The Canadian government has taken a big decision. The Canadian government is going to change a law related to citizenship. Bill C-3, presented in the Parliament regarding the By Descent i.e. Hereditary Citizenship Act, has been approved. This means that now the law will remain in force. Citizens of Indian origin are expected to benefit greatly from this law.

According to the government, after the implementation of this law, citizenship will be given to those people who were not eligible to get it due to old rules. First generation limit was implemented in the year 2009. There was a provision in this that if a child is born or adopted in any other country, then he is not given citizenship.

Because of this law, Indian citizens had to face difficulties. In fact, in December 2023, an Ontario court canceled the first generation limit and declared it unconstitutional.

What changes were made through this bill?
Bill C-3 which the government is going to bring will remove the old rules. This means that the new law will allow any Canadian parent who was born or raised outside of Canada to give citizenship to their child, provided they can prove a strong connection to Canada. Canada’s Immigration Minister Lina Metlez Diab said that this bill will end old discrimination and provide justice to foreign-born children.

How many Indians live in Canada?
In a report of the year 2023, the Ministry of External Affairs had said that the total number of Indian community in Canada is around 28 to 29 lakhs. In this, resident persons of Indian origin are around 19 lakh and NRIs are around 10 lakh. The Government of Canada reported in 2021 that about 5.1% of the population in the country is of Indian origin.

In the Canadian province of Ontario, the court has given a strict verdict to an Indian citizen in the case of harassment of minor girls and has ordered his immediate deportation from the country. 51-year-old Jagjit Singh arrived in Canada in July on a 6-month visitor visa. His aim was to meet his newborn grandson, but within a few days serious allegations were made against him. His constant presence was seen outside a high school in the Sarnia area.

According to the complaints, between September 8 and 11, he used to try to talk to the teenage girls visiting there, take their photographs unwantedly and talk inappropriately about alcohol and drugs. The student who made the allegation said that Singh tried to come close to her, due to which she felt nervous and she immediately moved away. Jagjeet Singh was seen outside the school every day, after which the police arrested him on September 16 and charged him with sexual assault and criminal harassment."text-align: justify;">Arrest, bail and complete action in court

After the first arrest, he got bail, but on the same day, he was arrested again as soon as another complaint was filed. Before the next hearing, he had to remain in custody for a whole night due to non-availability of vigilal. During his court appearance on 19 September, Singh denied the allegation of sexual harassment, although he accepted the charge of criminal harassment. The court said in its decision that he had no justification in the high school premises and his attempt to contact minor girls amounts to a serious crime.

Justice Christa Lynn Leszynski commented during the hearing that there is no place for this kind of behavior in society and it is completely unacceptable. Singh’s lawyer told the court that he was due to return to India at the end of December, but the court considered this inadequate compared to the gravity of the crime."text-align: justify;">Court’s decision

The Canadian court ordered Singh’s immediate deportation and banned him from entering Canada in the future. Additionally, he was given three years’ probation, under which it would be mandatory to follow strict instructions. The court made it clear that they cannot contact any girl below 16 years of age nor go near any school, park, sports ground, community center or pool. There will be a complete ban on contact with any staff or student associated with the high school campus.

He has been allowed to live only with his newborn grandson, as he had come to Canada for a family visit. The court said that the safety of minors is paramount and no leniency can be shown in such cases. With this decision, the Canadian justice system has given the message that the policy of zero tolerance will be implemented in crimes related to the safety of children.

Foreign Minister Dr. S. Jaishankar has met Canadian Foreign Minister Anita Anand. Both the leaders have expressed hope to further strengthen the bilateral partnership. Foreign Minister S Jaishankar also posted about this on social media platform X. This meeting of the two leaders took place in Niagara on the sidelines of the G-7.

S. Jaishankar said in a social media post that he congratulated Anita Anand for hosting the G-7 Foreign Ministers’ meeting and appreciated the progress in the implementation of the new Roadmap 2025. He said, ‘We hope to further strengthen our bilateral partnership.’

Anita Anand has also posted on Instagram, in which she said that the two leaders discussed cooperation on trade, energy, security and people-to-people ties. The Ministry of External Affairs said on Tuesday (November 11, 2025), ‘The participation of the External Affairs Minister in the G-7 Foreign Ministers’ Meeting reflects India’s continued commitment to work with international partners to address global challenges and strengthen the voice of the Global South at international forums.’

Canada has invited Australia, Brazil, India, Saudi Arabia, Mexico, South Korea, South Africa and Ukraine for the G-7 meeting. Canada had said only last week that the G-7 summit would discuss global economic and security challenges, including maritime security and prosperity, economic resilience, energy security and critical minerals.

Dr. S. Jaishankar’s visit to Canada comes a month after Anita Anand’s visit to India, when both sides unveiled an ambitious roadmap to boost ties in the areas of trade, critical minerals and energy.

In their meeting, the two Foreign Ministers agreed to initiate ministerial discussions on bilateral trade and investment at the earliest, keeping in mind global economic realities and each other’s strategic priorities.

The murder case of Hardeep Singh Nijjar is once again in the headlines. Conversations intercepted by British intelligence helped Canadian authorities establish links between India and the killing of a Khalistani leader, according to a new investigative documentary.

These claims, shown in the Bloomberg Originals documentary, have sparked a new debate amid ongoing diplomatic efforts to improve strained relations between India and Canada. According to the documentary, Britain’s electronic intelligence agency GCHQ intercepted the phone call, in which discussion was seen about three possible targets Hardeep Singh Nijjar, Avtar Singh Khanda and Gurpatwant Singh Pannu.

