The movement started in Delhi regarding toll can be fierce. On September 13, hundreds of villagers gathered near the UR-II toll plaza in Mundka, West Delhi and gave an ultimatum to the government by performing a mahapanchayat.

The villagers warned that if the toll tax is not finished, they will be forced to give indefinite dharna and this protest could also be aggressive. The purpose of this mahapanchayat is to pressurize the villagers of Delhi to demand toll tax exemption for 20 km.

Leaders’ statements and direction of movement

Addressing the Mahapanchayat, Chaudhary Surendra Solanki, the head of Palam 360 Khap, said that this meeting has been called in protest against the toll. In a statement to PTI, he said, “The government imposed UR-II toll tax, but additional burden was put on the local villagers. We have demanded a policy like Haryana, UP and Rajasthan. If the government does not listen to us, the movement can take a aggressive form.” Solanki also clarified that this movement is currently peaceful and is going on in a panchayati manner, but it will not be given political color for the rights of the villagers.

What is the main demands of the villagers?

In the Mahapanchayat, Khap leaders and local villagers have made three main demands from the government. Rebate up to the first 20 km: Like Haryana, Uttar Pradesh and Rajasthan, in Delhi, permission to travel for 20 kilometers without toll tax. Tax waiver for other local residents: The villagers whose lands were acquired, should be given permanent exemption from tax.

Amendment in third policy: The policy like these states should be implemented by changing the existing policy applied to UER-II toll. The villagers said that they have to go to the city again and again for everyday needs and this burden of toll tax is affecting their economic condition.
