLAs of Karnataka are 14,179 crore, so it is also at the forefront of the total assets of MLAs of other states.</p>
<p style="text-align: justify;">The Karnataka Assembly has 224 seats, as well as a nominated member. In this way there are 225 MLAs here. According to the report of the Association of Democratic Reform (ADR), the assets of 31 MLAs in the Karnataka Legislative Assembly are more than 100-100 crores. The most property is with Deputy CM DK Shivkumar. He has assets worth 1413 crores. DK Shivkumar is second in the list of rich MLAs of India.</p>
<p style="text-align: justify;">According to the report of the ADR, Andhra Pradesh is second and Maharashtra is third in the list of billionaire MLAs. There are 27 MLAs in Andhra Pradesh and 18 in Maharashtra.</p>
<p style="text-align: justify;"><strong>Four MLAs from Karnataka in the top-10</strong><br />Among the 10 richest MLAs of the country, 4 MLAs from Karnataka are included. In this, the name of 4 MLAs of Andhra Pradesh also comes. A total of 119 MLAs in India have a property of more than 100 crores. It has 63% i.e. 76 MLAs from just three states. These three states are Karnataka, Andhra Pradesh and Maharashtra.</p>
<p style="text-align: justify;"><strong>Average assets also at second place</strong><br />Talking about the average assets of MLAs, Karnataka&#8217;s name comes second. Karnataka has an average of 63.5 crore per MLA. At the same time, the average assets of MLAs in Andhra Pradesh are 65 crores. Overall, it can be said that in the case of rich MLAs, Karnataka and Andhra Pradesh are running shoulder to shoulder.</p>
