<p style="text-align: justify;">The proceedings of the winter session of Delhi Assembly are going to start from Monday (05 January 2026). The assembly session will start from January 5 and continue till January 8. The session will start at 11:00 am with the address of Delhi Lieutenant Governor Vinay Kumar Saxena.</p>
<p style="text-align: justify;">During this time, an outline of government policies, upcoming plans and major issues related to the capital is expected to be presented. Delhi government will discuss pollution. It will also bring proposals on pollution and environment.</p>
<h3 style="text-align: justify;">Rekha Gupta government will bring three CAG reports</h3>
<p style="text-align: justify;">According to the information, Rekha Gupta&#8217;s government will bring three CAG reports in the House. In this, reports will come on former CM Arvind Kejriwal&#8217;s residence (Sheesh Mahal), Delhi Jal Board and Delhi Government universities.</p>
<h3 style="text-align: justify;">Security and administrative preparations for the session completed</h3>
<p style="text-align: justify;">In view of the winter session, security and administrative preparations have also been completed. After the address of LG of Delhi, the proceedings of the House will start after an interval of about 30 minutes. In which the government&#8217;s special focus will be on issues related to pollution and environment.</p>
<h3 style="text-align: justify;">There may be a heated debate between the government and the opposition</h3>
<p style="text-align: justify;">Political allegations and counter-allegations between the ruling party and the opposition regarding the CAG reports are likely to intensify. In this session of the Assembly which will last for four days, a heated debate can be seen between the government and the opposition. The Assembly building located at the old secretariat will once again become the center of political activities, where public representatives will raise issues related to the people of Delhi in the House. It is believed that this session can play an important role in deciding the direction of Delhi politics. </p>
<p style="text-align: justify;">In the press note issued earlier by the Delhi Assembly Secretariat, it has been mentioned that this winter session has special significance. Special focus is likely to be placed on issues like progress of development works, administrative efficiency, and financial discipline.</p>

<p style="text-align: justify;"><strong>Indian Government Finance:</strong> When the Indian government collects taxes, borrows money or receives foreign aid, then accounts of all that money are also kept. But the question arises that who keeps the account of that money? From budget to audit, many major institutions ensure that every rupee is accounted for and used only for public welfare. Let us know who keeps the accounts of this entire account.</p>
<p style="text-align: justify;"><strong>Who keeps complete accounts? </strong></p>
<p style="text-align: justify;">The management and audit of the funds of the Government of India is the responsibility of the Ministry of Finance, the Comptroller and Auditor General of India and the Reserve Bank of India. The Finance Ministry is a major part of the financial management of the country. It prepares the Union Budget which gives complete account of the expected income and expenditure of the government for the financial year. </p>
<p style="text-align: justify;">The ministry ensures that funds are carefully distributed among different departments and welfare schemes. Along with this, it also keeps an eye on the expenditure of this money. The ministry formulates economic policies through its departments such as economic affairs, expenditure, revenue and financial services. It also collects taxes and manages government loans.</p>
<p style="text-align: justify;"><strong>Responsibility of Comptroller and Auditor General </strong></p>
<p style="text-align: justify;">Its job is to ensure that the money is used properly. It is an independent constitutional authority that accounts for all revenues and expenditure of the government, including ministries, departments and public sector undertakings.  If any irregularities are found then it prepares a detailed report and presents it in the Parliament. </p>
<p style="text-align: justify;"><strong>reserve Bank of India</strong></p>
<p style="text-align: justify;">The Reserve Bank of India acts as the government&#8217;s banker. It handles all the accounts of the government, manages its public debt as well as facilitates all financial transactions. Whenever the government pays or receives money, it all happens through RBI. </p>
<p style="text-align: justify;">India&#8217;s democratic structure ensures that government spending always remains under surveillance. The Comptroller and Auditor General&#8217;s report is made public, so that Parliament and the civilian government can be held accountable. If cases of scam or corruption come to light, investigation is conducted on the basis of the findings of the Comptroller and Auditor General.</p>