What is the claim of the documentary?
The documentary claims that these intercepts were shared with Canada in late July 2023 under the Five Eyes intelligence-sharing alliance, which includes the UK, US, Canada, Australia and New Zealand. The report states that this intelligence proved to be a breakthrough in the Royal Canadian Mounted Police (RCMP) investigation of Nijjar’s murder.

Intelligence given under strict conditions
The intelligence information was reportedly given under strict conditions. It was delivered personally to Ottawa and kept away from electronic systems. Intercepted conversations reportedly indicate that individuals working on behalf of the Indian government discussed how to successfully eliminate Nijjar.

These revelations have started a fresh investigation in Britain. The Sikh Federation UK has reportedly written to Security Minister Dan Jarvis seeking an explanation as to why British officials did not disclose this intelligence when asked by MPs representing the Sikh communities.

Canada accused of giving place to Khalistanis
India has denied any involvement in Nijjar’s murder and described the allegations as absurd and politically motivated. New Delhi has repeatedly accused Ottawa of giving space to extremist Khalistani elements from Canadian soil.

Canada is going to make the biggest change in its immigration policy in decades. The government is preparing to drastically reduce the admissions of foreign students by 25 to 32 percent from next year. The number of Indian students is also very high among them. Along with this, Canada is planning to start a new special entry route for thousands of international researchers and US H-1B visa holders.

Big budget to attract global talent
Prime Minister Mark Carney’s government has placed special emphasis on bringing international talent to Canada in its first budget. The government has earmarked an amount of 1.2 billion dollars i.e. more than Rs 106 crore for this. The aim is to recruit more than 1,000 highly skilled professionals with this investment. The budget document also says that the selected researchers will play an important role in strengthening Canada’s global competitiveness and future economy.

Expedited entry route for H-1B visa holders
Canada is soon going to start a faster entry process for H-1B visa holders. The plan comes at a time when US President Donald Trump has increased the H-1B visa fee to $100,000, raising uncertainty and anxiety among many high-skilled immigrants in the US. Due to Canada’s new policy, the possibility of many top professionals from America and other countries moving to Canada has increased.

Strict control on total immigration numbers
The Canadian government is maintaining control over the number of immigrants in view of the rapid population growth in recent years. According to the new policy, the government will accept about 3.8 lakh permanent residents every year from 2026 to 2028. On the contrary, there will be a major reduction in the number of temporary residents. The target is to keep their number at 3.85 lakh in 2026 and 3.70 lakh in 2027 and 2028. This number is more than 40 percent less than this year.

Big decline in study permits for foreign students
The government is also drastically reducing the number of study permits for students. The number of study permits is targeted to be 1,55,000 in 2026 and this number will be reduced to 1,50,000 in 2027 and 2028. This target is about half of former Prime Minister Justin Trudeau’s plan, as the Trudeau government was estimating to issue 305,900 permits each year.

What was the reaction of the universities?
Universities Canada said in its statement that they respect the government’s efforts to create a permanent and balanced immigration system, but believe the new plan should also be consistent with the country’s talent-based economic policy.

Expectation of increase in wages and relief in rent due to fewer immigrants
Canadian financial institution Desjardins has said in its report that the arrival of fewer immigrants will reduce the number of available workers in the country, due to which companies will have to pay higher wages to attract less available workers. The organization also said that slowing population growth could lead to a decline in rental rates, as international students and temporary workers mostly live in rented accommodation. The report also suggests that lower population growth could improve Canada’s declining per capita GDP.

Target to reduce the percentage of non-permanent residents by 2027
The Government of Canada is now aiming to reduce the share of non-permanent residents in the country to less than 5 percent of the total population by the end of 2027. This figure is currently 7.3 percent, which was recorded on July 1.

In which country are most Indian citizens settling?

Canada remains the first choice of Indians these days. In the year 2023, 78,487 Indians became Canadian citizens. Whereas in 2022 this number was 59,405. If we talk about the figures of 2013, it was only 15,388. The report also says that due to Canada’s stable policies and the speedy process of permanent residence, the number of Indian people has increased here. However, experts say that now this number may decrease. Many types of problems are being faced in Canada due to inflation and shortage of houses. Along with this, the strictness in immigration rules has also increased.

The dream of Indian students to go to Canada seems to be breaking at the moment. Canada has rejected most of the visa applications in the last few months. Canada has taken this step in view of visa fraud. Along with India, there are also clouds of crisis looming over the visas of Chinese and Bangladeshi citizens.

According to ‘CBC News’ report, Canadian authorities have partnered with US agencies to identify and cancel fake visitor visa applications coming from India and Bangladesh. The important thing is that Canada has also become strict regarding student visa.

74 percent study permits of Indian students canceled

News agency ANI, quoting government data, said that in August 2025, 74 percent of study permits of Indian students were canceled, that is, three out of four visas were rejected. Whereas in August 2023 this figure was only 32 percent. For this reason, students going from India to Canada for studies are facing problems. Prime Minister Mark Carney’s government is set to present its immigration levels plan this month. There is pressure on the government to reduce the number of people coming into the country from other countries.

The number of people going to Canada has decreased

Canada has rejected about 40 percent of global student permits in the last two years. The important thing is that the rejection rate of Chinese students remained only 24 percent. Canada was once a popular destination for Indian students, but now the number of applications has declined. 20900 students had applied in August 2023. Whereas in August 2025 only 4515 applications were received. Despite this decline, visa applications are being rejected from Canada. According to the report, about 1000 Indian applications were rejected.
