District Deputy Commissioner (DC) Jai Shivani said that the counting of votes will start at 8:00 am on Monday (May 4, 2026). He assured that all necessary steps have been taken to conduct the counting process in a fair, peaceful and transparent manner.</p>

<p style="text-align: justify;">DC Jai Shivani said that two centers have been earmarked for vote counting to be held on Monday (May 4, 2026). The first one is Jorhat Girls HS and MP School, where the votes cast at the polling booths of 99-Teok assembly constituency will be counted. While the second counting center is Jorhat Boys HS and MP School, where counting of votes will be done for 100-Jorhat, 101-Mariani and 102-Titabor assembly constituencies. </p>

<li>Mariani Assembly Constituency – One counting hall, 14 EVM tables, 3 postal ballot tables, total 15 rounds.</li>
<li>Titabor Assembly Constituency – 2 counting halls, 20 EVM tables, 3 postal ballot tables, total 13 rounds.</li>

<p style="text-align: justify;">He said that after completion of each round of counting of votes, the results will be announced and made available to the media room.</p>

<p style="text-align: justify;">He further said that a three-tier security system has been implemented to conduct the counting of votes in a safe and orderly manner.</p>

<li>First circle (100 meter perimeter): Guarded by District Police, this area will be declared pedestrian zone and no unauthorized vehicles will be allowed.</li>
<li>Second cordon (entrance): Guarded by State Armed Police, where intensive searches will be conducted. Taking mobile, laptop, camera, matchbox, weapons and other prohibited items inside will be completely prohibited.</li>
<li>Third circle (counting hall): Guarded by Central Armed Police Forces (CAPF), where additional checking will be done. During this period, only people having authorized identity card or pass will be allowed to enter.</li>

<p style="text-align: justify;"><strong>What is a restraining order?</strong><strong>?</strong></p>
<p style="text-align: justify;">District Deputy Commissioner Jai Shivani said that on the day of counting of votes, Section 163 of BNSS 2023 will be applicable within 100 meters of the center from 6 am. In this, any kind of crowd or activity without permission will be prohibited. There will be a ban on photography and videography inside the vote counting hall, although authorized media personnel will be allowed to carry handheld cameras.</p>
<p style="text-align: justify;"><strong>Transparency and monitoring</strong></p>
<p style="text-align: justify;">He said that 100 percent CCTV surveillance and videography of the entire vote counting process will be done. Only authorized counting agents will get entry. Every table will be monitored by micro-observers and observers appointed by the Election Commission. After counting of EVMs, matching of VVPAT slips will be done compulsorily.</p>
<p style="text-align: justify;">For the media, a special media center has been set up inside the second security cordon, where there will be facilities of LED screen, internet and public address system. Apart from this, if we talk about other arrangements, medical team and ambulance have been arranged, fire brigade will be deployed and backup arrangements have also been made for electricity through DG set.</p>

<p style="text-align: justify;">Talking about Assam, there are a total of 2.5 crore voters here, which include 1.25 crore men, 1.25 crore women and 343 third gender voters. A majority of 71 seats is necessary to form the government. There are a total of 2.71 crore voters in the state, which includes 1.32 crore men, 1.39 crore women and 273 third gender voters. Elections are being held on 30 seats in Puducherry, out of which 5 seats are reserved for Scheduled Castes. To form the government here, majority of 16 seats is necessary. Of the total 9.44 lakh voters, about 4.43 lakh are men, 5 lakh are women and 139 third gender voters.</p>
<p style="text-align: justify;">According to Election Commission data, a large number of candidates had filed nominations during the nomination process. In Assam, 1,388 nominations were filed, of which there were 817 candidates. In Kerala, 1,252 candidates had applied with 2,117 nominations and in Puducherry, 442 candidates had applied with 514 nominations. A total of 4,019 nominations were filed, which included 2,511 candidates.</p>