<p style="text-align: justify;">The monsoon session of the Delhi Assembly is going to start from Monday. This time this session will be special in many ways. For the first time this session will be held completely in paperless ie digital format. Apart from this, Chief Minister Rekha Gupta government is going to introduce an important bill in this session, which will directly affect millions of children and their parents studying in schools in Delhi. </p>
<p style="text-align: justify;">Chief Minister Rekha Gupta will introduce a special bill in the assembly to control the increasing fees in schools.  For a long time, parents have been complaining about arbitrary fees collection by private schools. The BJP government is now going to show strictness on this.  It is believed that the new law will curb the fees of private schools and bring transparency. </p>
<p style="text-align: justify;"><strong>CAG report on government income and expenses</strong><br />During the session, the Chief Minister will also keep two important CAG (Comptroller and Auditor General) reports in the House. The first report is based on the state of income and expenses of the Delhi government during FY 2023-24. At the same time, the second report is related to the investigation of the amount spent for the welfare of buildings and other construction workers in the financial year ended on 31 March 2023. </p>
<p style="text-align: justify;">Both these reports are from the time when the Aam Aadmi Party (AAP) government was in power in Delhi. The BJP government has already accused the Aam Aadmi Party of financial disturbances and misuse of funds on the basis of CAG reports. Now it will be clear from these new reports that the previous AAP government raised and used how much amount in the name of construction workers. </p>
<p style="text-align: justify;"><strong>CAG report in assembly every year</strong><br />Significantly, the Delhi government presents a CAG report in the assembly every year, which is an account of the audit of government departments and their financial management status. Through these reports, the transparency and responsibility of the government is fixed. </p>
<p style="text-align: justify;">In the session, the government can ask the opposition sharp questions to the AAP MLAs regarding these CAG reports.  Especially the AAP MLAs can also try to clarify that there was no financial irregularity during his tenure. </p>
<p style="text-align: justify;">At the moment, everyone&#8217;s eyes are on what is the debate in the House about the fee control bill and the CAG reports and which reforms Rekha Gupta opens the way. </p>

<p style="text-align: justify;"><strong>Vijender gupta news:</strong> A high -level review meeting was held at the Delhi Assembly Secretariat on Friday on the reports of CAG (CAG) under the chairmanship of Assembly Speaker Vijendra Gupta. Assembly Deputy Speaker Mohan Singh Bisht, Public Accounts Committee (PAC) Chairman Ajay Mahawar, Committee (COGU) President Gajendra Drol, Additional Chief Secretary (Finance) and Delhi Accountant General Roli Shukla Malge were also present in the meeting.</p>
<p style="text-align: justify;">In the meeting, the officials were instructed that the report related to the supply of liquor and regulations should be submitted by April 20, while the Action Technology Report (ATR) should be submitted by 30 April on all other CAG reports.</p>
<p style="text-align: justify;">A detailed presentation was made by the Auditor General Office on the major comments and conclusions of the new CAG&#8217;s new audit reports. After this, the status of the Audit Para Monitoring System (APMS) and the action technology notes related to the reports presented in the second session of the assembly was discussed.</p>
<p style="text-align: justify;">Chairman Vijendra Gupta clearly stated that time -bound action on audit comments is necessary and a strong monitoring system is needed to ensure accountability and transparency in the government.</p>
<p style="text-align: justify;">The departmental officers and committee members present in the meeting agreed to further strengthen the institutional coordination regarding compliance with the audit recommendations. The meeting ended with the resolution that control systems for good governance and accountability in the capital would be further strengthened and timely solution to the audit issues.</p>

<p style="text-align: justify;"><strong>Delhi budget 2025:</strong> The budget session of the assembly starting on Monday (March 24) in Delhi is expected to remain uproar. The CAG report on the ruling BJP Delhi Transport Corporation (DTC) will try to surround the Aam Aadmi Party. In contrast, the Aam Aadmi Party leader will try to surround the government in the House by raising the issue of Mahila Samriddhi Yojana and law and order within the House. </p>

<p style="text-align: justify;">BJP&#8217;s Delhi unit president Virendra Sachdeva has said that the budget of the Delhi government will be dedicated to the people and the promises made to them will be fulfilled. BJP MLAs said that they would surround AAP on the issue of corruption and seek a reply on the report of the Comptroller and Auditor General (CAG) on the functioning of Delhi Transport Corporation (DTC) during the 10 -year rule in the city.</p>
<p style="text-align: justify;"><strong>CAG report will be presented in the House on DTC&#8217;s functioning</strong></p>
<p style="text-align: justify;">The Assembly Secretariat has said in a statement that the second session (budget session) of the eighth assembly will start at 11 am on Monday. During the session, the CAG report on the functioning of DTC will be presented in the House. This is the third CAG report to be introduced in the House.</p>
<p style="text-align: justify;">The budget of 2025-26 will be presented on Tuesday (March 25). In this, the outline of the government&#8217;s financial priorities and development agenda for the year will be described.</p>
<p style="text-align: justify;">In fact, during the Delhi Assembly elections, the BJP promised that it will give 2500 rupees every month to women of poor families under Mahila Samriddhi Yojana. The Delhi government has sanctioned Rs 5100 crore for this scheme, but the registration of the beneficiaries has not started yet.
