Delhi Government Minister Manjinder Singh Sirsa has apologized to the public regarding the increasing air pollution and falling Air Quality Index (AQI) in Delhi, on which Congress MP Priyanka Vadra has now taken a dig. Priyanka Gandhi has said that what is the benefit of apologizing on behalf of Delhi government. They should get their work done and we all together should find some solution for this, but there is no discussion on this here.

Actually, Environment Minister Manjinder Singh Sirsa in Delhi Government held a press conference on Tuesday (December 16, 2025). In this, Minister Manjinder Singh Sirsa apologized to the people of Delhi regarding the increasing air pollution and decreasing AQI in Delhi. He said that our government in Delhi is fully engaged in improving the average AQI every month. While apologizing to the people of Delhi, I just want to say that it is absolutely impossible for any government to clean up all the pollution in 9 to 10 months, but I want to tell you, the people of Delhi, that the Aam Aadmi Party (AAP) government has been dishonest and deceitful, we have improved it and reduced the AQI and if we keep reducing it in the same manner, then only it will be possible to provide clean air to Delhi.

Targeted at Rahul and Priyanka Gandhi

During this, Delhi Government Cabinet Minister Manjinder Singh Sirsa targeted Congress MPs Rahul Gandhi and Priyanka Gandhi Vadra, citing the previous governments of Aam Aadmi Party (AAP) and Congress. He said, ‘These diseases in Delhi were caused by the Aam Aadmi Party for the last 10-11 years and the Congress government for the first 15 years.’

Delhi: Minister Manjinder Singh Sirsa says, “…I want to apologize to the people of Delhi and say that it is impossible for any government to completely eliminate pollution in just nine-ten months.
He said, ‘Rahul Gandhi and Priyanka Gandhi Vadra are currently talking about wearing masks, so I want to ask them where were these masks of yours last year, when there was more pollution in Delhi.’ He further said, ‘Last year there were dirtier days than this. Last year, even on this day, AQI was 380, but neither Rahul Gandhi nor Priyanka Gandhi was seen anywhere, because these people were associated with Aam Aadmi Party at that time and today they have remembered everything.

We are taking action every day like a doctor- Manjinder Singh Sirsa

Manjinder Singh Sirsa said, ‘Of course there is pollution in Delhi, it is harming the health of children, but this is given by the Aam Aadmi Party, which we are trying to fix.’ He said that like a doctor, we are taking action against him every day, but Aam Aadmi Party has given the task of making people sick.

There is news of relief for lakhs of parents of Delhi, now the private schools...

There is news of relief for lakhs of parents of Delhi, now the private schools of the capital will not be able to increase the fees arbitrarily. The Delhi government has implemented the Delhi Education Bill (Fixing and Regulation of Fees) Act 2025 to control the increase in fees of private schools. The notification of this law has been issued by Lieutenant Governor VK Saxena in the Delhi budget.

Why was the new law necessary?

Parents were worried about the increase in fees of private schools in Delhi for a long time. Many schools used to increase the fees every year without any concrete reason. Due to this, the financial burden on the families of middle and low income group was increasing. Keeping this problem in mind, the government has made this new law.

Consent of 15 percent parents is required for complaint

Under the new law, to file a complaint against the fee increase, the consent of at least 15 percent of the parents will be required, that is, if the fee increase of any school seems wrong, then the parents will be able to come together and complain formally. The government says that this will stop unnecessary complaints and real matters can be focused on.

More than 1700 private schools will come under the ambit

More than 1700 private schools of Delhi have been included under this Act, which means that now almost all big and small private schools will have to follow the rules related to fees and will not be able to take decisions arbitrarily.

Three level system for fee monitoring

The government has created a three-tier system to monitor fees.

There will be a fee regulation committee in the school at the first level.

At the second level, there will be a district level fee appeal committee.

At the third and final level, there will be an amendment committee, which will be able to make changes in the decisions if necessary.

Statement of Education Minister Ashish Sood

Delhi Government’s Education Minister Ashish Sood has described this law as a historic step. He said that the Education Department will now start implementing all the rules and procedures mentioned in the law, which includes scrutiny, approval, reporting and monitoring of school fee proposals.

Education is not a business, it is a right

Ashish Sood said that education is not a business but the right of every child. The aim of the government is that every child of Delhi should get quality education with transparency, honesty and fairness.

Government’s appeal to parents

The government has appealed to the parents and patrons to support this new law and cooperate in maintaining transparency. This will further strengthen public confidence in the education system. With the implementation of this law, parents will get relief from the recurring problems related to fees. Now they will be able to express their views without fear and their complaints will be heard.

Accountability of schools will be fixed

Under the new law, schools will have to clearly disclose their fee structure, expenses and financial requirements; action can be taken against increasing fees without proper reason; this will ensure accountability of the schools.

Now the government has taken a big and decisive step against the arbitrary fee increase...

Now the government has taken a big and decisive step against the arbitrary fee increase of private schools in Delhi. Delhi Government has fully implemented the Delhi School Education (Transparency in Fee Determination and Regulation) Act-2025 and its related rules.

