<p style="text-align: justify;">There is news of great relief for the parents of Delhi. Parents who have been struggling with uncontrolled fee hike in private schools for years are now going to get legal protection. The Delhi government has formally implemented a new law made with the aim of controlling the fee system of private schools, due to which the process of fixing fees will no longer be arbitrary but will be within the limits of the rules.</p>
<h3 style="text-align: justify;">Law implemented after LG&#8217;s approval</h3>
<p style="text-align: justify;">Nearly four months after it was passed by the Delhi Assembly, the Delhi School Education (Transparency in Fee Determination and Regulation) Act, 2025 has received the approval of Lieutenant Governor VK Saxena. With this, this law has become effective in the entire capital region and the responsibility of its implementation has been handed over to the Education Department.</p>
<h3 style="text-align: justify;">Government investigation will be done before deciding the fees</h3>
<p style="text-align: justify;">Now private schools will have to disclose their complete financial position before increasing fees. The Education Department will examine the expenditure, income and fee proposals of the schools and they will be approved only if they are in accordance with the rules. Every process related to fees, from investigation to monitoring, will now run under the fixed structure.</p>
<h3 style="text-align: justify;">Education is not business- Ashish Sood</h3>
<p style="text-align: justify;">Describing this law as a major reform in the education sector, Education Minister Ashish Sood said that this issue was pending for decades, but the present government has taken concrete steps in a short time. He clearly said, &#8220;Education cannot be made a source of profit and the government will ensure that no child has to suffer due to financial reasons.&#8221;</p>
<h3 style="text-align: justify;">Immediate action on parents&#8217; complaints</h3>
<p style="text-align: justify;">The government has also clarified that if any school collects fees bypassing the rules, parents can complain directly. Provision has been made for prompt action on such complaints, so that parents do not have to make repeated trips to schools.</p>
<h3 style="text-align: justify;">Complete ban on capitation fees</h3>
<p style="text-align: justify;">Under the new law, capitation fees or any kind of hidden collection has been completely banned. Schools will now be able to charge fees only for those facilities which the student actually avails. All user-based charges will be determined on the principle of no-profit, no-loss.</p>
<h3 style="text-align: justify;">Schools will have to maintain separate financial records</h3>
<p style="text-align: justify;">Private schools will now have to maintain separate accounts for each item and also prepare complete records of their assets. The money taken from parents cannot be transferred directly to any trust or society. If there is excess amount left at the end of the year, it will either have to be returned or adjusted in the next fee.</p>
<h3 style="text-align: justify;">A committee will be formed in every school to decide fees.</h3>
<p style="text-align: justify;">According to the law, the same rules will apply to all private schools, whether they fall in the minority category or are built on government land or not. A fee regulation committee will be formed in every school, which will include the school management, a representative of the education department and five parents selected through lottery. This committee can reduce or approve the fees, but will not have the right to increase them. The fee once decided cannot be changed for three years.</p>
<h3 style="text-align: justify;">Trying to regain the trust of parents!</h3>
<p style="text-align: justify;">The government believes that this law will increase the accountability of schools and strengthen parents&#8217; trust in the education system. This is being considered an important step towards resolving the long standing problem of dissatisfaction regarding fees.</p>

<p style="text-align: justify;"><strong>Delhi roads reconstruction:</strong> The old roads in Delhi will once again be seen to be shocking. Rekha Gupta government of the national capital has prepared a plan for this. To promote infrastructure, the Delhi government has planned Rs 950 crore for reconstruction of 415 km old roads across the city. </p>
<p style="text-align: justify;">According to the report of the news agency ANI, a proposal in this regard has been sent to the Central Government under the Central Road Fund (CRF), which aims to give a new look to major roads including Outer Ring Road, Mathura Road, Najafgarh Road and Vikas Marg. So far, 150 km of roads have been repaired, while work is going on on 100 km.</p>
<p style="text-align: justify;"><strong>Proposal sent to Center for financial assistance</strong></p>
<p style="text-align: justify;">A top government source said, &#8220;The proposal has been sent to the Center demanding financial assistance to speed up the project. The target is to repair 500 km of roads in the state for the upcoming financial year. Along with repairing roads, pavements and drains, re-construction will also be done in some places.</p>
<p style="text-align: justify;"><strong>Project expected to be completed by 2026</strong></p>
<p style="text-align: justify;">Construction work will be done through e-tendering to complete the project by 2026. The Delhi government hopes that this time the Center will get financial assistance, which will speed up the work. The PWD department has also launched a campaign to fill the pits on the roads. On June 23, the government launched this campaign, during which 3,400 pits were filled in a single day.</p>
<p style="text-align: justify;"><strong>Previous government built inferior quality roads- Pravesh Verma</strong></p>
<p style="text-align: justify;">PWD Minister Pravesh Verma in Rekha Gupta government said, &#8220;Our commitment is to give good roads to the people of Delhi. Road construction is in progress. We have built 150 km of roads and have set a target of 500 kilometers this year. The previous government had built poor quality roads. We will refer to all the roads.&#8221; Common people can also lodge roads related to road through PWD&#8217;s website or mobile app.</p>

<p style="text-align: justify;"><strong>Kashmir terror attack:</strong> The Delhi government has set a time-limit for such Pakistani citizens to exit the national capital on 26 to 29 April, whose visa has been suspended. Home Minister Ashish Sood appealed to all the citizens to help in identifying Pakistani citizens who have been over time in the national capital and immediately inform the nearest police station.</p>
<p style="text-align: justify;">In following the decision of the Government of India to suspend the Visa service for Pakistani citizens, all the existing valid visas (long-term visas-LTVs and diplomat and official visas) issued to Pakistanis, have been canceled with immediate effect. In this regard, the deadline for Pakistani citizens to go out of India has been scheduled from 26 April to 29 April. Also, no new visa will be issued to Pakistani citizens from now on.</p>
<p style="text-align: justify;"><strong>Advice to identify Pakistani citizens</strong></p>
<p style="text-align: justify;">The Delhi government has clearly decided the security concerns arising out of the illegal time of Pakistani citizens in the national capital for more than the scheduled time. The Home Department of GNCTD has already advised the Delhi Police to identify all the Pakistani citizens who are living in Delhi for more than the scheduled time. </p>
<p style="text-align: justify;"><strong>Appeal to tell police about Pakistani citizens</strong></p>
<p style="text-align: justify;">A press note was also issued by the Home Department of Delhi Government. Minister Ashish Sood appealed to all the residents of Delhi to cooperate with the authorities in this important national duty to identify all Pakistani citizens living illegally in Delhi. He appealed to all the residents of Delhi to tell the nearest police station without any delay, when they get any relevant information about any suspected Pakistani citizen living illegally in the capital.</p>
