<p style="text-align: justify;">While NDA registered a big victory in the results of Bihar Assembly Elections 2025, another worrying picture emerged. This time the number of Muslim MLAs in the House has come down to only 10, which is the lowest in the last 35 years. Despite the Muslim population in the state being around 17.7%, their political representation is very low which clearly shows the inequality of election strategies and ticket distribution.</p>
<p style="text-align: justify;">In this election, both the Grand Alliance and the NDA expressed less confidence in Muslim faces. There were many seats where Muslim voters traditionally play a decisive role, but political parties fielded non-Muslim candidates in those areas too. AIMIM was not included in the grand alliance, after which the party decided to contest the elections alone. Due to all these reasons, the representation of the Muslim community was significantly reduced and the number of seats came down to a record level.</p>
<p style="text-align: justify;"><strong>AIMIM again showed strength in Seemanchal</strong></p>
<p style="text-align: justify;">Asaduddin Owaisi&#8217;s party AIMIM maintained its influence in the politics of Seemanchal this time also. The party fielded candidates on 25 seats and won 5 of them. These victories were recorded in seats like Amour, Kochadhaman, Jokihat, Bahadurganj and Bayasi, where Muslim population is high and AIMIM had performed strongly in the last elections also. This time the influence of the party was more clearly visible in the four districts of Seemanchal, Araria, Purnia, Katihar and Kishanganj.</p>
<p style="text-align: justify;"><strong>Status of JDU Muslim candidates</strong></p>
<p style="text-align: justify;">JDU has fielded four Muslim candidates in the 2025 elections. Among these, Mohammad Zama Khan came out ahead from Chainpur. Chainpur is not a Muslim dominated area, hence BJP and JDU launched a joint campaign to woo Hindu voters on this seat. In 2020, JDU had given tickets to 11 Muslim faces, but they did not get any success in that election. This time, after reducing the number of candidates, the party was successful in getting one seat.</p>
<p style="text-align: justify;"><strong>The only Muslim face of LJP (RV)</strong></p>
<p style="text-align: justify;">Chirag Paswan&#8217;s party gave ticket to Mohammad Kalimuddin from Bahadurganj. He survived the competition but remained in third place. AIMIM&#8217;s Tausif Alam registered a comfortable victory on this seat, while Congress stood second.</p>
<p style="text-align: justify;"><strong>RJD got two Muslim seats</strong></p>
<p style="text-align: justify;">Rashtriya Janata Dal gave limited tickets to Muslim candidates, but the party won on the two seats where it got the opportunity. Asif Ahmed was victorious from Bisfi, while in Raghunathpur, Shahabuddin&#8217;s son Osama Saheb won and made the family&#8217;s political comeback after 21 years. This time RJD adopted a new balance in ticket distribution, in which an attempt was seen to create a fresh coordination between Yadav, Muslim, EBC, Dalit and upper caste communities.</p>
<p style="text-align: justify;"><strong>Mixed situation of Congress in Seemanchal</strong></p>
<p style="text-align: justify;">Congress maintained its presence in Seemanchal like in 2020. Mohammad Kamrul Hoda won from Kishanganj and Abidur Rehman won from Araria. However, a major upset was seen when Congress Legislature Party leader Shakeel Ahmed Khan lost to JDU candidate Dulal Chandra Goswami in Nathnagar.</p>
<p style="text-align: justify;"><strong>Lowest number of Muslim MLAs since 1990</strong></p>
<p style="text-align: justify;">If we look at the previous figures of Muslim representation in Bihar, the result of 2025 shows a big decline. In the year 2010, 19 Muslim MLAs won. In 2015 the number increased to 24. Whereas in 2020 again there will be 19 MLAs and in 2025 it will come down to only 10. That is, about 4.1% of the House, while the population is about 17.7%.</p>

The Supreme Court says that there is an argument in the step of the Election Commission to get special intensive revision of the voter list, but the question has been raised on time about this exercise to be held shortly before the assembly elections. During this, Justice Sudhanshu Dhulia has said that there is no problem in your process, but the problem is of time. Because people who can be removed from the list will not have time to appeal. <p style="text-align: justify;"><strong>What does Election Commission see in voter list revision</strong></p>
<p style="text-align: justify;"><span style="font-weight: 400;">The job of the Election Commission is to update the voter list along with voting. If someone has died or someone has changed the area, then his name is removed from the list. If someone is 18 years old, then his name is added to the voting list. The Election Commission conducts special brief revision before every election. However, during this time, people whose name is already in the voter list, they do not have to show any paper. But this time it was decided to revise special intensive revision in Bihar, which took place in 2003, 22 years ago. </span></p>
<p style="text-align: justify;"><strong>Who will not have to show documents in revision</strong></p>
<p style="text-align: justify;"><span style="font-weight: 400;">Article 326 of the Constitution explains the eligibility of the voters. All eligible people will be involved in this revision. The Commission will follow the voter list website for the year 2003. Any person who is included in the voter list of 1 January 2003, will be considered valid from the primary point of view under Article 326 of the Constitution. These people do not need to deposit or show paper. About 4.96 crore voters included in this list will be facilitated in removing the respective parts attached with the calculation form for intensive revision of the voter list. </span></p>
<p style="text-align: justify;"><strong>Why name will be cut from voter list</strong></p>
<p style="text-align: justify;"><span style="font-weight: 400;">When there is a revision in the voting list, the fake voters that are, obviously their name will be cut off from the list. In this list, those who have falsely added names will be identified and all the fake voters will be removed. This number can be in thousands. The thing to see here is that in 1995, the Supreme Court gave a verdict, which said that whose name is included in the voter list, it cannot be removed. In such a situation, people say that this is being violated by the Supreme Court&#8217;s decision. </span></p>
<p style="text-align: justify;"><strong>How to cut the name from the voter list</strong></p>
<p style="text-align: justify;"><span style="font-weight: 400;">It is possible to remove the names of voters from the voting list. But for this the process has to be followed. A draft notification in the name of voters is issued by the Electoral Registration Officer. After the draft is released, the voter of the concerned area objected to any name and can apply to remove it from the voting list. This list is sent to all political parties. Form-7 plays an important role in this. If an electoral registration officer wants to tell that the name of a voter should not be included in the election list of that area for any reason, for that he has to register an objection through Form-7 first. The first notice is sent to the name of whose name is being cut. When the notice is not replied, the name is cut off from the list. </span></p>
<p style="text-align: justify;"><strong>What is the loophole to remove fake voters from the voting list in Bihar?</strong></p>
<p style="text-align: justify;"><span style="font-weight: 400;">All the fake voters in the voting list revision going to be held in Bihar, who will not be able to prove their Indian citizenship by showing documents, all the names of them will be cut and it will be assumed that they were fake voters. This number can be in thousands. In such a situation, the loophol is that there is a fear of cutting the names of many real voters. </span></p>
