<p style="text-align: justify;">People often reach the local police station with their complaints regarding land related disputes. Taking advantage of the opportunity, the inspector in the police station starts taking action and also starts showing fear of the police. Now the Revenue and Land Reforms Department has taken major action regarding this and has issued a letter making it clear that the job of the police in land related matters is only to provide security. If any dispute comes to the police station and the police takes action, action will be taken against him. This rule will be implemented from 1st February.</p>
<p style="text-align: justify;">Deputy Chief Minister cum Revenue and Land Reforms Department Minister Vijay Kumar Sinha said, &#8220;Now neither the police stations will act arbitrarily in the name of land dispute nor will anyone be intimidated under the guise of police intervention.&#8221; The land dispute is a matter of revenue and judicial process, and not of the police&#8217;s whims. </p>
<h3 style="text-align: justify;">Police will not be able to interfere unnecessarily in land disputes</h3>
<p style="text-align: justify;">He further said, “During the Land Reforms and Public Welfare Dialogue, it has continuously come to light that in many cases unnecessary interference was done by the police in the name of law and order. This will not be tolerated at any cost. The responsibility of the police is only to maintain peace and law and order, not to encroach or carry out construction work. If any complaint is received by the police at any level regarding encroachment, boundary wall construction or construction without the order of the competent authority, then strict action will be taken against the concerned police officer.</p>
<h3 style="text-align: justify;">&#8216;Land dispute will be resolved within the ambit of law&#8217;</h3>
<p style="text-align: justify;">The Deputy CM also said that every land dispute will be resolved within the ambit of law, in a timely and fair manner. The public will not be allowed to wander and the culprits will not be spared at any level. These guidelines will be applicable in the entire state from February 1, 2026. Additional Chief Secretary of the department Arvind Kumar Chaudhary and Principal Secretary C.K. A letter has been jointly issued by Anil for this, in which it has been made clear that the role of police in land dispute cases will be limited only to maintaining law and order. The police will neither be able to take possession nor get any kind of construction work or boundary wall done without the order of the competent authority.</p>
<h3 style="text-align: justify;">This work will have to be done in the diary regarding information about land dispute</h3>
<p style="text-align: justify;">It has been written in the letter that as per the guidelines, it will be mandatory for the police station to make a separate and clear entry in the station diary as soon as information about any land dispute is received. In this, the name and address of both the parties, nature of the dispute (revenue, civil or mutual), complete details of the disputed land (police station, account, khesra, area, type), brief description of the dispute and the initial action taken by the police will be recorded. Besides, it will also have to be made clear as to which revenue court&#8217;s jurisdiction the matter falls under in the first instance. </p>
<h3 style="text-align: justify;">The station in-charge will give written information to the CO.</h3>
<p style="text-align: justify;">Information about every land dispute in the police station will be compulsorily given in writing to the circle officer by the concerned police station in-charge. This information can also be sent through e-mail or official portal, so that better coordination can be established between the revenue and police administration. For quick resolution of the land dispute, a joint meeting of the Circle Officer and the Police Station Incharge will be held every Saturday in the Circle Office. </p>
<p style="text-align: justify;">The progress of resolution of cases in these meetings will be uploaded on the departmental portal. The station in-charge himself or in his absence the additional station in-charge will attend these meetings. However, it has also been said that as before, the role of police under section 107/116 criminal procedure will remain as per the rules, but it will not be misused and unnecessarily interfered in the land dispute.</p>

<p style="text-align: justify;">To make the land related records modern and accurate in Bihar, the state government is continuously doing special land survey work. In this series, Deputy Chief Minister cum Revenue and Land Reforms Minister Vijay Kumar Sinha held a high-level review meeting in his Patna office on Monday.</p>
<p style="text-align: justify;">In the meeting, Vijay Kumar Sinha took detailed information about the progress of the survey work going on in all the districts and gave clear instructions that this entire work should be completed within the stipulated time limit.</p>
<h3 style="text-align: justify;">Bihar is conducting special land survey in two phases</h3>
<p style="text-align: justify;">Vijay Sinha told that special land survey is going on in two phases in Bihar. The first phase started from September 2020, under which survey work is going on in 5,657 Mauzas in 89 circles of 20 districts. He said that in this phase, survey of 961 villages has been completed so far and the final rights records of these villages have also been published. In the remaining villages, work is in the final stages and is progressing rapidly. After this, the second phase was started from August 2024, in which a special survey is being conducted in 37,384 villages in 448 zones of 18 districts.</p>
<h3 style="text-align: justify;">List of 10 Panchayats should be prepared in every district &#8211; Deputy Chief Minister</h3>
<p style="text-align: justify;">Comparing both the phases, the Deputy Chief Minister said that many districts have performed well, but there is a need to increase the pace in some places. In the meeting, he also instructed the officials to prepare a list of those 10 panchayats in every district where progress is the slowest. Keeping special monitoring on these Panchayats, additional resources and personnel should be deployed there, so that the work can be expedited. He said that accurate and transparent survey of land related records is the top priority of the government, because this will reduce land disputes in future and people will easily get accurate records.</p>
<h3 style="text-align: justify;">Any kind of negligence will not be tolerated in the survey</h3>
<p style="text-align: justify;">Vijay Sinha warned the officials that any kind of negligence in the survey will not be tolerated. He said that this project is directly related to the public interest and it is his personal responsibility to get it completed properly and on time. In the meeting, Principal Secretary of Revenue Department CK Anil, Director of Land Records and Measurement Directorate J. Priyadarshini and other senior officers of the department were present. All the officers presented the progress reports of their respective districts and discussed the further action plan.</p>
<p style="text-align: justify;">The government hopes that within the stipulated time frame the entire state will be connected to modern land records, which will provide great convenience to the citizens and the administrative work will also become more transparent and simple.</p>
