He said that the Prime Minister&#8217;s participation in this critical problem will give confidence to the citizens.</p>

<li>To ensure uniform guidelines for CAQM across NCR.</li>
<li>PMO to coordinate between all major ministries.</li>
<li>Chief Ministers, Chief Secretaries and Director Generals of Police of the states should lead the effective implementation of the rules.</li>
<li>The District Magistrate should lead the field execution on daily basis.</li>
<li>Municipal bodies, police and pollution control boards are involved in ensuring waste management, dust control, traffic management and industrial compliance.</li>

In the affidavit filed in the tribunal, CPCB analyzed the ozone level in 10 big areas of the country. According to the report, in 2023, 25 out of 57 air monitoring stations in NCR were more than 2 percent above the national eight-hour ozone standard. The situation was no different in Mumbai too, where 22 out of 45 stations had crossed the safe limit. NGT had taken suo motu cognizance of this matter on the basis of a news report last August, in which concern was expressed about the increasing ozone pollution in India. <p style="text-align: justify;"><strong>What problem does this cause?</strong></p>
<p style="text-align: justify;">According to a PIB report, air pollution is one of the major reasons that increases respiratory diseases and their related problems. The CPCB has not conducted any specific survey on the health problems caused by exposure to ground-level ozone, but the following facts emerge regarding the effects of ozone (O₃):</p>
<ul style="text-align: justify;">
<li style="text-align: justify;">If ozone is inhaled, problems like chest pain, cough, nausea, throat irritation and congestion may occur.</li>
<li style="text-align: justify;">The effect of O₃ makes diseases like bronchitis, heart disease, emphysema and asthma more serious and can reduce the capacity of the lungs.</li>
<li style="text-align: justify;">Prolonged exposure to ozone can also cause permanent damage to the lungs.</li>
<li style="text-align: justify;">This makes the body more sensitive to allergens i.e. allergy causing factors.</li>
</ul>
<p style="text-align: justify;"><strong>How much damage does it cause to the lungs?</strong></p>
<p style="text-align: justify;">According to the US Environmental Agency (EPA), ground-level ozone directly reduces lung function. Ozone affects the inner lining of the airways when inhaled, which can cause swelling and irritation. The EPA states that ozone exposure can make it difficult to take deep breaths and that readings measuring lung capacity, such as FEV₁, have also been found to reduce immediately. This effect is more visible in people who already have asthma, bronchitis or other respiratory problems.</p>
<p style="text-align: justify;">The EPA also states that repeated or prolonged exposure to ozone pollution can cause permanent damage to lung tissue. Due to continuous inflammation and oxidative stress, the airways become thick and over time, scarring can form in the lungs, which is not reversible. This is why ozone is considered a silent lung damager, which gradually reduces lung capacity and makes respiratory diseases more serious.</p>

