In view of the upcoming Bihar Assembly elections, Chief Election Commissioner Gyanesh Kumar has given a big statement regarding law and order and voting security. He has clearly said that any kind of violent activity will not be tolerated during the elections. The Election Commission is completely working on zero tolerance policy and it will be ensured that every voter can exercise his right without fear. His statement came after the arrest of JDU candidate Anant Singh from Mokama in the Dularchand Yadav murder case.

Chief Election Commissioner Gyanesh Kumar said, “I want to make it clear that for the Election Commission there is neither a party nor an opposition, everyone is equal. As far as violence is concerned, the Election Commission wants to make it clear that the Election Commission has zero tolerance towards violence. No activity of violence will be tolerated. The Election Commission is ready to ensure that the common voters can vote peacefully and in a transparent manner as per their wish.”

Gyanesh Kumar said that the primary goal of the Election Commission is to conduct peaceful, transparent and fair elections. For this, strict instructions have been given to the security forces to increase vigilance in any sensitive area and take immediate action on any kind of rumor or violence.

Chief Election Commissioner made this appeal to the people

The Chief Election Commissioner said, “People should vote fearlessly, their safety is our priority.” He said that a special monitoring team has been formed in every district which will keep an eye on the situation before and on the day of voting.

Why was Anant Singh arrested?

Just before the Bihar Assembly elections, the atmosphere has heated up due to the murder of former muscleman Dularchand Yadav, a supporter of Jan Suraj candidate Piyush, in Mokama. After the incident, the administration immediately came into action and action was intensified on the instructions of the Election Commission. In the same sequence, JDU candidate Anant Singh was arrested from his house in Bedhna Market, Mokama. During the arrest, heavy police force was deployed in the area to avoid any untoward incident. It is being told that Anant Singh has been brought to Patna Police Lines under tight security. This action has been taken under the strict monitoring of the Election Commission so that fairness is maintained in Bihar elections.

Bihar elections are being conducted in two phases

Let us tell you that assembly elections are being conducted in two phases in Bihar. The first phase of voting is scheduled for November 6 and the second phase of voting is scheduled for November 11.

SIR in Pan India: After successfully completing the first phase in Bihar, now the Election Commission of India is all set to start the second phase of special intensive vetting in 12 states. Chief Election Commissioner Gyanesh Kumar has announced that the people of Bihar have shown their faith in this process. Along with this, he further said that the purpose of this process is to update and also verify the voter lists across the country. Meanwhile, before starting this process, let us know about those documents without which it is impossible to prove one’s citizenship.

what is sir

Special Intensive Revision, also known as SIR, is a major initiative of the Election Commission to clean and update the voter database of the country. Booth level officers go door-to-door to verify information related to address, age and identity of voters. The purpose of this entire initiative is to ensure that only eligible citizens remain in the voter list. Bihar was the first state to successfully complete this process and now this model will be implemented in the entire country.

Which documents will prove citizenship?

When it comes to proving citizenship, certain documents are legally recognized as per government guidelines. These include birth certificate, residence certificate, passport, National Register of Citizens document, government identity card or pension order. Let us tell you that Aadhar Card, PAN Card or Ration Card are valid only for address or government schemes, they are not considered as proof of citizenship. Along with this, Voter ID card is also not considered as the final proof of citizenship. In some cases, valid civil documents of the parents can also establish the citizenship of the child.

What should you do before SIR

Before this process, you should ensure that you have your birth certificate and residence certificate in the correct order. If these documents are not available then apply for them immediately through the local government office or online portal. It is also advisable that you double check that the details of all your documents such as name, date of birth and address are the same in all the given records.

Also read: Like India, is there SIR in Pakistan too, what documents does the Election Commission ask for there?

Bihar election dates have been announced, but till now neither the grand alliance nor the distribution of seats has been done between the parties included in the NDA. A tug-of-war is being seen over seats between the parties involved in both the alliances. On one hand, Tejashwi Yadav is going to hold a meeting with the Congress high command in Delhi, while on the other hand, HAM patron Jitan Ram Manjhi is not ready to contest elections on less than 15 seats. He has submitted his list of seats to the BJP high command.

