<p style="text-align: justify;">Voting is going on for the second and final phase of Bihar assembly elections. In the second phase of voting, 60.40% voting has been recorded till 3 pm. The highest 66.10 percent voting took place in Kishanganj.</p>
<p style="text-align: justify;">According to the Election Department, till 3 pm the voting percentage was 61.99 percent in West Champaran, 61.92 percent in East Champaran, 61.85 percent in Shivhar, 58.32 percent in Sitamarhi, 55.53 in Madhubani, 62.06 percent in Supaul, 59.80 percent in Araria, 66.10 percent in Kishanganj, 64.22 percent in Purnia. 63.80 percent votes were cast in Katihar and 58.37 percent in Bhagalpur.</p>

<h3 style="text-align: justify;">How much voting took place till 3 o&#8217;clock?</h3>
<p style="text-align: justify;">Apart from this, 63.03 percent voting was recorded in Banka, 62.26 percent in Kaimur, 55.92 in Rohtas, 58.26 in Arwal, 58.72 in Jehanabad, 60.59 in Aurangabad, 62.74 in Gaya, 53.17 in Nawada and 63.33 percent in Jamui. ‎In the second phase, more than 3.7 crore voters of 122 assembly seats will decide the political future of 1302 candidates.</p>
<p style="text-align: justify;">Voters had reached many polling stations even before the voting started. There are long queues of voters in many polling stations. In this phase, women voters are voting in large numbers. Strict security arrangements have been made regarding voting. Armed security forces have been deployed at every booth. About four lakh security forces have been deployed in this phase.</p>
<h3 style="text-align: justify;">Political future of many veterans at stake</h3>
<p style="text-align: justify;">In this phase, the political future of many stalwarts of NDA and Grand Alliance is at stake. 45399 polling stations have been set up for voters to cast their votes. Of these, 5326 are located in urban areas while 40073 are located in rural areas. ‎In the 122 seats where voting is being held in the second phase of elections, 122 candidates from NDA and 127 candidates from Grand Alliance are trying their luck.</p>
<h3 style="text-align: justify;">How many candidates of which party are in the fray in the second phase?</h3>
<p style="text-align: justify;">From the NDA side, in this phase, 53 candidates of BJP, 44 of JDU, 15 of LJP (Ram Vilas), six of Hindustani Awam Morcha, 15 of LJP (Ram Vilas) and four of Rashtriya Lok Morcha are in the fray. On behalf of the Grand Alliance, 71 candidates of RJD, 37 of Congress, 6 of CPI(ML), 4 of CPI, 8 of VIP and one candidate of CPI(M) are contesting in the elections. In the first phase, voting was completed on 121 out of total 243 assembly seats in the state on November 6.</p>

<p style="text-align: justify;">The election stir in Bihar is now at its peak. As the assembly elections are approaching, the state administration is taking major steps for the convenience and security of the voters. In this context, the government has decided that schools, colleges and educational institutions will remain closed in all the districts where the first phase of voting took place.</p>
<p style="text-align: justify;">This step has been taken to make the voting process smooth and secure. The administration says that many polling stations have been set up in school and college campuses, hence keeping the institutions closed will not create any hindrance in voting and teachers and employees will also be able to participate in the democratic process.</p>
<p style="text-align: justify;"><strong>In which districts the institutions will remain closed</strong></p>
<p style="text-align: justify;">In the first phase of voting, votes will be cast in 17 districts of North and South Bihar. These include Patna, Darbhanga, Madhepura, Saharsa, Muzaffarpur, Gopalganj, Siwan, Saran, Vaishali, Samastipur, Begusarai, Lakhisarai, Munger, Sheikhpura, Nalanda, Buxar and Bhojpur. Elections will be held on 121 assembly seats in these districts and voting will run from 7 am to 6 pm. The Election Commission has instructed to keep all government and private schools and colleges in these districts closed on the day of voting. This will make the system easier for voters and polling personnel.</p>
<p style="text-align: justify;"><strong>Voting preparation and program</strong></p>
<p style="text-align: justify;">The nomination process for the first phase has already started. Candidates can file nomination papers till 17th October. Nomination papers will be scrutinized on 18th October and candidates will be able to withdraw their names till 20th October. The first phase of voting will take place in the last week of October. After this, the second phase of voting will be held on November 11 and the results of both the phases will be declared on November 14.</p>

<p style="text-align: justify;"><strong>Areas included in the first phase</strong></p>
<p style="text-align: justify;">The assembly constituencies where voting will be held in the first phase include many major seats including Alamnagar, Bihariganj, Singheshwar, Madhepura, Saharsa, Kusheshwarsthan, Darbhanga Rural, Benipur, Jale, Muzaffarpur, Kanti, Gopalganj, Siwan, Vaishali, Samastipur, Begusarai, Munger, Nalanda, Patna Sahib, Fatuha, Danapur, Arrah, Buxar. The election atmosphere is gradually heating up in all these areas. Voter awareness campaigns are also being run continuously so that more and more people take part in voting.</p>
<p style="text-align: justify;"><strong>strict security arrangements</strong></p>
<p style="text-align: justify;">The Election Commission has announced tight security arrangements for the first phase of voting. About 8.5 lakh officers and employees will be on election duty across the state. These will include 4.5 lakh polling personnel, 2.5 lakh policemen, 28 thousand vote counting employees and 18 thousand micro observers. The Election Commission has clarified that security forces will be deployed at all polling stations so that voting can be completed peacefully and fairly.</p>
