The increasing Chinese and Russian intelligence activities in America’s neighboring country Cuba have increased America’s concern. Recent reports and satellite photos have claimed that the intelligence network and technical infrastructure of China and Russia is expanding rapidly in Cuba. In particular, security agencies in America have become alert regarding a large signal intelligence center located outside Havana, the capital of Cuba.

US Secretary of State Marco Rubio has also admitted that Russian and Chinese intelligence agencies are present in Cuba. Republican Senator Rick Scott of Florida has called these bases a big threat to America. He said that these bases are only 90 miles or about 144 kilometers away from the US coast and Cuba’s proximity to America’s enemy countries is a matter of concern.

US Army Communication System

America’s army communication system is very safe and encrypted, so it is not easy to intercept direct messages, but the intelligence bases present in Cuba can keep an eye on electronic signals and patterns of army communication. This helps in understanding when and where American military resources are being activated. Experts say that even if these systems do not know what American military systems are talking to each other, they can definitely understand which systems are in contact with each other. From this, the pattern of American military activities and operations can be estimated over time.

Statement by CSIS expert Matthew Funayol

Center for Strategic and International Studies (CSIS) expert Matthew Funayol said that the main function of these intelligence bases is not to directly intercept sensitive messages, but to map military activities and identify electronic signals. This helps in finding out which military resources are working where and how their communication system works.

Revealed in CSIS report

In its May 2025 report, CSIS mentioned new construction at the signals intelligence site located in the Bejucal area outside Havana. It has been told in the report that a large circular antenna system has been installed there. This can further strengthen the monitoring capability of maritime and air activities. It is being told that major changes have been made on the Bejukal site in recent years. The new round antenna system is replacing the old small antenna. This type of antenna is used for high-frequency direction detection. Through these, the source of radio signals coming from thousands of kilometers away can be detected. American security agencies are now keeping an eye on how the increasing presence of China and Russia in Cuba can affect America’s security and military strategy in the future.