Giving this information, Education Minister Ashish Sood said that now no private school will be able to increase fees without permission and following the prescribed procedure. The purpose of this law is to provide relief to parents and bring transparency in the education system.

Education is not a business, it is the right of children – Ashish Sood

The Education Minister called it a historic reform that came after 27 years. He said that for the past several decades, fee hike in private schools had been the biggest problem for parents, but earlier governments could not bring concrete laws on this issue. The present government has implemented this law in a short time, which makes it clear that the government is taking the problems of parents seriously.

Ashish Sood said in clear words that education is not a business but the right of children. The government will ensure that private schools do not increase fees arbitrarily or without solid reason. Now the education department will examine the proposed fee increase by schools, review their financial condition and monitor the entire process. Strict action will be taken immediately if fees are increased without approval.

Parents’ participation will be mandatory in this process

Parents have also been given great power in the new law. Participation of parents will be mandatory in the process of increasing fees. Every private school will have to make public its fee structure, income-expenditure details and financial requirements. Along with this, a strong system has also been made for redressal of complaints, so that parents can express their views directly.

Special monitoring will be done on private schools- Government

For a long time, private schools in Delhi were increasing tuition fees, admission fees and other charges heavily every year. There were attempts to control fees in 2007 and 2012, but due to legal loopholes they could not remain effective for long. This new law of 2025 claims to remove all those shortcomings.

The government has said that special monitoring of all private schools will be done in the coming months. Strict steps will be taken against schools violating the rules. The government claims that this law will provide relief to lakhs of parents and the education system of Delhi will become more accountable, honest and transparent.

The government is going to do a major restructuring to make the administrative system in Delhi simple, fast and people-friendly. Under this change, the existing 11 revenue districts in Delhi will be increased to 13.

Besides, the number of sub-divisions (SDM offices) will also be increased from 33 to 39. The government believes that the new structure will provide faster service to the public and the visits to government offices will be significantly reduced.

Cabinet gave in-principle approval

According to government sources, the Delhi Cabinet has given in-principle approval to this proposal. Now this proposal will be sent to the Lieutenant Governor. As soon as LG’s permission is given, the new district wise system will be implemented in Delhi. The government plans to create a mini secretariat in every district, where work related to all departments except law and order can be completed in one premises. With this, common people will not have to wander in many offices.

How will the map of Delhi change?

New boundaries of the districts have been proposed on the basis of 11 zones of the Municipal Corporation. According to the change, the name of Sadar Zone will be changed to Old Delhi District. In the trans-Yamuna area, Eastern and North-Eastern districts will be abolished and two new districts Shahdara North and Shahdara South will be created. The existing northern district will be divided into two parts, Civil Lines and Old Delhi. A large part of the South-West district will be included in the new Najafgarh district.

Proposed list of new districts

Old Delhi – Sadar Bazaar, Chandni Chowk

Central Delhi – Defense Colony, Kalkaji

New Delhi – New Delhi, Delhi Cantt.

Civil Lines – Alipore, Adarsh Nagar, Badli

Karol Bagh – Moti Nagar, Karol Bagh

Keshav Puram – Shalimar Bagh, Shakur Basti, Model Town

Narela – Narela, Mundka, Bawana

Najafgarh – Dwarka, Bijwasan-Vasant Vihar, Kapashera, Najafgarh

Rohini – Rohini, Mangolpuri, Kirari

Shahdara South – Gandhi Nagar, Vishwas Nagar, Kondli

Shahdara North – Karawal Nagar, Seemapuri, Seelampur, Shahdara

South District – Mehrauli, Malviya Nagar, Deoli, RK Puram

West District – Vikaspuri, Janakpuri, Madipur

What will be the benefit to the public?

A large population of Delhi visits various offices every day for government work. Many times, both time and money are wasted in going from one department to another. The government believes that by increasing the number of districts and sub-divisions, services will be available closer to the people’s homes. Along with this, disposal of files will be faster, crowding in offices will be reduced and there will be transparency in administrative processes. Experts say that this reorganization is the need of the hour in view of the rapidly increasing population of Delhi. With the new districting, the city administration will become more modern, efficient and easy.

The state government has taken an important step to reduce pollution in Delhi and provide...

The state government has taken an important step to reduce pollution in Delhi and provide relief to poor families. Chief Minister Rekha Gupta has announced that now the families living in the slums of the capital will be linked to the Pradhan Mantri Ujjwala Yojana.

According to the information, under this decision, free LPG gas connections will be given to those families who till now cook with wood, coal or kerosene oil.

Slum survey will start soon in Delhi – Rekha Gupta

The Chief Minister has directed the officials of Delhi Shelter Board (DUSIB) to conduct a survey in the slums as soon as possible to find out which families have not yet received the benefits of this scheme. He said that the aim of the government is to provide clean and safe fuel to every poor family, so that the smoke does not affect the health of women and children.

