Russian President Vladimir Putin has expressed his conditions to end the war with Ukraine. He has demanded that Ukraine leave the eastern Donbas region, abandon the ambitions to join NATO, remain neutral and keep Western soldiers out of the country. Three sources familiar with Kremlin gave this information to the Reuters.

The Russian President met Donald Trump in Alaska on Friday (August 15, 2025), where it was the first Russia-US summit after more than four years. According to sources, the possible agreement on Ukraine was discussed most of the time in a close room meeting of about three hours. After the meeting, Putin, who was standing with Trump, said that the talks can open the path of peace in Ukraine, but the two leaders did not make the details of the conversation public. The three sources gave information on the condition of anonymity due to being a sensitive issue.

Russian proposal ‘adjusted’ with the demands of June 2024

According to sources, Putin has softened the stance compared to the entire sacrifice of Donatsk, Luhansk (Overall Donbas), Kherason and Zaporizia. In the new proposal, Russia wants Ukraine toilet from the remaining parts of Donbas, while the existing fronts in Zaporizia and Kherason should be ‘stabilized’. According to American assessment and open-source maps, Russia controls about 88% of Donbas and 73% of Zaporizia-Khergason. According to sources, as part of the Moscow agreement, the small parts of the Kharkiv, Sumi and Dnipetrovsk are ready to return to Ukraine.

Ban on NATO, army restrictions and Western soldiers
There has been no change in Putin’s other conditions. These conditions states that Ukraine leaves the desire to join NATO, give a legal guarantee of NATO to grow and not moving, the Ukrainian army should be some limits and western ground soldiers should not be deployed in Ukraine even in the name of peace and protection.

Ukraine’s President Zelanski has reached Washington for a visit to America. He has given information about this on X (East Twitter). He said that I am meeting President Trump. We will also talk to European leaders. I am grateful to @Potus for the invitation. We all have a strong desire to end this war quickly and reliably and peace should be permanent. It is not as it was as years ago, when Ukraine was forced to leave Crimea and a part of our former Donbas and Putin used it as a platform for a new attack.

Ukraine’s President Zelanski further said that in 1994 Ukraine was given the so -called security guarantee, but he did not work. Of course, Crimea should not have been left then, such as Ukrainians did not leave Kiev, Odessa or Kharkiv after 2022. Ukrainians are fighting for their land, for their freedom. Now our soldiers have succeeded in Donnetsk and Sumi areas. I believe that we will protect Ukraine, will give effective guarantee of security.

Russia will have to end this war-Jalensky

Donbas area will not hand over to Russia

Jailonsky showed the eye to Trump and said that he would not hand over the area of Donbas to Russia under any circumstances. According to Sky News report, Jailonski was asked if after today’s conversation, his stand on handing over the eastern Donbas region to Russia has changed because Putin wants control over the region instead of ceasefire? On this, Jailonsky said that his stand has not changed because it is based on the Ukrainian Constitution and the Ukrainian Constitution has not changed.

Russia’s control over about 20 percent of Ukraine

Volodimir Jailonski said, “Any questions related to the regional integrity of our country cannot be discussed without respecting our people, our people’s will, Ukrainian Constitution.” Russia currently controls about 20 per cent of Ukraine. This includes a large part of Donnetsk in the entire Luhansk and eastern Ukraine, which together make Donbas. Donbas is the industrial and mining center of Ukraine. Donbas is also part of the fort area of Ukraine.

Jailonsky refused to recall the army from Donbas

Jailonsky has refused to recall Ukrainian troops from Ukraine -controlled areas in Donbas. He said, “Everyone forgets the issue that Russia has an illegal occupation in my areas. We will not leave Donbas.” He said, “After giving Donbas land to Russia, he will get a chance to fight again with Ukraine. This time he will get a chance to enter Ukraine even more deeply.”

Jailonski is repeatedly saying that no matter can happen without guarantee of security. He wants a guarantee of Ukraine’s security from the US and Europe so that Russia does not attack him again after the conversation.