Patron of Hindustani Awam Morcha and Union Minister Jitan Manjhi has informed the top leadership of BJP about its preferred seats. Along with this, Manjhi has made it clear that he will not leave his sitting seat Sikandra Imamganj for Chirag Paswan’s party. The list of seats submitted by Jitan Ram includes seats like Barachatti, Imamganj, Sikandra, Makhdumpur, Kutumba, Kasba, Bodhgaya, Atri, Guraru, Bakhri, Simri, Bakhtiyarpur. HAM has said that to achieve the status of a state party, it needs to win at least eight seats. Therefore, the party should be given at least 15 seats so that it can get the status of a state party.

bihar assembly election date

Bihar Assembly Elections 2025 will be completed in two phases. The first phase of voting will be held on 6 November and the second phase of voting will be held on 11 November 2025. At the same time, the results of the elections will be declared on 14 November. Earlier, the Election Commission said that this time special preparations have been made regarding security arrangements in Bihar. The Commission said that any kind of violence will not be tolerated in the elections.

Total 7.43 crore voters in Bihar

CEC Gyanesh Kumar said that there are a total of 7 crore 43 lakh voters in Bihar. These include 3.92 crore male voters, 3.50 crore female voters and 1,725 third gender voters. Apart from this, there are about 7.2 lakh disabled voters in Bihar, while 4.04 lakh senior citizens are above 85 years of age. Interestingly, 14 thousand voters are above 100 years of age and about 14 lakh young voters will cast their vote for the first time. It is clear from these figures that this time the role of both young and senior voters is going to be important in the elections.

The Election Commission of India (ECI) is going to hold a very important meeting on Wednesday (September 10, 2025) next week. This important meeting will include Chief Election Officer (CEOS) of all states and union territories across the country. This meeting will be focused on topics like election preparations, voter list purity and transparency.

Although many issues will be discussed in the meeting, but mainly one agenda will have to implement the Sir/Special Integrated Revision process at the national level. The purpose of SIR is to make the voter list more transparent, accurate and flawless. The Commission believes that this will make the process of identity of duplicate voters, removing the names of deceased voters and including new eligible voters.

ECI Has across the country Sir Intention was to implement

In June this year, with the announcement of the SIR of the voter list in Bihar, the Election Commission (ECI) had expressed the intention of implementing SIRs across the country for the first time. The Commission had said that in view of the changing situation and technical reforms, there is a need for major changes in the management of the voter list. This initiative is being taken in this direction.

Special intensive revision process continues in Bihar

The SIR process has been going on in Bihar for the last few months and a large number of duplicate voters have been identified through this process and drafts have been removed from the list of deceased or transferred voters from the list. Also, the registration of new voters has also been made easier and faster. The Commission wants this experience to be repeated across the country.

Assembly elections are going to be held in half a dozen states of the country next year

This meeting is taking place at a time when assembly elections are to be held in about half a dozen states next year. In such a situation, there is a discussion about how the process of SIR in all the states on the country should be completed in time and work can be done to make the voter list pure and transparent in advance for the coming elections.

In the drawing room Sir There will be discussion on challenges coming on implementation

In the meeting, suggestions will also be taken from the Chief Election Officers of the states on the challenges, technical assistance and public awareness campaigns in implementing this process. After this, the Commission can issue guidelines and it can be announced to implement it in a phased manner.

Leader of Opposition in Lok Sabha Rahul Gandhi lashed out at the Election Commission on Monday (August 18, 2025). Targeting the Election Commission, Rahul made allegations of vote theft and rigging in the voter list. During this, he also warned the three commissioners including Chief Election Commissioner Gyanesh Kumar.

Rahul Gandhi said, ‘Listen to the three election commissioners, whenever the government changes at the center and in Bihar, there will be a strong action on the Chief Election Commission.’ In Gayaji, Rahul said, ‘One thing you know that I do not lie from the stage. Vote theft is an attack on the constitution. The constitution is a 3000 year old soul, so attack on the Constitution is an attack on Mother India, which we will not let.

