Eighth Pay Commission Updates: The Central Government has finally formally constituted the 8th Pay Commission. This commission will review the salaries, pensions and allowances of central government employees and pensioners and recommend amendments. The Commission’s recommendations are expected to impact more than one crore employees and pensioners.

What is the work of the Eighth Pay Commission?

The government has also notified its Terms of Reference (ToR) with the Commission. Commission under this –

Will review the existing salary structure, service conditions and retirement benefits.

Will give new recommendations keeping in mind the country’s financial condition, inflation rate and economic development.

During wage revision, the government will pay attention to maintaining balance between the financial burden and the income of the employees.

Pay Commission is constituted every ten years so that the salaries of government employees can be fixed in accordance with inflation and other economic factors.

When will the Eighth Pay Commission be implemented?

The Seventh Pay Commission was implemented from January 1, 2016. In this sequence, the Eighth Pay Commission is expected to be effective from January 1, 2026. If there is a delay in the Commission’s report or implementation, employees may receive increased wages along with arrears. The government has given the commission 18 months time to submit its report after consultation with various ministries, departments and employee organizations.

How much will salary and pension increase?

The most important factor will be Fitment Factor – i.e. the ratio between the old and new pay structure. In the Seventh Pay Commission, the fitment factor was kept at 2.57. According to experts, in the 8th Pay Commission it can remain between 2.8 to 3.0. This means that a significant increase in the basic pay of employees is possible. However, the actual increase in salary and pension will also depend on what amendments are made in Dearness Allowance (DA), House Rent Allowance (HRA), and other allowances.

The aim of the Eighth Pay Commission is that the increase in the salaries of government employees should be fiscally sustainable, so that it neither puts excessive pressure on the government budget nor affects the real income of the employees. Overall, this decision is being considered as a big relief and encouraging news for the central government employees and pensioners, due to which they may see a significant increase in their income from 2026.

Eighth Pay Commission Updates: The Union Cabinet chaired by Prime Minister Narendra Modi has approved the Term of Reference (ToR) of the Eighth Pay Commission. This decision has brought great relief to more than 1 crore government employees and pensioners, who were waiting for this announcement for the last 10 months. The government officially approved it on 28 October (Tuesday).

What is Term of Reference (ToR)?

The term of reference is the framework on the basis of which the Pay Commission prepares its suggestions – that is, through this the Commission decides how much the basic pay, allowances and pension should be increased. The government has clarified that while preparing its recommendations, the Commission will keep in mind the country’s financial condition, fiscal management and the ability to spend on development and welfare schemes.

After the implementation of the recommendations of the 8th Pay Commission, the following employees will benefit from it – permanent and temporary employees of the Central Government, employees of the Ministry of Defense and Armed Forces, Railways, Postal Department, and Central Armed Police Forces (CAPF) employees and pensioners.

How much will the salary increase?

Fitment factor will be the basis for increase in salary of employees. In the Seventh Pay Commission, this factor was kept at 2.57x. For example, if the basic salary of an employee was Rs 20,000, then the new salary became: Rs 20,000 × 2.57 = Rs 51,400.

If this time the government increases the fitment factor further (say to 3.0x or 3.5x), then a bigger jump in salary is possible.

When will the 8th Pay Commission be implemented?

According to the government, the recommendations of the 8th Pay Commission will come into effect from January 2026. However, the commission has been given 18 months time to submit its report. Therefore, there is a possibility that this pay revision may be implemented by 2027 or 2028.

About 10 months ago, Union Minister Ashwini Vaishnav had informed about the formation of the 8th Pay Commission. He had said that the Commission will review the salaries, pensions and allowances of government employees so that the salaries can be revised to match the current economic scenario.

Eighth pay commission: Government employees and pensioners have been eagerly waiting for the Eighth Pay Commission for almost a year. This news can be relieved amid the delay in the formation of the commission and the uncertainties made so far. The Central Government has clarified that they are discussing the matter of the eighth pay commission with the state governments seriously and the panel of the Pay Commission can be decided soon.

A delegation of Bharatiya Mazdoor Sangh i.e. BMS’s top body Government Employees National Confederation (GENC) met Union Minister Jitendra Singh last month. During this period, the delay in the implementation of the eighth pay commission and the concerns of government employees were discussed.

Soon announcement on eighth pay commission

Significantly, the Eighth Pay Commission was formed in January this year. However, after that there is no special progress in this case as the employees are waiting for the appointment and term of reference (Tor) of the Pay Commission members.

In the meeting held on August 4 with Union Minister of State Jitendra Singh, many issues were raised by delegation. These included delays in the eighth pay commission, removal of the National Pension Scheme and Unified Scheme, restoring the Old Pension Scheme and 18 months out of the 18-month-old DA, which was stopped during Kovid-19.

Assurance received from Union Minister

It was assured by Jitendra Singh that soon a panel of the Eighth Pay Commission will be formed and a meeting will be held soon with the pension secretary regarding the old pension scheme. He also ensured the Confederation that a follow -up meeting would be held soon with the pension secretary for the restoration of the old pension scheme. Also, other issues such as compression appointments, cadre reviews and regular JCM meetings will be ensured.
