On the one hand, it is written in big letters on the cigarette packets that smoking is injurious to health, and on the other hand, it is now more burdensome on the pocket than ever before. By increasing the tax on tobacco products and cigarettes in Budget 2026-27, the government has spoiled the monthly budget of smokers.</p>
<p style="text-align: justify;" data-start="334" data-end="783">Union Finance Minister Nirmala Sitharaman announced increase in tax on cigarettes and tobacco products in the budget, which has been implemented across the country from February 1. Since then, there has been a sharp rise in the prices of popular cigarette brands. The most shocking example of the recent increase is Stellar Define Paan, whose maximum retail price (MRP) for a pack of 20 cigarettes has increased from Rs 200 to Rs 380. That means there has been a huge jump of about 90 percent in the price.</p>
<p><strong>Will cigarettes spoil the budget?</strong></p>
<p style="text-align: justify;" data-start="785" data-end="1044">Similarly, the price of a pack of 10 cigarettes of Gold Flake Small has now increased from Rs 95 to Rs 140, which is an increase of about 47 percent. Such a sharp increase in prices has surprised the common consumers and has raised questions as to how expensive everyday smoking will be now.</p>
<p style="text-align: justify;" data-start="1046" data-end="1485">Actually, this increase in cigarette prices is the result of comprehensive changes made in the structure of taxing tobacco products in India. In the budget, the tax slab has been revised on the basis of cigarette length, filter and other standards. Along with this, the tax burden on companies has increased further due to increase in cess and compliance costs. The companies have passed this additional cost directly on to the consumers, due to which almost all categories of cigarettes have become expensive.</p>
<p><strong>What will be the price?</strong></p>
<p style="text-align: justify;" data-start="1487" data-end="1808">Its impact is clearly visible at the retail level. Where earlier the price of a cigarette used to be around Rs 10, now the same cigarette is available for Rs 12 to 13. That means an increase of Rs 2 to 3 per cigarette. According to analysts at ICICI Securities, the revised prices of cigarettes of 75 to 85 mm length have increased by 22 to 28 percent.</p>
<p style="text-align: justify;" data-start="1810" data-end="2175" data-is-last-node="" data-is-only-node="">The government says that the purpose of imposing heavy taxes on cigarettes and tobacco products is to discourage those who start smoking for the first time and especially the youth. Policy makers are trying to reduce the demand for cigarettes by making them expensive. Health experts have also long believed that higher taxes are one of the most effective ways to reduce tobacco use.</p>
<p style="text-align: justify;" data-start="1810" data-end="2175" data-is-last-node="" data-is-only-node="">Till now, tax on cigarettes was imposed under the framework decided in 2017, under which compensation cess was collected along with 28 percent GST. But in the recent budget, the government has made a major change in this system and implemented a three-tier tax structure on cigarettes. Under this, new excise duty is now being imposed on cigarettes, health and national security cess has also been added and the GST rate has been increased to 40 percent. Due to this changed tax structure, the tax burden on cigarette companies has increased significantly, which is directly impacting the consumers in the form of sharp increase in prices.</p>

<p style="text-align: justify;"><strong>Cigarette Excise Duty Hike: </strong>Smokers got a shock on the first day of the year when the Government of India imposed new excise duty on cigarettes and tobacco. After this decision of the government, cigarette prices will increase from 1 February 2026. It is being told that after the increase in excise duty, the prices of cigarettes may increase by 20-30 percent.</p>
<p style="text-align: justify;">Under the new rule, excise duty on cigarettes will be decided on the basis of their length. In simple words, the longer the cigarette, the higher the tax on it. This is about our country, but do you know how much duty fee has to be paid for bringing cigarettes, tobacco products or liquor from abroad and what are the rules for it? </p>
<p style="text-align: justify;">Often we get to see multiple stores at airports in the country or abroad. Many of these also have branded liquor shops. In such a situation, a person often feels tempted to buy liquor or cigarettes from those stores and bring them with him. But do you know what are its rules and how much quantity of liquor or cigarettes you can bring with you and how much duty fee has to be paid for it.</p>
<h3 style="text-align: justify;">duty fee cigarette limit</h3>
<p style="text-align: justify;">According to Indian customs rules, liquor or cigarettes can be brought into the country after purchasing it from abroad, but there is a limit on this too. If it exceeds this, you may have to pay higher fees. As per the prescribed rules, passengers can bring with them 100 cigarettes, 25 cigars, or 125 grams of tobacco per person under the duty-free allowance.</p>
<p style="text-align: justify;">As per customs guidelines, these can be brought as personal belongings or gifts. If the quantity is more, the duty will be higher accordingly. Generally, if you bring more cigarettes than the duty-free limit, you have to pay cess along with 100% basic custom duty. Due to this the price of cigarettes more than doubles.</p>
<h3 style="text-align: justify;">What are the rules for bringing alcohol? </h3>
<p style="text-align: justify;">Similarly, passengers can bring up to 2 liters of liquor (spirit or wine) duty-free per person. However, if the limit exceeds this, then approximately 150 percent custom duty is levied on the price. In this also, separate duty fees are charged on whiskey and beer. For bringing more than the beer limit, 100% basic custom duty and up to 3% additional cess is levied.</p>
<p style="text-align: justify;">The rules regarding whiskey are even stricter. If you bring whiskey in excess of the limit, you will be required to pay 150% basic custom duty and up to 4% additional custom duty (ACD). There is no cess on this. The thing to keep in mind is that many times the goods purchased from the duty fee shop are also included in the total limit.</p>

Tax on sorghum and processed tobacco is highest. About 27 crore people in India use tobacco in some form or the other, which makes it one of the largest consumer countries in the world.</p>

In Australia, a pack of 20 cigarettes sells for more than $27, which when converted into Indian currency comes to around Rs 2,245. The government aims to bring the number of people smoking below 5 percent by 2030. After Australia comes New Zealand, where the prices are slightly lower, but still its name is on top among the expensive countries of the world.</p>
<p style="text-align: justify;"><strong>Cigarette prices in major countries of Europe and Asia</strong><br />Tobacco prices are also very high in many countries of Europe. In countries like Ireland and Britain, prices reach around $16. Norway, Canada, Iceland and France are also included in the list of countries with expensive cigarettes. Even in Singapore and Finland, cigarette prices have reached double digits. In America, it costs an average of $9, although it varies depending on the state. If we compare India, here a Marlboro packet is available for about 4 dollars i.e. about 350 rupees and on this basis India comes at 53rd place in the world.</p>
<p style="text-align: justify;"><strong>Where can you get the cheapest cigarettes? </strong><br />If we talk about the countries with lowest prices in the world, Vietnam is at the top. Here a packet of cigarettes is available for only 1.27 dollars i.e. about 100 rupees. Due to very low taxes here, prices remain minimum.</p>
<p style="text-align: justify;"><strong>In which countries are the highest taxes on cigarettes?</strong><br />Interestingly, Australia, where prices are highest, is not even in the top ten in terms of taxes. According to the list of the year 2025, the total tax on cigarettes in countries like Bosnia, Israel and Slovakia is more than 85%. Apart from this, Bulgaria, Poland, Turkey and Finland are also counted among the high tax countries.</p>
