Alankar Agnihotri had described the new rules of the University Grants Commission (UGC) as ‘black laws’ and alleged that these rules are polluting the academic environment of the college and should be immediately withdrawn. Under these new rules brought to prevent caste-based discrimination in colleges and universities, institutions have been asked to set up special committees, helplines and monitoring teams so that the complaints of students, especially those belonging to Scheduled Castes, Scheduled Tribes and Other Backward Classes, can be resolved.

Alankar Agnihotri, a 2019 batch officer of the Provincial Administrative Service (PCS), sent his resignation through email to the Governor and Bareilly District Magistrate Avinash Singh. After this he started preparing for civil services.

After hard work and dedication, Alankar Agnihotri passed the Uttar Pradesh Public Service Commission (UPPSC) examination in the year 2016. He secured 15th rank in this examination.
