<p style="text-align: justify;"><span style="font-weight: 400;"><strong>Seats in delimitation:</strong> The year 2026 is about to come and discussions of delimitation have started. After the 2001 census, Atal Bihari Baypai had postponed delimitation for up to 25 years. In such a situation, this time will be completed next year after 2025 and delimitation will be done again. At the same time, a separate sword is hanging on the states of South in the name of delimitation. MK Stalin had given a statement on 25 February that in the name of delimitation, eight Lok Sabha seats are going to decrease in Tamil Nadu in South India. In the midst of this debate, we know what is the delimitation and how the seats are decided. </span></p>
<p style="text-align: justify;"><strong>Why the arrangement of delimitation</strong></p>
<p style="text-align: justify;"><span style="font-weight: 400;">First, we know why the arrangement of delimitation was done. In fact, in the Lok Sabha and Assembly, delimitation is made to ensure balanced representation on the basis of population. After independence, the constitution makers decided that seats will be determined on the basis of population in Lok Sabha and Assembly. That is why the delimitation system was implemented. So far, the delimitation commission has been formed four times and Lok Sabha seats have been increased on the basis of population. </span></p>
<p style="text-align: justify;"><strong>How much mathematics will change</strong></p>
<p style="text-align: justify;"><span style="font-weight: 400;">It is expected that according to this, India&#8217;s population will be 150 crores in the year 2026. Where there is a debate in South, Lok Sabha seats in Karnataka can increase from 28 to 36. Telangana increased from 17 to 20, in Andhra Pradesh from 25 to 28, in Tamil Nadu, this figure can increase from 39 to 41. At the same time, there is scope for decrease in seats in Kerala. There can be 20 to 19 seats here. 80 to 128 in Uttar Pradesh and in Bihar this figure can go from 40 to 70. This is the reason why strong opposition to delimitation is being expressed in the south. </span></p>
<p style="text-align: justify;"><strong>What is delimitation</strong></p>
<p style="text-align: justify;"><span style="font-weight: 400;">The number of parliamentary and assembly seats is decided through delimitation on the basis of change in population. Its purpose is to decide that voters should be almost equal in every constituency. Broadly understanding, states with large population get more representation than those with small population in Parliament. </span></p>

<p style="text-align: justify;"><strong>Delimitation:</strong> Till now only statements were coming from the leaders of South Indian states on the issue of delimitation, but now the fight has started on this issue. A big meeting was held in Chennai today (March 22) on this issue. CM and deputy CM of five states participated in it. Leaders from three other states also attended this meeting. All the public representatives involved in the meeting counted the side effects to their states with delimitation.</p>
<p style="text-align: justify;">This meeting was held under the leadership of Tamil Nadu CM MK Stalin. Kerala Chief Minister P Vijayan, Telangana CM Revanth Reddy, Punjab Chief Minister Bhagwant Mann and Karnataka Deputy CM DK Shivkumar participated in it. Representatives also participated from Odisha opposition party Biju Janata Dal and Andhra Pradesh opposition party YSR-Congress. <p style="text-align: justify;"><strong>Tamil Nadu CM MK Stalin:</strong> The delimitation will prove to be extremely bad for those states who strictly implemented family schemes for population control and succeeded. We are not against delimitation. We are in favor of fair delimitation. If there is delimitation according to the population, then our representation will be less in Parliament. If this happens, the center will have to fight to get funds from Sarakar, farmers will be affected, our culture and development will be in danger. Our citizens will lose strength in their own country. Their words will not be heard.</p>
<p style="text-align: justify;"><strong>Kerala CM P Vijayan:</strong> The BJP government is moving forward on this issue without consultation. This is a step inspired by narrow political interests. If there is delimitation according to the population, then there will be an unexpected increase in seats for the northern states, while the seats of southern states will decrease in Parliament. This will be a profitable deal for the BJP as they have a good influence in the northern states.</p>
<p style="text-align: justify;"><strong>Telangana CM Revanth Reddy:</strong> Today there is a big challenge before the country. The BJP wants to impose a penalty on the south states through delimitation. We are a country. We respect it, but South India cannot accept this delimitation on the basis of population. This will limit us politically. This will be like punishing us for good work (population control and economic progress). We have to stop the BJP from implementing the delimitation.</p>
<p style="text-align: justify;"><strong>Karnataka Deputy CM DK Shivkumar:</strong> South India always retained family planning policies and controlled the population. This is why it became a progressive area. We always worked in the national interest. Through delimitation, there is an attempt to decrease the seats of our states. We will not let this happen.</p>
<p style="text-align: justify;"><strong>Punjab Chief Minister Bhagwant Maan:</strong> Where the BJP has been winning, it wants to increase seats and where it has to face defeat, it wants to reduce seats. We will oppose such delimitation.</p>
<p style="text-align: justify;"><strong>BJD chief Naveen Patnaik from Odisha:</strong> On the basis of population, delimitation will be unfair to those southern states who control the population through family planning schemes in the country. The delimitation should not be applied on the basis of population. I would advise that after discussing with all the parties in this matter, the Central Government should take some steps on this.</p>
<p style="text-align: justify;"><strong>What is the issue of delimitation?</strong><br />The country has not been delighted since the last 5 decades. After the year 2026, it is considered to be fixed. In the delimitation, the seats of the Lok Sabha will be distributed according to the population. That is, in the state where there is more population, there will be more seats and where there is less population, that state will get less seats.</p>
<p style="text-align: justify;">Looking at the population figures of 2011 itself, there has been a huge increase in population in North Indian states, where the population in South Indian states remained under control. In such a situation, it is clear that the Lok Sabha seats in the states of North India like UP, Bihar, Rajasthan, MP will increase a major increase, while the representation of South Indian states like Tamil Nadu, Kerala, Karnataka, Telangana will be reduced in Parliament. This is the reason that the South Indian states have come face to face with the Center on this issue.</p>

