<p style="text-align: justify;"><span style="font-weight: 400;">After the formation of the new government in Bihar, the first meeting of Nitish cabinet was held today (Tuesday). Six agendas have been approved in this meeting chaired by Chief Minister Nitish Kumar. The meeting also focused on employment. Overall, many important agendas have been passed in the public interest. After the cabinet meeting, Chief Secretary Pratyaya Amrit gave information about this.</span></p>
<h3 style="text-align: justify;"><strong>A total of 25 sugar mills will be started in Bihar</strong></h3>
<p style="text-align: justify;"><span style="font-weight: 400;">In this first cabinet meeting, a big decision has been taken regarding the sugar mill. It has been decided that the closed sugar mills in Bihar will be started. Also new sugar mills will be established. 9 sugar mills are closed in Bihar. Now the government has decided to open a total of 25 (this includes closed mills) sugar mills. Its approval has been received from the cabinet. </span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">On the other hand, under urban development, 11 new satellite/greenfield townships will be constructed in the state for well-planned and quality urban development. Bihar will be developed as the new technology hub of Eastern India. For this, Defense Corridor, Semiconductor Manufacturing Park, Global Capability Centres, Mega Tech City and Fintech City will be established in Bihar.</span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">A high level committee will also be formed with the aim of making Bihar a global workplace, in which there is a plan to include the talented youth of the state and provide them opportunities at the national and international level. Apart from this, it has been decided to form another special committee to promote Artificial Intelligence.</span></p>
<h3 style="text-align: justify;"><strong>Assembly session will start from December 1</strong></h3>
<p style="text-align: justify;"><span style="font-weight: 400;">After the formation of the new government, the assembly session is also to continue. Bihar Assembly session will be held from 1st to 5th December. During this, all the newly elected MLAs will be sworn in. There will also be an election for the Assembly Speaker.</span></p>

<p style="text-align: justify;">Bihar Chief Minister Nitish Kumar on Friday (21 November 2025) distributed departments in his cabinet, under which Deputy Chief Minister Samrat Chaudhary has been given the charge of Home Department. This is the first time during Nitish Kumar&#8217;s tenure as Chief Minister that he will not have the Home Department. Before this, this department had remained with him throughout his tenure. If we look at the complete list of division of departments in Bihar, the Home Ministry may have gone to BJP&#8217;s account, but JDU has many important departments.</p>
<p style="text-align: justify;"><strong>These big departments will remain with JDU</strong></p>
<p style="text-align: justify;">JDU&#8217;s Bijendra Yadav is the oldest minister in the Bihar cabinet, he was given the responsibility of finance, commercial tax, energy, planning development. Vijay Chaudhary has been assigned the Department of Water Resources, Building Construction and Parliamentary Affairs. Apart from this, Ashok Chaudhary has been given the responsibility of Rural Affairs Department, Sunil Kumar has been given the responsibility of Education Department. These are all such departments, which are considered very important from the development point of view of the state.</p>
<p style="text-align: justify;"><strong>BJP has the highest number of ministers in the new cabinet</strong></p>
<p style="text-align: justify;">NDA government has been formed for the 8th time under the leadership of Nitish Kumar. In the current cabinet, 14 leaders from Bihar, 9 from JDU, 2 from LJP (R), one each from HAM and RLD have been made ministers. Chief Minister Nitish Kumar has the responsibility of general administration, cabinet secretariat, monitoring, elections as well as all such departments which have not been allotted to anyone.</p>
<p style="text-align: justify;"><strong>Home department went to BJP&#8217;s account</strong></p>
<p style="text-align: justify;">The power of the Bharatiya Janata Party, which emerged as the largest party by winning 89 seats in the Bihar Assembly elections, is clearly visible in the Nitish cabinet. The responsibility of law and order of Bihar will now be on Samrat Chaudhary. BJP had been wanting this department for a long time. Second Deputy Chief Minister Vijay Kumar Sinha has got important departments like Revenue and Land Reforms and Mines and Geology.</p>

Even though the preliminary process has started from the Election Commission, there is strong opposition to it. Elections are to be held in West Bengal in 2026. Chief Minister Mamata Banerjee is also strongly opposing the SIR. On this, BJP leader and Union Minister Giriraj Singh replied bluntly and said that there will be SIR in Bengal. </span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">Giriraj Singh said that Jungle Raj will be ended in West Bengal. Bangladeshi and Rohingya Muslims will be expelled from Bengal. He said, &#8220;Mamata Didi will not be able to save us now, we will not let Bengal become Bangladesh.&#8221; Let us tell you that the preliminary process of SIR has started in West Bengal. There has been a stir regarding this. Many infiltrators from Bangladesh on the border area are now returning to their country due to fear of SIR, while TMC leaders are also protesting and creating ruckus at various places. In such a situation, now Giriraj Singh has made it clear in a scathing attack that there will be SIR in Bengal under any circumstances.</span></p>