This step will be helpful in reducing pollution in Delhi- CM

Rekha Gupta told that cooking with wood and coal not only spreads smoke in the houses, but it also increases the air pollution of Delhi. In such a situation, use of LPG is not only better for health but will also prove beneficial for the environment. The government has made it clear that all the essential items like LPG cylinder, gas stove and pipe will be given free to the eligible families, so that no one faces any problem.

Crores of families across the country have benefited from this scheme – CM

The Chief Minister has asked the officials to complete the survey work expeditiously and prepare a list and include as many slum families as possible under this scheme. He said that this step will open a new chapter of cleanliness, health and respect in the lives of the poor.

It is noteworthy that Pradhan Mantri Ujjwala Yojana is an ambitious initiative of the Central Government, which was started in the year 2016. The objective of this scheme is to free every poor family of the country from traditional fuels by giving them free LPG connection. Till now crores of families across the country have benefited from this scheme.

Delhi government believes that if the use of LPG increases in slums also, air pollution will reduce and the standard of living of the people will improve. This decision will not only bring relief to the poor but is also being considered a big step towards improving the environment of the capital.

The stir regarding the new excise policy has intensified in the capital Delhi. According to sources, this time many major changes can be seen in the draft of the new liquor policy being prepared by the Delhi government. These include a proposal to give a bigger and modern look to the liquor shops as well as an increase in the profit (margin) per bottle for the retailers.

According to the information, a committee headed by Public Works Department Minister Pravesh Verma is preparing the draft of this new policy, which has now reached its final stage. It is being told that under the new excise policy, liquor shops will be kept away from residential areas, schools and religious places so that the local people do not face any kind of problem.

Liquor sale system will continue only under government corporations

Government sources said that the system of liquor shops currently running in the city – which is being run by four government corporations – is being recommended to be continued. This would mean that no private company will be able to run liquor shops in Delhi.

Both shopkeepers and consumers benefit from the new policy

It is also proposed in the draft that the profit on Indian Made Foreign Liquor (IMFL) should be increased by Rs 50 per bottle and on imported liquor by Rs 100. According to experts, this will encourage shopkeepers to stock better and expensive branded liquor.

Currently there are more than 700 liquor shops in Delhi, which are operated by four government agencies DSIIDC, DTTDC, DSCSC and DCCWS. The new policy suggests that these corporations should open large, clean and modern stores, so that consumers can have a better experience in purchasing liquor at convenient places like malls or shopping complexes.

Claims of investigation into the old policy and transparency of the new policy

Let us tell you that the current excise policy of Delhi was implemented in September 2022 when the Arvind Kejriwal (AAP) government in Delhi canceled its reform policy for 2021-22 due to corruption allegations. During the implementation of that policy, allegations of many irregularities came to light and even CBI and ED investigations were initiated. At present, the old policy has been extended several times and now it will remain in force till March 31, 2026.

The new policy will now be put up for public suggestions, after which it will be implemented after the approval of the Cabinet and the Lieutenant Governor. The government claims that with the new policy, the system of liquor sale in Delhi will be transparent, systematic and in the interest of consumers.

After Diwali, the weather condition in Delhi remains bad. People are facing a lot of problems due to pollution and fog. Meanwhile, Delhi Government and Environment Minister Manjinder Singh Sirsa gave information about the steps being taken for pollution control and climate improvement.

Minister Manjinder Singh Sirsa said that three main steps are being taken to reduce pollution in the capital. He said that vehicular pollution is being controlled, construction works are being controlled to reduce PM 2.5 pollution and existing industries within Delhi are being monitored. He said that about 3 crore people live in Delhi and the pollution of their surrounding areas like Noida, Ghaziabad etc. within a radius of 50 kilometers also affects the air quality of the capital.

Vehicle pollution is being controlled. Construction is being controlled so that PM 2.5 can be controlled, and… https://t.co/om3EctNgFf pic.twitter.com/frfpIlvvnR

Government is making plans to reduce pollution – Minister Manjinder Singh Sirsa

Minister Manjinder Singh Sirsa said that it is better for the people if the air quality index (AQI) is low. He said that Chief Minister Rekha Gupta’s government is working on a comprehensive plan to reduce pollution. Minister Sirsa said that his ‘war room’ is very big and it is continuously monitored throughout the day. Every detail is kept under high level surveillance so that action can be taken at the right time for pollution control.

There will be artificial rain in Delhi soon – Sirsa

Sirsa said that one of the strategies to reduce pollution is cloud seeding or artificial rain technology. He said that after implementing this process, its results will be clear and when it rains, there will definitely be a reduction in pollution. He believes that the celestial rain will improve the air quality in the capital and will provide relief to the people.

People will get relief from weather improvement measures

Experts say that after Diwali, the level of haze and smog in the capital always increases, hence such steps are necessary. Delhi government is trying to control pollution as well as provide immediate relief to the people by taking measures to improve the weather. In the coming days, the general public will be able to experience the impact of cloud seeding and other measures.

Meanwhile, citizens have also been appealed to be careful while using vehicles and in construction work and follow the instructions given by the government, so that it is possible to improve the air quality.
