The Assam government has introduced the Uniform Civil Code Bill (UCC Bill 2026) in the Assembly. This bill states that it will not apply to any Scheduled Tribe (ST) residing in Assam. AIMIM Chief Asaduddin Owaisi has targeted the BJP government regarding this. He said that UCC is not uniform and it is against tribal communities.

Assam UCC is not the same: Owaisi

Asaduddin Owaisi posted on X and said, ‘The Uniform Civil Code (UCC) of Assam is not uniform at all. This keeps tribal communities completely out of the scope of UCC. Under Article 29, every community has the right to protect its culture, but why is only the autonomy of tribals being protected? This is a law being imposed that no one wants. The Constituent Assembly did not envision any mandatory UCC.

Law is far away from gender justice: Owaisi

AIMIM Chief Asaduddin Owaisi wrote, ‘No one can deprive any heir of inheritance in Islam. No one can write such a will that his entire property is given to only one son or the daughter is deprived of inheritance. This UCC allows anyone to write a will and deprive his daughters of their fair share. This law is far away from gender justice.

What are the provisions in Assam UCC Bill?

The bill proposes a single civil legal framework governing marriage, divorce, succession and live-in relationships for all residents of the state, while excluding Scheduled Tribes from it to protect their constitutional safeguards. The proposed law aims to replace religion-based laws with a uniform code that aims to ensure gender justice, equality and legal uniformity across all communities.

Under this bill, monogamy has been made mandatory, while the legal age of marriage has been fixed at 21 years for men and 18 years for women. The law also maintains cultural and religious diversity by allowing marriages to be performed according to existing customs and ceremonies. These include Vedic marriage, Ahom Chaklong, Saptapadi, Nikah, sacred union and Anand Karaj. This bill makes registration of marriages and divorces mandatory throughout the state.