<li>Lalan Ram from Kutumba, who defeated Congress President Rajesh Ram</li>

<li>Romit Kumar from Atri</li>
<li>Prafulla Kumar Manjhi from Sikandra</li>

<p style="text-align: justify;">None of these five have been given ministerial post in the Nitish government. This is being considered a big sign in political circles, but no voice of displeasure was raised in the Manjhi group.</p>
<p style="text-align: justify;"><strong>Santosh Suman became minister for the third time<br /></strong>Even though the winning MLAs did not get a place in the new government of Nitish Kumar, Jitan Ram Manjhi&#8217;s son Santosh Kumar Suman has once again been made a minister. This will be his third term. Suman is the national president of HAM and also a member of Bihar Legislative Council.</p>
<p style="text-align: justify;"><strong>Why is Santosh Suman important?<br /></strong>Santosh Suman is considered a leader who is educated and does politics with planning. He has done MA in Political Science from Delhi University. He has passed UGC-NET. He has done PhD from Magadh University. Before coming into politics, he was a lecturer and social worker. While being a minister, he did many works in the Scheduled Caste and Tribe Welfare Department. By resigning from the Nitish cabinet in 2023, he also gave a strong political message on the issue of independent identity of the party.</p>
<p style="text-align: justify;"><strong>HAM&#8217;s small performance, but big political role<br /></strong>Although, HAM&#8217;s performance in the 2025 Bihar elections was not very good, but this party emerged as very important in the political equations. Manjhi&#8217;s role in coalition politics has continuously increased and Santosh Suman becoming a minister is the biggest proof of this. </p>

Despite this, Upendra Kushwaha left his MLAs for the post of minister and gave the opportunity to his son Deepak Prakash, who is currently not a member of any House. He will have to become a member of the Legislative Council or Assembly within the next six months.</p>

<p style="text-align: justify;" data-start="1057" data-end="1358">RLM won Bajpatti, Madhubani, Sasaram and Dinara seats. In Bajpatti, Rameshwar Kumar Mahato won by 3395 votes, in Madhubani, Madhav Anand won by 20,552 votes, in Sasaram, Upendra Kushwaha&#8217;s wife Snehlata won by a margin of more than 25 thousand votes and in Dinara, Alo Kumar Singh won by 10,834 votes.</p>
<p style="text-align: justify;" data-start="1057" data-end="1358"><strong>Laddus in both hands of Upendra Kushwaha</strong></p>
<p style="text-align: justify;" data-start="1360" data-end="1667" data-is-last-node="" data-is-only-node="">Rajya Sabha MP Upendra Kushwaha formed the new party on 20 February 2023. RLM, contesting assembly elections for the first time, has got a ministerial post in Nitish cabinet. Upendra Kushwaha has established his son Deepak Prakash on the political stage by making him a minister, while his wife will remain active with her victory in the assembly.</p>

<p style="text-align: justify;">Janata Dal (United) national president Nitish Kumar took oath as the Chief Minister of Bihar for a record 10th time on November 20 at the historic Gandhi Maidan in Patna. Governor Arif Mohammad Khan administered him the oath of office and secrecy. Kumar took oath on the Constitution of India. Prime Minister Narendra Modi, Home Minister Amit Shah, Bharatiya Janata Party National President JP Nadda and many other top leaders of the National Democratic Alliance (NDA) attended the swearing-in ceremony. Chief Ministers of many NDA ruled states also participated in this program.</p>
<p style="text-align: justify;"><span class="cf0">In the NDA government, 23 MLAs and 2 MLCs took the oath of office and secrecy as ministers. A total of 26 MLAs took oath as ministers in the new government. </span><span class="cf0"> The swearing-in ceremony started at 11.30. <p style="text-align: justify;"><span style="font-weight: 400;">The swearing-in ceremony of the new government in Bihar is likely to be held in Patna on November 20. Along with PM Modi, many top leaders and Union ministers of NDA can participate in this. Preparations are being made for the swearing-in ceremony at Gandhi Maidan in Patna. Chief Minister Nitish Kumar will submit his resignation as the head of the outgoing government to the Governor on November 19. </span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">Bharatiya Janata Party (BJP), which has emerged as the largest party in the Bihar Assembly elections (2025), will also select the leader of the legislature party in the proposed meeting of its newly elected MLAs on Wednesday. In this regard, information has been sent by the party to all 89 newly elected MLAs and 21 Legislative Council members.</span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">The historic Gandhi Maidan has been closed for the general public till November 20 for the swearing-in ceremony. According to Patna district administration, entry of common people has been restricted and extensive security arrangements have been made. Union Home Minister Amit Shah and Defense Minister Rajnath Singh can also be present in this ceremony.</span></p>
<h3 style="text-align: justify;"><strong>5-6 new faces from BJP-JDU can be seen in the cabinet</strong></h3>
<p style="text-align: justify;"><span style="font-weight: 400;">On the other hand, the efforts to get a place in the cabinet have intensified among the NDA constituents in the new government. According to sources, five to six new faces from Bharatiya Janata Party (BJP) and Janata Dal United (JD-U) are likely to be included in the cabinet. JD(U) state president Umesh Singh Kushwaha, elected from Mehnar seat, is also likely to get a place in the new team of Chief Minister Nitish Kumar. </span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">Sources said JD(U) may retain most of its ministers, while BJP may induct some new faces. Apart from JD(U) and BJP, Union Minister Chirag Paswan&#8217;s Lok Janshakti Party (Ram Vilas), Jitan Ram Manjhi&#8217;s Hindustani Awam Morcha (HAM) and Upendra Kushwaha&#8217;s Rashtriya Lok Morcha (RLMO) will also be part of the new government. </span></p>
<p style="text-align: justify;"><span style="font-weight: 400;">According to sources, LJP (Ram Vilas) is likely to get three ministerial posts, while HAM and RLMO are likely to get one ministerial post each. A maximum of 16 ministers from BJP and 14 from JD(U) can take oath along with the Chief Minister on November 20.</span></p>
