The anti-conversion law passed by the Rajasthan Assembly last month has come into force from today. The Home Department of the state government has issued the gazette notification of the new conversion law. After the release of the notification, from today onwards cases related to conversion will be registered under the new law. According to the law implemented from today, even for changing religion on one’s own will, one will have to first obtain the approval of the government. However, this law will not be applicable on returning home to the original religion i.e. Hinduism.

The Anti-Conversion Bill (Rajasthan Prohibition of Unlawful Religious Conversion Bill 2025) was passed in the Rajasthan Assembly by voice vote on September 9 this year amidst huge uproar by the opposition. Many strict provisions have been made in this.

The building where mass religious conversion will take place can be demolished with a bulldozer.

This law will not apply in cases of return to the ancient original religion.

That is, if someone’s ancestors were Sanatani and he was adopting another religion for many generations, then it will be considered as homecoming.

Congress party had accused the government

This conversion law will not apply in cases of return home. There is a provision for punishment up to life imprisonment in the new law. Along with this, there is also a provision for punishment up to Rs 25 lakh. It is being claimed that among the states in the country where conversion law has been implemented, Rajasthan has the strictest provisions. However, during the discussion in the House, the Congress party had alleged that the conversion bill was going to divide the society and it was unnecessary.

‘There was no need for this bill’

Leader of opposition in the assembly Tikaram Julie says that not a single case of love jihad has been registered in the state. In such a situation, there was no need for this bill. On the other hand, people associated with the ruling party say that conversion was being done on a large scale in the state through fear, pressure and greed. Innocent people, especially girls, are harassed after forcing them to convert to religion as part of a conspiracy.

Conversion law has succeeded in the third attempt in the state

In 2005 and 2008 also, the conversion bill was passed by the Assembly, but both times it could not get approval from the Governor.

All three times the bill has been approved in the Assembly only under BJP governments.

Many organizations have talked about challenging the conversion law in the Supreme Court.

The cases of all the 12 states in the country where conversion laws have been made are pending in the Supreme Court.

The most stringent provisions in the conversion laws made by the states have been kept in Rajasthan only.

The Rajasthan government is going to introduce a more stringent version of the Religion Conversion Prohibition Bill, 2025 against the Rajasthan Law in the upcoming assembly session. Its main objective is to ban illegal conversion done in force, fraud or fraudulent ways.

Deputy Chief Minister Dr. Prem Chand Bairwa and Law Minister Jogaram Patel said that there was no special law to deal with illegal conversion in the state, and that is why a new draft has been prepared.

Old draft will be returned

The bill introduced in the last session will now be withdrawn and a new draft with strict provisions will be introduced in the assembly. The new draft was approved in a cabinet meeting held on Sunday under the chairmanship of Chief Minister Bhajan Lal Sharma.

Patel said that the new bill prevents any person or organization from conversion in a trick, force or fraudulent manner. It has also been clarified that marriages for the purpose of conversion will be invalid.

Punishment and fine

Crime will be cognizable and non-bailable in the new bill.

In general cases imprisonment for 7 to 14 years and fined at least Rs 5 lakh.

10 to 20 years in jails related to minors, women, handicapped and scheduled castes/tribes and minimum fine of 10 lakhs.

Life imprisonment for 20 years and a fine of Rs 25 lakh in collective conversion.

10 to 20 years in jail and 20 lakh fine in conversion from foreign or unauthorized money.

Life imprisonment and a fine of Rs 30 lakh for 20 years in cases related to force or human trafficking.

Frequent violations of law and fined Rs 50 lakh for those who repeatedly violate the law.

Also, properties used in illegal conversion can be confiscated or demolished after investigation, and registration of related institutions can be canceled.

Decision on Prime Minister Surya Ghar Electricity Scheme

The cabinet also approved the implementation of Prime Minister Surya Ghar Electricity Scheme. Under this scheme, domestic consumers registered under the Chief Minister Free Power Scheme will get 150 units of electricity per month from solar energy.

The state government will apply 1.1 kW rooftop solar panel for 27 lakh registered families for free. It will get a subsidy of Rs 33,000 from the central government and Rs 17,000 from the state government.

Bairwa said that about 1.04 crore families will be benefited from this scheme and 3,000 MW additional solar energy capacity will be generated in the state.

Education and improvement in cities

The government decided to start recruitment of contractual posts in 374 colleges run by Rajasthan College Education Committee. Under this, 4,724 teaching and non-teaching posts will be appointed.

The cabinet also approved amendment to ‘sewerage and waste water policy, 2016’ to develop a broader sewerage system in all urban areas. The revised policy will connect every house with a systematic sewerage system according to the objectives of Swachh Bharat Mission.

Muslim population in india: American research firm Pew Research published a report in 2015, which estimated that by 2050 it would be the world’s largest Muslim population in India. According to the report, by 2050, the total population of India will be around 166 crores. Hindu population can reach 1.3 billion and Muslim population 31 crore. By this time, 11 percent of the world’s total Muslim population is in India alone. However, Indonesia currently has the largest Muslim population in the world. But according to Pew Research, by 2050, India can become the largest Muslim-bound country in the world, which is estimated to be 7 times more than today.

Between 2001 and 2011, the population in India has increased very fast. During this period, the total population of India has increased by 17.7%. The fastest Muslim population has increased by 25 percent in this. This figure was the highest among all communities. The pace of increasing Hindu population recorded less than 17 percent. From 1951 to 2011, the Muslim population increased by 386 percent, which increased from 3.54 crores to 17.22 crore. The Hindu population increased by 218 percent. The number increased from 30.35 crores to 96.62 crore in 2011, while the Sikh population increased 235 and Christian population 232 percent.

Is the population of Muslims growing rapidly with Hindus?
According to the growth rate, the population of Muslims has increased rapidly, but it is also worth noting that the fertility rate (birth rate) has declined. In 1992-93, the fertility rate of Hindu women was 3.3, while Muslim women had 4.4 percent. In 2022, the fertility rate in Hindu women was 1.9, while Muslim women were 2.3. However, in the last 30 years, the rate of giving birth to a child in Muslim women has reduced by 47 percent and 42 percent of Hindu women. Despite this, the birth rate of Muslims is still higher than Hindus.

Let us know that at present, the total population of the world is 800 crores. In this, 200 crore people are going to believe in the religion of Islam. The main reason for this is that 57 countries in the whole world are Muslim, where people who believe in Islamic religion live.
