<p style="text-align: justify;">The sixth and final submarine of the P75 Scorpene project, INS Waghshir, was commissioned into the Navy in January 2025. According to naval officials, it is one of the quietest and multi-purpose diesel-electric submarines in the world. It is designed to perform a variety of missions, including surface combat, anti-submarine operations, intelligence gathering, area surveillance and special operations.</p>
<p style="text-align: justify;"><strong>INS Waghshir is equipped with many special technologies</strong></p>
<p style="text-align: justify;">It is equipped with wire-guided torpedoes, anti-ship missiles and advanced sonar systems. This submarine is based on modular construction technology, which allows it to be integrated with technologies such as Air Independent Propulsion (AIP) technology in the future. <p style="text-align: justify;">President Draupadi Murmu administered the oath of office to former Indian Administrative Service (IAS) officer Raj Kumar Goyal as the Chief Information Commissioner (CIC) on Monday (15 December 2025). A three-member committee headed by Prime Minister Narendra Modi had recommended Goyal&#8217;s name for this post.</p>

<p style="text-align: justify;">Raj Kumar Goel is a 1990 batch (retired) IAS officer of Arunachal Pradesh-Goa-Mizoram-Union Territory (AGMUT) cadre. He retired from the post of Secretary in the Justice Department under the Ministry of Law and Justice on August 31. He also served as Secretary (Border Management) in the Ministry of Home Affairs. He held important positions in the Center and the erstwhile state of Jammu and Kashmir.</p>
<p style="text-align: justify;">President Murmu administered the oath of office and secrecy to Goyal in a ceremony held at Rashtrapati Bhavan. Vice President CP Radhakrishnan and Minister of State for Personnel Jitendra Singh and other dignitaries were present on the occasion. The post of Chief Information Commissioner fell vacant on September 13 after the completion of the tenure of Hiralal Samaria.</p>
<p style="text-align: justify;"><strong>Committee headed by PM recommended</strong></p>
<p style="text-align: justify;">The committee headed by Prime Minister Narendra Modi also recommended the names of eight Information Commissioners in the Central Information Commission during the meeting held on Wednesday (10 December 2025). According to information activists, when the newly elected Chief Information Commissioner and Information Commissioners assume charge, it will be after a gap of more than nine years that the Commission will function at full capacity.</p>
<p style="text-align: justify;">The Commission is headed by the Chief Information Commissioner and it can have a maximum of 10 Information Commissioners. Presently Anandi Ramalingam and Vinod Kumar Tiwari are working as Information Commissioners.</p>
<p style="text-align: justify;"><strong>Have served in these big positions </strong></p>
<p style="text-align: justify;">Officials said that former Railway Board chief Jaya Verma Sinha, former Indian Police Service (IPS) officer Swagat Das, who held important positions in the Intelligence Bureau, Home Ministry and Cabinet Secretariat, then Central Secretariat Service (CSS) officer Sanjeev Kumar Jindal, former IAS officer Surendra Singh Meena and former Indian Forest Service officer Khushwant Singh Sethi have been recommended for appointment as Information Commissioner.</p>
<p style="text-align: justify;">Senior journalists P R Ramesh and Ashutosh Chaturvedi and Petroleum and Natural Gas Regulatory Board (PNGRB) member (legal) Sudha Rani Relangi have also been selected by the committee for appointment as information commissioners, he said. The names of the Chief Information Commissioner and eight Information Commissioners were approved in the meeting of the committee led by PM Modi. The committee included Union Home Minister Amit Shah and Leader of Opposition in Lok Sabha Rahul Gandhi.</p>

