Bihar Election 2025: A press conference has started for the dates of assembly elections 2025 in Bihar. Chief Election Commissioner Dnyanesh Kumar is addressing this press conference. During this, he has announced the election dates in Bihar. This time elections in Bihar will be abolished in two phases. Elections will be held on 6 November and 11 November and the results will be declared on 14 November.

When voters go to the booth for voting during voting, one had to face a problem that if people used to take mobiles, they were not allowed to be taken inside. In such a situation, many times voters used to leave their phones at home. But this time the Election Commission has changed the rules for Bihar assembly elections. Let us know what is the new rule.

Mobile can be taken inside the polling booth

In an important announcement in the press conference of the Election Commission, Chief Election Commissioner Dnyanesh Kumar said that now voters across the country will be able to take their mobile phones inside the polling booth during voting. This change will be implemented from Bihar Assembly Elections 2025 and after that this rule will be effective all over India.

He informed that this time the Election Commission has started a total of 17 new initiatives, one of which is about the facility related to mobile phones. Earlier, voters had to keep mobile out before casting votes, but now the Commission has decided that special arrangements will be made to keep mobiles at the polling station, so that there is no inconvenience.

Mobile will not be used during voting process

This step has been taken to increase the convenience and transparency of voters. However, it has also been clarified that mobile phones will not be used during the voting process. That is, voters can keep their phones together, but their use will be completely banned while casting votes or in a confidential field.

Mobile will be safe at polling booth

The Election Commission also informed that a safe box will be arranged to keep mobiles at every polling station. Due to this, voters will neither worry about losing the phone nor will they face any inconvenience.

Also read: The number of voters of Bihar is more than how many countries? If you know the name, you will lose your senses

Bihar Assembly Elections 2025: Chief Election Commissioner (CEC) Dnyanesh Kumar gave important information about Bihar assembly elections. He said that before each election, special special revision of the voter list is required according to the law. When someone says that the revision should be held after the election, it is not justice.

The Chief Election Commissioner said, “There is still time till ten days before the last nomination date. If a person or political party feels that no qualified voter list is included or any disqualified voter list, they can file their claim or objection. The claims and objections received will be disposed of at the ERO level. The list will be freezed after the nomination process and there will be no change.” Significantly, Rahul Gandhi questioned the time of the SIR process.

CEC advice on spending limit and electoral transparency

CEC Dnyanesh Kumar also gave detailed information on the expenditure limit. He said that it is mandatory for all candidates to follow the procedure set by the Commission. Officers of revenue services in every district have been appointed as supervisors to keep an account of expenditure. It is necessary to publicly inform your criminal record or publish in the newspaper, whether it is of any type, whether it is of any type.

CEC Dnyanesh Kumar said that Bihar elections will show a new path to the country. The Election Commission has taken a new initiative in Bihar which will be applicable across the country. Elections will be completed before 22 November. The election process will be completed.

‘Mock poll necessary to ensure transparency in elections’

He appealed to the candidates to enroll their polling agents at the polling booth. He said, “Your polling agents arrive there before the polling starts, see the mock poll personally and get Form 17C from the President after completion of the voting.”

‘No need to worry about lack of house number in voter list’

CEC also said that people who do not have their own house or who have not allotted any house number by the panchayat/municipality, can enter the nearest house number or sometimes zero. He further said, “When the booth level officer takes an annimance form of a person, the booth level agents of every political party are present. I am happy to say that more than 1,60,000 booth level agents in Bihar have been nominated by political parties.”

Preparations for Bihar assembly elections have now intensified. In this episode, Chief Election Commissioner (CEC) will visit Bihar on 4 and 5 October along with Dnyanesh Kumar, Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi. During this time, the team of the Commission will review the administrative and security arrangements in the state.

This high -level tour is taking place at a time when the Election Commission is going to release the final voter list on 30 September on the basis of special intensive revision (SIR). Opposition parties have questioned this process, alleging that millions of real voters can be deprived of it. However, the Election Commission has dismissed these allegations outright and said that the aim of SIR is to make the electoral system more transparent.

Commission team will assess the ground situation

The current term of Bihar Legislative Assembly ends on 22 November. In such a situation, new assembly elections are set to be held in the state. According to officials, the Commission team will sit with senior administrative and police officers of the state in Patna and assess the ground situation. This process is usually done before the formal announcement of the election.

Elections can be held in three to four stages

Sources say that after the visit of Bihar, it is possible to announce the election schedule by the Election Commission in a few days. Based on previous experiences, it is expected that this time also elections can be held in Bihar in three to four stages. However, this time there is also a challenge of festivals before the Commission because the electoral atmosphere will be between big festivals like Diwali and Chhath. The commission is already alert to protect voters from any inconvenience.

How many stages were held first?

