The University Grants Commission (UGC) has issued an important instruction to the National Law Universities (NLUs) and private law colleges of the country. In this instruction it has been said that all law institutions should include the Indian Code of Justice (BNS) in their studies. This means that now students studying law will have to study the new law in depth along with the old Indian Penal Code (IPC).

According to reports, this decision was not taken suddenly. This topic was discussed in detail in the DGsP/IGsP conference held in November 2025. Top police officers of the country participated in this meeting. From there came the suggestion that law universities and big legal institutions should understand how the Indian Judicial Code has changed the judicial system of the country and make it a part of studies.

The UGC notice clearly states that law teaching institutions should study how the new criminal laws have changed the process of justice delivery. Especially it should be seen how much the role of forensic science has increased in the investigation. While earlier witnesses and statements were more important, now more importance is being given to scientific investigation, digital evidence and forensic reports.

UGC has also said that law colleges should prepare a case study on this change. That is, such examples should be collected which show what difference the use of forensic technology made in the investigation and court process. Later, these case studies will be made a part of studies, so that students can learn from real cases along with books.

In fact, from July 1, 2024, three new criminal laws Indian Justice Code (BNS), Indian Civil Defense Code (BNSS), and Indian Evidence Act (BSA) were implemented in the country. These laws have replaced the IPC, CrPC and Evidence Act of the British era. Many major changes have been made in these new laws. The investigation process has been digitalized, time limits have been fixed, and forensic investigation has been made an essential part.

Students should not be limited to books

Keeping this change in mind, UGC wants that law students should not be limited to books only, but should understand how justice is being delivered on the ground. Students who will become lawyers, judges or investigating officers in the future should have complete knowledge of these new rules.

Another big initiative in this direction is being seen in Patna, the capital of Bihar. National Forensic Science University (NFSU) is being established there. Its objective is to promote forensic education and research. There is a huge backlog of cases related to forensic investigation in the country. In such a situation, the need for trained people is being felt. This university will help in filling this gap.
