The Delhi government has made it mandatory for all private and aided schools in the capital to form SLFRC (School Level Fee Regulation Committee). The purpose of this decision is to stop arbitrary fee collection in schools, resolve the complaints of parents and make the education system transparent.

The Education Department has made it clear that now every school will have to form SLFRC at its own level and give its information to the department. According to the government order, SLFRC will include representatives of the school management, representatives of parents and teachers.

Committee will review the fee structure

This committee will review the school fee structure, annual increase and other charges. If any parent has any objection regarding fees or other educational expenses, then he will first be able to present his views before the SLFRC.

Delhi Education Minister Ashish Sood says that in the last few years, complaints were being received continuously from parents regarding school fees. Many schools used to increase fees without any solid reason, which put additional burden on middle class and poor families. By making SLFRC mandatory, such complaints will be resolved at the school level itself and the matter will not unnecessarily reach the court or the education department.

‘This will help in implementing the rules on the ground’

According to the information available in the public domain, there is already a provision for fee control and parents’ participation in the Delhi School Education Act and Rules, but it was not being followed properly. The formation of SLFRC will help in implementing these rules on the ground.

The government has also clarified that SLFRC meetings will be held regularly and records of their decisions will be maintained. If needed, the education department will also be able to check these records. If any school does not form SLFRC or does not follow its instructions, strict action can be taken against it.

Parent organizations welcomed the government’s decision

Parent organizations have welcomed this decision of the government. He says that this will improve communication between the school and parents and there will be no unnecessary stress on children’s education. At the same time, the government believes that this step will prove important in strengthening education not as a business but as a service.

Ashish Sood said that making SLFRC mandatory for schools is being considered a big step towards making the education system in Delhi more accountable, transparent and parent-friendly. But some schools are not ready to accept this, that is why they went to the Supreme Court but the Supreme Court refused to ban it. The same SLFRC will be implemented from next year, regarding which the opposition is also raising questions.

Significantly, the Delhi government presents a CAG report in the assembly every year, which is an account of the audit of government departments and their financial management status. Through these reports, the transparency and responsibility of the government is fixed.