The history of assembly elections in Bihar has also been witness to phased voting. In the year 2020, elections were held in three phases on October 28, 3 November and 7 November. The results were declared on 10 November. At the same time, elections were held in five phases in 2015, while in 2010, voting was held in six phases. In 2005, elections were held in three phases in February twice and in three phases in October.

Congress leader and Leader of Opposition in Lok Sabha Rahul Gandhi has recently made serious allegations against the Election Commission. He claimed that in Bihar, Maharashtra, Haryana and Karnataka, there has been manipulation and vote stolen in the voter list. In response to these allegations, the Election Commission has demanded Rahul Gandhi to submit the affidavit (affidavit) signed affidavit (affidavit) in support of its claims within seven days. But the question is that if Rahul Gandhi does not submit an affidavit, what action can the Election Commission take? Come, let’s know about the powers of the Commission and their boundaries.

What action can Election Commission take

The Election Commission of India is a constitutional institution that has the right to hold independent and fair elections under Article 324 of the Constitution. It works to prepare voter list, monitor the election process and ensure following rules. But when a leader makes serious allegations without evidence, what options do the Commission has?

Issue notice

First of all, the Election Commission can issue a formal notice to Rahul Gandhi as he has done earlier. The commission said in its statement that allegations like Rahul Gandhi’s ‘vote theft’ are without evidence and they weaken the credibility of democracy. If Rahul Gandhi does not submit affidavits, the Commission can call his statements ‘baseless’.

Recommendation of legal action

Second, if the matter is serious, the Commission may recommend legal action. However, the powers of the Commission are limited. It cannot remove an MP from their membership or punish directly. If Rahul Gandhi’s statement hurts the dignity of the electoral process, the case can go to court under defamation or Indian Penal Code. But this action will be within the purview of the legal system instead of the Commission.

The Election Commission on Sunday (17 August 2025) has responded to the allegations leveled by Leader of Opposition Rahul Gandhi in the Lok Sabha on Sunday (17 August 2025). Chief Election Commissioner Dnyanesh Kumar said, “If someone thinks that by giving a PPT which is not the Election Commission figures. To give such wrong figures and to say that this polling officer has said that this woman has voted twice. The Election Commission should not work on such serious subjects without affidavit.”

‘You have to give affidavit or apologize from the country’

Targeting Rahul Gandhi, the Chief Election Commissioner said bluntly, “The affidavit will have to be given or apologize to the country. There is not a third option. If the affidavit is not received in seven days, it will mean that all these allegations are baseless.” He said, “The name of a voter will not be cut without any evidence. The Election Commission stands like a rock with every voter.”

Chief Election Commissioner Dnyanesh Kumar said, “The largest voter list, the army of the biggest election personnel, the number of the highest voting people and to say in front of all the media that if your name is once more in the voter list, you must have voted twice and committed a legal crime. After so many allegations, the Election Commission should not be calm.

SIR aims to purify the voter list- ECI

He said, “SIR has not been done in the last 20 years. Its main objective is to purify the voter list. SIR is being made after receiving many complaints from political parties. 22 lakh dead voters in Bihar have not died in the last six months, but in the last several years, although it has not been recorded in the records. When all the appropriate procedures of elections were followed and no election petitions were filed, why are there beings of votes.”

Also read: Election Commission’s blunt on allegations of vote theft, said- no party, no opposition for us … all equivalent

Aam Aadmi Party (AAP) Delhi Pradesh President Saurabh Bhardwaj has made serious allegations against the Chief Election Commissioner (CEC). He gave this statement after the allegation of RJD leader Tejashwi Yadav, in which Tejashwi claimed that his name was missing from Bihar’s voter list. Reacting to this issue, Bhardwaj said that the Election Commission is now acting like a cell of BJP.

Saurabh Bhardwaj said, ‘The Chief Election Commissioner is making such statements as if he is the president of a unit of Bharatiya Janata Party (BJP). It seems that the government is making a Babu as an election commissioner after retirement.

He also alleged that after retirement, some officers get ‘lottery’. They get all the government vehicles, bungalows, status and then they play drums everywhere in favor of the government.

‘T.N. Look at Seshan’s picture, thoughts will be purified ‘

Bhardwaj also gave a special advice to the Chief Election Commissioner. He said, ‘The Chief Election Commissioner in his office T.N. A picture of Seshan should be put and it should be seen in the morning and evening. Then perhaps there will be some purity in his thoughts.

T.N. Seshan is considered one of the most talked about and strict election commissioners of India, during whose tenure the Election Commission had won its freedom and fairness.

Tejashwi Yadav’s charge became the reason for the fire

The whole matter began when RJD leader Tejashwi Yadav claimed that his name had been removed from the voter list. Opposition raised questions on the Election Commission about this. In this episode, this sharp statement of Saurabh Bhardwaj has come out.

The opposition is a constant attacker regarding the fairness of the Election Commission. Now it has to be seen what the Election Commission reacts to these allegations.