<p style="text-align: justify;">The weather is expected to be clear in the capital Delhi on Sunday. The maximum temperature of the day will go up to 30 degrees Celsius. But increased air pollution can increase the problem. The AQI of the capital was recorded at 233, which is in the dangerous category. AQI has deteriorated since Diwali, although it has decreased somewhat compared to previous days, but the green signal is still not there. According to the latest report of the Meteorological Department, slight cold will be felt in the morning and evening, there is no possibility of rain.</p>
<p style="text-align: justify;">It is only the second day of November, so it is not very cold yet, but the mist in the morning and evening will give a fog-like feeling. There is mostly less rainfall in November, so there is little hope of relief from air pollution.</p>
<h3 style="text-align: justify;"><strong>Not improved since Diwali </strong><strong>AQI</strong></h3>
<p style="text-align: justify;">AQI 233 has been recorded in the capital, which falls in the very serious category. The level of PM2.5 has reached 228 and PM10 has reached 150. Due to which Delhi&#8217;s air is getting polluted. There is great danger in this for children, elderly people and respiratory patients. According to the data of Central Pollution Control Board, the AQI which has increased since Diwali is not coming down. Whereas today it has come down compared to 288 on Friday. Even the government&#8217;s arrangements to improve AQI are not sufficient, so be careful.</p>
<h3 style="text-align: justify;"><strong>The temperature is expected to be between 18 to 30 degrees Celsius. </strong></h3>
<p style="text-align: justify;">The minimum temperature in Delhi on Sunday can go up to 18 degrees Celsius and maximum up to 30 degrees. The average temperature will be between 22 to 24 degrees Celsius. On Sunday, sunrise will be at 6:34 am and sunset at 5:36 pm. You will feel cold due to light breeze in the morning and evening, but there will be no need for warm clothes during the day.</p>
<h3 style="text-align: justify;"><strong>No chance of rain in November </strong></h3>
<p style="text-align: justify;">According to the Meteorological Department, there is no possibility of rain on Sunday. The weather will be dry. Due to smoke in the morning and evening it will look like fog. If statistics are to be believed, the average rainfall in November is 5 to 6 mm. A major reason for increase in pollution in this month after monsoon is the decrease in rainfall.</p>
<h3 style="text-align: justify;"><strong> </strong><strong>slight coolness-</strong> <strong>fog effect </strong></h3>
<p style="text-align: justify;">With the beginning of November, mild effects of cold are visible. At night the temperature can go up to 13 to 18 degrees Celsius. Although the days are still getting hotter. But the temperature will continue to drop till the end of the month and the effect of severe cold will be seen only in December.</p>

<p style="text-align: justify;">Chief Minister Rekha Gupta&#8217;s government has taken a big decision to control air pollution in Delhi. After the next three days i.e. from 1 November 2025, only BS6 commercial vehicles will be allowed entry from the Delhi border. There will be a complete ban on all other commercial vehicles including BS4 and BS5. </p>
<p style="text-align: justify;">If sources are to be believed, the Delhi government has announced that this rule will be implemented completely and strictly from November 1. Action will also be taken against those who violate the rules.</p>
<p style="text-align: justify;">Rekha Gupta government has decided that all the goods vehicles registered outside Delhi, which do not meet the BS-VI emission standards, will not get permission to enter Delhi from November 1. This order has been issued following the instructions of the Commission for Air Quality Management (CAQM). </p>
<h3 style="text-align: justify;">What is the new rule? </h3>
<p style="text-align: justify;">After the order of CAQM, the Delhi government has issued new rules regarding vehicles, in which only BS-6 standard commercial vehicles can enter Delhi from November 1. </p>
<h3 style="text-align: justify;">What is BS-VI engine technology?</h3>
<p style="text-align: justify;">This step is taken to reduce the smoke emitted from vehicles when the pollution level is highest in Delhi. The study says that engines with BS-6 technology emit less smoke than earlier engines. This technology is many times cleaner than earlier technologies. The harmful particles and gases emitted from it are also very less. </p>
<p style="text-align: justify;">Harmful gases like particulate matter (PM) and nitrogen oxide (NOx) emitted from BS-VI vehicles can be reduced. This is a big step towards improving the air of Delhi. </p>
<h3 style="text-align: justify;">Why is the rule of entry of only BS-6 vehicles necessary?</h3>
<p style="text-align: justify;">In fact, every year in the month of October, pollution in Delhi&#8217;s air increases, which remains at harmful levels till January-February. Due to this, burning of stubble, smoke coming out from vehicles and stagnation of air&#8230; cause increase in pollution. </p>
<h3 style="text-align: justify;">These vehicles will get entry in Delhi</h3>
<p style="text-align: justify;">Under the orders of Delhi Government, some vehicles have been exempted from the ban. In these- </p>
<p style="text-align: justify;">&#8211; BS-IV diesel vehicles (by 31 October 2026)<br />&#8211; BS-VI diesel vehicles<br />&#8211; CNG, LNG and Electric Vehicles<br />&#8211; Commercial goods vehicles registered in Delhi </p>
