Bill C-3, presented in the Parliament regarding the By Descent i.e. Hereditary Citizenship Act, has been approved. This means that now the law will remain in force. Citizens of Indian origin are expected to benefit greatly from this law.

According to the government, after the implementation of this law, citizenship will be given to those people who were not eligible to get it due to old rules. First generation limit was implemented in the year 2009. There was a provision in this that if a child is born or adopted in any other country, then he is not given citizenship.

Because of this law, Indian citizens had to face difficulties. In fact, in December 2023, an Ontario court canceled the first generation limit and declared it unconstitutional.

What changes were made through this bill?
Bill C-3 which the government is going to bring will remove the old rules. This means that the new law will allow any Canadian parent who was born or raised outside of Canada to give citizenship to their child, provided they can prove a strong connection to Canada. Canada’s Immigration Minister Lina Metlez Diab said that this bill will end old discrimination and provide justice to foreign-born children.

How many Indians live in Canada?
In a report of the year 2023, the Ministry of External Affairs had said that the total number of Indian community in Canada is around 28 to 29 lakhs. In this, resident persons of Indian origin are around 19 lakh and NRIs are around 10 lakh. The Government of Canada reported in 2021 that about 5.1% of the population in the country is of Indian origin.

India’s Foreign Minister Dr. S. Jaishankar met US Secretary of State Marco Rubio during the G7 Foreign Ministers Meeting (G7-FMM) held in Ontario, Canada on Wednesday (November 12, 2025). Indian government admits terrorist attack, 12 people lost their lives in the blast

S. Jaishankar said in a social media post that he congratulated Anita Anand for hosting the G-7 Foreign Ministers’ meeting and appreciated the progress in the implementation of the new Roadmap 2025. He said, ‘We hope to further strengthen our bilateral partnership.’

Anita Anand has also posted on Instagram, in which she said that the two leaders discussed cooperation on trade, energy, security and people-to-people ties. The Ministry of External Affairs said on Tuesday (November 11, 2025), ‘The participation of the External Affairs Minister in the G-7 Foreign Ministers’ Meeting reflects India’s continued commitment to work with international partners to address global challenges and strengthen the voice of the Global South at international forums.’

Canada has invited Australia, Brazil, India, Saudi Arabia, Mexico, South Korea, South Africa and Ukraine for the G-7 meeting. Canada had said only last week that the G-7 summit would discuss global economic and security challenges, including maritime security and prosperity, economic resilience, energy security and critical minerals.

Dr. S. Jaishankar’s visit to Canada comes a month after Anita Anand’s visit to India, when both sides unveiled an ambitious roadmap to boost ties in the areas of trade, critical minerals and energy.

In their meeting, the two Foreign Ministers agreed to initiate ministerial discussions on bilateral trade and investment at the earliest, keeping in mind global economic realities and each other’s strategic priorities.

According to the documentary, Britain’s electronic intelligence agency GCHQ intercepted the phone call, in which discussion was seen about three possible targets Hardeep Singh Nijjar, Avtar Singh Khanda and Gurpatwant Singh Pannu.

What is the claim of the documentary?
The documentary claims that these intercepts were shared with Canada in late July 2023 under the Five Eyes intelligence-sharing alliance, which includes the UK, US, Canada, Australia and New Zealand. The report states that this intelligence proved to be a breakthrough in the Royal Canadian Mounted Police (RCMP) investigation of Nijjar’s murder.

Intelligence given under strict conditions
The intelligence information was reportedly given under strict conditions. It was delivered personally to Ottawa and kept away from electronic systems. Intercepted conversations reportedly indicate that individuals working on behalf of the Indian government discussed how to successfully eliminate Nijjar.

These revelations have started a fresh investigation in Britain. The Sikh Federation UK has reportedly written to Security Minister Dan Jarvis seeking an explanation as to why British officials did not disclose this intelligence when asked by MPs representing the Sikh communities.

India has denied any involvement in Nijjar’s murder and described the allegations as absurd and politically motivated. New Delhi has repeatedly accused Ottawa of giving space to extremist Khalistani elements from Canadian soil.

This number is more than 40 percent less than this year.

Big decline in study permits for foreign students
The government is also drastically reducing the number of study permits for students. The number of study permits is targeted to be 1,55,000 in 2026 and this number will be reduced to 1,50,000 in 2027 and 2028. This target is about half of former Prime Minister Justin Trudeau’s plan, as the Trudeau government was estimating to issue 305,900 permits each year.

What was the reaction of the universities?
Universities Canada said in its statement that they respect the government’s efforts to create a permanent and balanced immigration system, but believe the new plan should also be consistent with the country’s talent-based economic policy.

Expectation of increase in wages and relief in rent due to fewer immigrants