One crore voters were born between Lok Sabha and Assembly elections in Maharashtra: Rahul

Rahul Gandhi asked people if you will be stolen in Bihar? When the Maharashtra assembly elections were held, we came to know that the disturbances were going on. Between the Lok Sabha elections and the Maharashtra Assembly elections, the Election Commission created one crore voter theft. Our votes were not reduced, the more they met, but wherever BJP won, new voters were connected there.

I gave information about fake voters, so I started asking for affidavits: Rahul

He said, ‘I started research on a seat in Karnataka, then more than one lakh fake voters should be selected in an assembly constituency. Fake voters are being erected in five ways. When I informed the Election Commission, the Election Commission did not listen to the Leader of Opposition, on the contrary, you tell me the affidavit.

Rahul Gandhi said, ‘I tell the Election Commission, the whole country will work to ask for affidavits from them. His theft is to be caught in every assembly constituency. Just as Modi ji talks about a special package for Bihar, similarly it has brought a new package for Bihar as SIR.

It is also read: ‘Why are the concerned patras taking the side of the Election Commission?’

Chief Election Commissioner Dnyanesh Kumar said on Sunday (August 17, 2025) that the special intensive revision (SIR) of the voter list is to remove all errors in voter lists and it is a serious concern that some parties are spreading misinformation about it.

This statement of the Election Commission has come at a time when the Congress and other parties involved in the ‘India’ alliance started the ‘Voter Adhikar Yatra’ in the electoral state of Bihar against the alleged ‘vote theft’. Addressing the press conference, the Chief Election Commissioner termed the allegations of double voting and ‘vote theft’ as baseless and said that all the stakeholders are working to make SIR successful in a transparent manner.

Opposition spreading wrong information about SIR

He said, ‘It is a matter of serious concern that some parties and their leaders are spreading wrong information about SIR in Bihar. The Election Commission urges all political parties to register claims and objections on the draft voter list in Bihar, still 15 days left.

Kumar said, “The doors of the Election Commission are open to all and booth level officials and agents are working in a transparent manner.” Kumar said that the Election Commission cannot discriminate between political parties and both the ruling and opposition parties are the same for the Election Authority.

Insult to the Indian Constitution

He said, “If election petitions are not filed within 45 days, but allegations of votes are made, then it is an insult to the Indian Constitution.” Kumar said that neither the Commission nor the voters are afraid of double voting and baseless allegations of ‘vote theft’.

He said that the Commission will be firm towards voters of all classes regardless of politics being played by some people. This comment has come at a time when the opposition has intensified its attack after the allegations of voter list amendment in Bihar and ‘vote theft’ by the Congress.

Reacting to the statement of the Chief Election Commissioner (CEC), Pawan Kheda said, “CEC Gyanesh Kumar gave any reply about the one lakh voters of Mahadevpura Assembly in Karnataka in his press conference that we have revealed at all.” He said, “When you do not want to share CCTV footage with anyone, then why do you make CCTV footage. There is no answer on this either.”

PM Target at Modi too

At the same time, during this time, Congress leader Pawan Kheda also targeted Prime Minister Narendra Modi. Pawan Kheda told ANI, “The Prime Minister is sitting to do the rhetoric. The person sitting on the constitutional post is not able to directly answer the selected questions. They too come down on the furnace. So it can be understood that how much is hiding.

He said, “We had expected that today CEC Gyanesh Kumar will answer our questions. Why doesn’t the privacy be disturbed inside? “

It seemed that not the election commissioner, a BJP leader is speaking- Pawan Kheda

He lashed out at Chief Election Commissioner Dnyanesh Kumar and said, “He held a wonderful press conference today, listening to his eyes and it seemed that a BJP leader was speaking.” At the same time, on the question of verification of BLO, he said, “Whether you are doing your work or not, who will answer Mahadevpura?
