<p style="text-align: justify;">The poisonous air in the capital Delhi has once again put brakes on the pace of normal life. After air pollution reached dangerous levels, the government has made important changes in the education system of schools, giving priority to the health of the students.</p>
<p style="text-align: justify;"><strong>After increasing pollution, the Directorate issued these instructions</strong></p>
<p style="text-align: justify;">After the implementation of the fourth phase of GRAP in Delhi, the Directorate of Education has decided to implement hybrid education system for students up to class 9th and 11th. Under this, instructions have been given to schools to conduct offline as well as online classes wherever possible.</p>
<p style="text-align: justify;"><strong>Instructions will be applicable from government to private schools</strong></p>
<p style="text-align: justify;">This order will be equally applicable to all government, aided and recognized private schools under Delhi Government. It will also be mandatory for schools under Municipal Corporation, NDMC and Delhi Cantonment Board to follow this.</p>
<p style="text-align: justify;"><strong>Students will get the option of studying</strong></p>
<p style="text-align: justify;">In schools where the facility to conduct online classes is available, students and their parents have been given the freedom to decide whether they want to send their children to school or study online. The school management has been instructed to convey this information to the parents in time.</p>
<p style="text-align: justify;"><strong>Officers will enter the field to monitor the orders</strong></p>
<p style="text-align: justify;">District and zone level officials of the Education Department have been asked to inspect the schools in their respective areas and ensure that the guidelines related to hybrid mode are strictly followed.</p>
<p style="text-align: justify;"><strong>Fog and stagnant wind worsened the conditions</strong></p>
<p style="text-align: justify;">Let us tell you that on Saturday morning, dense fog was seen in many areas of Delhi. Due to very low wind speed, pollution particles remained stuck in the atmosphere, due to which the air quality index reached dangerous levels. According to the Central Pollution Control Board, the air quality was recorded in the severe category at most of the monitoring centers in the capital. AQI above 400 was recorded at about two dozen stations, which is considered very worrisome from health point of view.</p>
<p style="text-align: justify;"><strong>The next few days will also be challenging</strong></p>
<p style="text-align: justify;">According to the air quality early warning system, there is little possibility of getting relief from pollution in the coming days. It is estimated that the wind conditions may remain in severe or very poor category till the weekend.</p>

<p style="text-align: justify;">After the air quality in Delhi reached poor category, many schools have taken suo motu cognizance and stopped outdoor school activities. Many schools are preparing to close. At present no such order has been issued by the government. The schools have taken this decision on their own. Under the Winter Action Plan, the government and private schools have issued guidelines to reduce pollution keeping in mind the health of children. </p>
<h3 style="text-align: justify;">Indoor activities for children&#8217;s health</h3>
<p style="text-align: justify;">Keeping in mind the health of children, indoor activities are being conducted inside schools only. Masks have been made mandatory for everyone. Besides, activities for clean air are being organized in the club itself. Most of the schools have also decided not to hold morning prayers in the open grounds. Along with this, air purifiers are also being used in schools. </p>
<h3 style="text-align: justify;">What is the AQI of Delhi? </h3>
<p style="text-align: justify;">Delhi&#8217;s air quality saw a slight improvement on Wednesday (November 5), although the air quality index (AQI) still remained in the &#8216;poor&#8217; category at 273. In Shadipur it has reached &#8216;very poor&#8217; category with a level of 308. According to the &#8216;Sameer App&#8217; of the Central Pollution Control Board (CPCB), the air quality in 27 monitoring stations has been recorded in the &#8216;poor&#8217; category. </p>
<h3 style="text-align: justify;">This was the weather in the capital</h3>
<p style="text-align: justify;">On Tuesday (November 4) night the air quality index (AQI) was recorded at 291. Meanwhile, the minimum temperature was recorded at 18.4 degrees Celsius. Which is 3.1 degrees more than the average of the season, while the humidity was recorded at 89 percent at 8.30 in the morning.</p>
<p style="text-align: justify;">According to the Meteorological Department, the maximum temperature is expected to be around 30 degrees Celsius.  According to Central Pollution Control Board classification, AQI between 0 to 50 is considered good, 51 to 100 is considered satisfactory, 101 to 200 is moderate, 201 to 300 is considered poor, 301 to 400 is considered very poor and 401 to 500 is considered severe.</p>

