Once again the issue of stray dogs is in discussion in the country. But this time this matter has started after a government instruction. In fact, instructions have been issued to deploy teachers from government and private schools to count stray dogs in Delhi.

This order has been issued by the Directorate of Education, under which the District Education Officers have been asked to appoint nodal officers and send the details of the selected teachers. This instruction is related to public safety and compliance with the Supreme Court order of 7 November 2025.

Instructions and administrative procedure of Directorate of Education

The Directorate of Education has clearly said that this exercise of counting stray dogs will be done in coordination with the Office of the Chief Secretary of Delhi Government. District education officers have to identify teachers in their respective areas and prepare the list through nodal officers.

After this, this information will be sent to the office of the Chief Secretary of GNCTD through the Directorate of Education. According to the Directorate, this process has been adopted keeping in mind the increasing public safety concerns in the city and no laxity should be taken in this.

Teachers organizations are protesting

Various organizations of teachers have opposed this order and raised questions as to why this responsibility is being given to teachers instead of departments related to animal welfare or municipal corporation. Organizations say that deployment of teachers in non-academic work will affect the education of students and will also weaken the dignity of the teaching profession.

He has also warned that such continuous orders can have a negative impact on the education system. However, the administration also said that earlier similar orders had been issued in Uttar Pradesh, Jammu and Kashmir, Karnataka and Chhattisgarh.

Stray dogs in delhi: On the order of the Supreme Court, Delhi Minister Kapil Mishra said that we will implement it in the city in a timely manner. In fact, on Monday (August 11), the country’s largest court should send the stray dogs of the city to the shelter home. Kapil Mishra said that this order of the court will clear Delhi to get rid of the fear of rabies and stray animals.

The Supreme Court has clearly stated that stray dogs should be started from every area of Delhi-NCR and they should be shifted to another safe place. After the court order, the minister said in the X post, “This order of the Supreme Court shows Delhi’s freedom from the fear of rabies and destitute animals. Under the leadership of CM Rekha Gupta, the Animal Department of Delhi Government along with all the agencies will study this order and move towards applying it properly. This order will also be taken care of by applying time -bound methods completely.”

• The Supreme Court said that strict action will be taken in this process on obstructing any organization or person.
• The court has warned that if someone blocks the dogs forcibly catching, they may have to face legal consequences.
• The court also said that the reason behind this is the growing attacks of stray dogs in Delhi-NCR in recent times, due to which there is an atmosphere of fear among the people. This danger has become more serious, especially for children and the elderly. The risk of deadly disease like rabies is also increasing.
• According to the court, it is necessary to free the roads from stray dogs so that people can feel safe.
• At the same time, the court has ordered MCD and NDMC to take this step with immediate effect. I
• It has been asked to make a systematic plan, which includes arrangements to catch dogs, treat them and send them to a safe place.
