In Chhattisgarh, the opposition party Congress has filed a petition in the Chhattisgarh High Court on Friday (September 5). This petition states that the current number of the state cabinet is higher than the constitutional limit.

The party claims that according to the Constitution, the number of ministers (including the Chief Minister) in the state with the 90 -member assembly cannot exceed 13, while it is currently 14. The hearing on this petition is likely to be held next week.

What is constitutional provision?

Under Article 164 (1A) of the Constitution, no state cannot have more than 15% ministers of the total number of assembly members in any state. This Article was added by the 91st Constitution Amendment Act, 2003. The size of the Council of Ministers in a state cannot exceed 15% of the total number of members of that state assembly, but even if the assembly is small, the number of ministers will not be less than 12. According to PTI, the Congress says that the government has included 14 ministers without any constitutional permission.

BJP government’s side

Chief Minister Vishnu Dev Sai recently included three BJP MLAs in the cabinet, causing the number of ministers to 14. On raising questions on this, Deputy Chief Minister Arun Saw said that the government has adopted the example of Haryana. Haryana also has a 90 -member assembly and a 14 -member cabinet, and it is in line with constitutional provisions.

Opposition’s attitude and forward path

Leader of Opposition Charan Das Mahant had already written a letter to Governor Ramen Deka demanding that a minister be removed, as it is a violation of the limit. Now the Congress has formally approached the court. If the court agrees with the arguments of the Congress, then the state government may have to exclude a member from the cabinet, which will have a big impact on political equations.

Chaitanya Baghel, son of former Chhattisgarh Chief Minister Bhupesh Baghel, was produced by the ED on Friday (July 18) in a money laundering case related to the alleged liquor scam in the PMLA court, from where the court sent him on 5 -day ED remand. Earlier, he was arrested on Friday after a raid.

The ED sought his five -day remand in the court. He was detained under the Anti -Minor Act (PMLA) after Red at Chaitanya Baghel’s house in Bhilai city of Durg district.

Chaitanya Baghel was arrested under Section 19 of the Anti -Money Laundering Act. According to sources, Chaitanya was not allegedly cooperating during the raid after getting new evidence in the case. At the same time, a large number of policemen were present outside the house during the raid. Some party supporters were also gathered there.

Earlier, the ED claimed that Chaitanya Baghel was suspected to be the ‘recipient’ of income received from the alleged liquor scam. The agency also said that as a result of the ‘scam’, the state treasury suffered ‘heavy loss’ and the beneficiaries of the liquor syndicate lost more than Rs 2,100 crore.

Chhattisgarh congress: The way the Congress is continuously facing defeat in every election across the country. In view of that, now the central leadership has decided to strengthen the organization. Keeping this in mind, Rahul Gandhi is now meeting the district presidents besides the big leaders of the state. Rahul Gandhi will communicate with all the district presidents of Chhattisgarh today.

Rahul Gandhi will know the opinion of the district presidents on all issues including politics of Chhattisgarh at Indira Bhavan in Delhi, continuously emerging faction in Chhattisgarh Congress. Also, feedback up to booth block and panchayat level will be taken from them.

In fact, in view of the way the Congress is getting weak all over the country, continuous meetings are being held to strengthen the organization from the ground level. Earlier on March 27, Rahul Gandhi had interacted with the district heads of the states of South and North and Congress district heads of Hindi-speaking states including Chhattisgarh, Punjab have been called to Delhi on Thursday. On Thursday, Rahul Gandhi will communicate with all the District Presidents of Chhattisgarh Congress. During this, Congress National President Mallikarjun Kharge, National General Secretary and former Chief Minister of Chhattisgarh Bhupesh Baghel will also be present with Rahul Gandhi.

District heads will get more rights and responsibilities

These meetings are being held in the meeting to make the Congress organization afresh and feedbacks up to the state’s politics booth, block and panchayat level will be taken from the district presidents in the meeting. Along with that, work is being done to give more rights and responsibilities to the district presidents.

According to the Congress leaders, Rahul Gandhi’s intention is that the Congress, which has been forgiven at the ground level, should be raised again. For this, by communicating with the district heads, the lower level feedback will reach the party high command directly. Also, by giving more responsibility and new tasks to the district presidents, power distribution can be managed better.

The intention of Rahul Gandhi’s direct dialogue and feedback from the district presidents is that the growing factionalism in the state Congress can be abolished. Due to the direct reach of a general worker like district president, the arbitrariness of top leaders of the state will be able to be held. Also, distribution of works and rights will also be easier. Also the party high command will be strengthened to the district level. So that the party will get a direct feedback of political conditions up to the district and block level.