<p style="text-align: justify;"><strong>Delimitation controversy:</strong> Tamil Nadu Chief Minister MK Stalin convened the first meeting of the Joint Action Committee (JAC) in Chennai on Saturday (22 March 2025), which was aimed at opposing the proposed delimitation process of the Central Government. This initiative of the CM of Tamil Nadu has also drawn the attention of the remaining leaders of the South. They are afraid that after the delimitation is implemented, they may weaken their political representation and rights.</p>
<p style="text-align: justify;">Addressing the meeting here, Chief Minister Stalin supported the formation of an expert committee to prepare a political and legal action plan. He clarified that the law will also be resorted to in this fight. Stalin said, &#8220;We are not against delimitation, we are in favor of fair delimitation. Stay rights, continuous action is very important for this. </p>
<p style="text-align: justify;"><strong>&#8216;It is necessary to create awareness among people&#8217;</strong></p>
<p style="text-align: justify;">Stalin described the meeting as a historic day for the federal structure of India. He said that this meeting started a movement to protect the interests of those states, which have effectively implemented population control measures. Regarding JAC, he said that it is very important to create awareness among the people and urge the Center.</p>
<p style="text-align: justify;"><strong>JAC unanimously took this resolution on these issues</strong></p>
<ul style="text-align: justify;">&#13;</p>
<li>The work of delimitation to the Central Government to improve democracy should be done in a transparent manner. So that political parties, state governments, and other stakeholders of all states can get a chance to discuss, discuss and contribute to it.</li>
<p>&#13;</p>
<li>Representative Core Committee of the Sasandas of the states will co-ordinate the parliamentary strategies against any opposite delimitation on behalf of the Central Government.</li>
<p>&#13;</p>

<p style="text-align: justify;"><strong>Stalin expressed concern over delimitation process </strong></p>
<p style="text-align: justify;">Stalin has expressed concern that if the delimitation moves forward on the basis of future census data, state can lose its representation in state Parliament like Tamil Nadu. He said that this will compromise their rights and democracy will be destroyed. This meeting was attended by leaders from many southern states including Kerala, Telangana and Punjab. Stalin further said that the next meeting of JAC will be held in Hyderabad. He urged all opposition parties to unite against this delimitation process together.</p>