<p style="text-align: justify;"><strong>Delhi news:</strong> Rekha Gupta government of Delhi has taken a big decision. From the year 2025-26, there will be a section of at least one English medium in every class in all government schools. This step has been taken because many parents want their children to study in English, so that they can help them in science, technology or other high studies later.</p>
<p style="text-align: justify;">Children will get admission in these sections on the basis of interest and merit. Schools have to be given the right books and materials to teach in English. This change will also be recorded on school records and government portals. Government officials will investigate whether the rules are being followed or not.</p>
<p style="text-align: justify;"><strong>Government released circular</strong><br />According to the circular issued by the Delhi government, at least one section in each class should be nominated as English medium. Admission to English medium section can be done on the basis of merit of students. Except for will and regional languages, all subjects will be taught in English in the specified section.</p>
<p style="text-align: justify;"><strong>&#8216;Monitoring officers&#8217;</strong><br />It was further written in the circular that adequate teaching materials should be made available in English. This initiative is requested to monitor the implementation of the official school records of the UDISE portal and all the district and regional officials and provide the necessary assistance wherever necessary. This circular should be brought immediately to the attention of all concerned. Pre -approval of competent authority is necessary.</p>

<p style="text-align: justify;"><strong>Delhi private schools fee:</strong> The Department of Education has taken a tough stand on the increase in the fees being done by arbitrary private schools in Delhi. The department has clarified that the fees of private schools are controlled under the Delhi School Education Act and Rules, 1973 (DSEAR, 1973) and the regulatory role of the directorate has also been recognized in many important court decisions on it.</p>
<p style="text-align: justify;">The Education Department has said that some private schools have been increasing unfair and excessive fees for the last several years, due to which the economic burden is increasing on middle and lower income groups. The problem became more serious after Kovid, when many schools increased the annual fees from 25% to 30%.</p>
<p style="text-align: justify;">According to the department, in the last 5 to 8 years, there were also complaints from parents that students of 10th and 12th grade were not given admit cards in the name of illegal outstanding fees. Complaints have also been received about some private schools threatening to cut the names of the students for not filling the illegally increased fees in this session.</p>
<p style="text-align: justify;">Along with this, the department has formed high level teams under the leadership of District Magistrates to monitor the complaints of fees and in the same order, on the basis of complaints of parents in DPS Dwarka yesterday, an inquiry was done under the leadership of the District Magistrate.</p>
<p style="text-align: justify;"><strong>The Education Department has taken several steps to solve this problem:</strong></p>
<p style="text-align: justify;">1. High level inspections have been started keeping an eye on complaints of fees hike. Recently, investigation was conducted under the leadership of District Magistrate in DPS Dwarka.<br />2. The recognition of schools on violation of rules can be suspended, canceled or withdrawn. The management of the school can also be taken under itself if needed.<br />3. Special accounting investigation of the accounts of such schools will also be conducted by a team of senior officers.<br />4. The process of admission of EWS and DG category students has been facilitated. A nodal officer has also been appointed to solve the problems of books and uniforms.<br />5. Schools have been instructed not to be forced to buy books or uniforms from a fixed seller. The design of the uniform cannot be changed before three years.<br />6. Efforts are being made to hear early in cases related to fees hike.</p>
<p style="text-align: justify;">The Directorate of Education has made it clear that strict action will be taken against the schools that increase the fees and illegal fees. The department has said that no compromise will be made with the educational future of students and education will not be allowed to become a medium of commercial benefit.</p>
