Centre’s fiscal deficit reaches 62.3% of budget, know what the figures say

India’s Fiscal Deficit: The fiscal deficit of the central government has increased to Rs 9.76 lakh crore by the end of November, which is 62.3 percent of the annual budget target set for the financial year 2025-26, whereas this figure was 52.5 percent in the same period last year. The government has estimated the fiscal deficit for the current financial year to be 4.4 percent of the Gross Domestic Product (GDP) i.e. Rs 15.69 lakh crore.

According to the data of the Comptroller and Auditor General (CAG), the total income of the central government till November 2025 was Rs 19.49 lakh crore, which is 55.7 percent of the total budget estimate. Of this, Rs 13.94 lakh crore was received from tax revenue, Rs 5.16 lakh crore was received from non-tax revenue and Rs 38,927 crore was received as non-debt capital receipts. During the same period, the central government transferred Rs 9.36 lakh crore as share in taxes to the states, which is Rs 1.24 lakh crore more than last year.

The total expenditure of the central government till November stood at Rs 29.26 lakh crore, which is 57.8 percent of the annual budget estimate, which includes Rs 22.67 lakh crore revenue expenditure and Rs 6.58 lakh crore capital expenditure. The largest share in revenue expenditure was on interest payments, on which Rs 7.45 lakh crore was spent, while Rs 2.88 lakh crore was spent on subsidies.

What do experts say

Responding to these figures, ICRA Chief Economist Aditi Nair said that in the current financial year, the gross tax revenue of the central government is likely to be short by about Rs 1.5 lakh crore as compared to the budget estimate, but this shortfall can be compensated by better performance of non-tax revenue and savings in revenue expenditure, due to which the risk of exceeding the fiscal deficit target seems to be limited at present.

Government telecom company Bharat Sanchar Nigam Limited (BSNL) has suffered a setback from the central government. In this year’s budget, funding for BSNL has declined by about 59 percent. In the budget of the previous year, the company was allocated Rs 82,916.20 crore. However, only Rs 72,027.65 crore has been spent out of this amount. In the budget, BSNL has not even received grants-in-ad for payment of Goods and Services Tax (GST). Telecom sector experts say that the company is indicating from low funding that the government has made a lot of investment in it in the last few years. BSNL is expected to improve the financial situation. The government had also increased the investment to help the company’s launch of 4G network.

Recently, BSNL has launched internet TV service for its mobile subscribers. It will get free access to more than 450 live television channels. For this, the company has partnered with Ottplay. With this, the company has introduced a big option of entertainment for its subscribers. This service is being called BSNL Intertainment (BITV). BSNL Chairman, Robert J Ravi said, “Bitv will get an access to entertainment anywhere without cost.”

BSNL’s 5G service can begin this year. In November last year, in the Delhi-NCR region, BSNL gave a tender for more than 1,800 5G sites. Three companies – Tejas Networks, Lekha Wireless and Galore Network have been bid for this tender. Tata Sons has a major stake in Tejas Networks. Tata Consultancy Services (TCS) -led consortium also includes Tejas Networks installing about one million 4G sites for BSNL. The company plans to launch 5G network using 900 MHz low-band and 3.5 GHz mid-band spectrum. The company has increased the speed of its 4G network launch. About 65,000 4G sites of the company have been activated. The country has used technology for this network.

Recently, the Economic Affairs Secretary, Ajay Seth had said that the government’s stand on cryptocurrency is being reviewed. He had said, “Some countries have changed their attitude in terms of using cryptocurrency, their acceptance and importance. We are reviewing the discussion paper again.” He said that there are no borders for such assets and due to this India’s attitude cannot be unilateral.

Earlier this month, the US Securities and Exchange Commission (SEC) reported that a task force has been formed with the objective of creating a regulatory framework for cryptocurrency. Trading has increased in Cryptocurrency despite more taxes in India. The country’s Financial Intelligence Unit (FIU) had given show cause notices to some foreign crypto exchanges for not following the rules. In June last year, the binance included in large crypto exchanges was fined more than $ 2 million. After this, Binance also registered with FIU to resume its business in the country.