<p style="text-align: justify;">Russian President Vladimir Putin will visit India for a 2-day visit on December 4. Putin will participate in the 23rd India-Russia summit. He will also meet Prime Minister Narendra Modi and President Draupadi Murmu. But Putin&#8217;s visit to India is in the news for two big reasons. One reason is their security, which will take their urine back to Russia from India and the other reason is the fear of Putin being arrested. <em><strong>In ABP Explainer, let us understand why the Russian President&#8217;s security is special, will he be arrested in India and what will be the benefit of his coming to India&#8230;</strong></em></p>
<p style="text-align: justify;"><strong>Question 1- How is the security of the President of Russia different from that of other leaders of the world?</strong><br /><strong>answer-</strong> The Presidential Security Service (SBP) is responsible for the security of Vladimir Putin. It is part of the Federal Guard Service (FSO), in which 50 thousand people work. This is 6 times more than the number of America&#8217;s Secret Service deployed for Trump&#8217;s security.</p>
<ul>
<li style="text-align: justify;">Putin is always surrounded by 30 armed guards. Apart from this, there are also FSO people among the hundreds of people present around him. It could be anyone from an ice cream vendor to someone shouting slogans in the crowd.</li>
<li style="text-align: justify;">In 2019, former Canadian Prime Minister Justin Trudeau became closer to Putin. Suddenly Putin&#8217;s bodyguard rushed forward, and Putin stopped him by showing his hand.</li>
<li style="text-align: justify;">When Putin travels somewhere, his personal chef and portable lab also accompany him. Everything in their food is tested first. During the G20 summit in Japan in 2019, Putin brought a Russian chef and water bottles with him.</li>
<li style="text-align: justify;">Putin&#8217;s bodyguards have three types of briefcases in their hands. The first is a bulletproof shield. The second is to collect Putin&#8217;s biomaterial and the third is a nuclear briefcase.</li>
<li style="text-align: justify;">Putin doesn&#8217;t leave any trace wherever he goes. His guards clean all the fingerprints. They even collect their hair and urine. So that through them the enemy does not come to know about Putin&#8217;s illness and diplomatic advantage cannot be taken of it. Putin does not touch any electrical device. That is, do not even turn on the light switch yourself.</li>
<li style="text-align: justify;">Putin always wears a bulletproof suit, due to which there is a tilt in his gait. He travels in a bulletproof limousine car. It can also survive bomb proof and gas attacks. Putin&#8217;s driver can fire with one hand even while driving in reverse.</li>
<li style="text-align: justify;">He also uses his body doubles at sensitive places. In 2023, a Ukrainian intelligence agent claimed that Putin had at least three doubles who mimicked his physical appearance and voice.</li>

<p style="text-align: justify;"><strong>Question 2- How will the security be when Putin comes to India?</strong><br /><strong>answer-</strong> When Putin reaches India, his convoy will be fixed. In India, when will he meet PM Modi and President Draupadi Murmu, how will he meet, who will open the door, who will welcome him with flowers and who will be wearing which color clothes, all this will be decided in advance. If a person wore clothes of a different color, the security would be alerted and Putin would be protected.</p>
<p style="text-align: justify;">Special forces units like FSO&#8217;s Spetsnaz unit i.e. Alpha Group and Vympel will be ready with Putin. These units are in constant touch with the Russian military intelligence agency GRU. In case of any danger, these units escort Putin to a safe place or to his aircraft IL-96 jetliner.</p>
<p style="text-align: justify;">The IL-96 jetliner aircraft is a flying command center, which has all the necessary security features ranging from radar. Russian intelligence agency cyber team remains active while Putin is away from the Kremlin. In fact, there is a danger of Putin being arrested if he goes out of Russia.</p>

<p style="text-align: justify;"><strong>Question 3- Who can arrest Russian President Putin and why?</strong><br /><strong>answer-</strong> An agreement was reached in Rome, Italy on 17 July 1998. In this, an International Criminal Court i.e. ICC was created to investigate and prosecute crimes across the world. 124 countries like France, Germany, Italy, Spain, Switzerland and Sweden are its members. That means, if a person convicted by ICC is caught in these 125 countries, he will immediately be sent to the ICC headquarters in the Netherlands.</p>

<p style="text-align: justify;">On March 17, 2023, the ICC issued an arrest warrant against Putin. He is accused of illegally taking Ukrainian children to Russia. ICC considers it a war crime. Putin did not go to the BRICS conference held in Brazil in July 2025, because Brazil is also a member of the ICC. There was no guarantee that Putin would not be arrested. Putin participated in BRICS through video conferencing. Similarly, Putin also did not attend the 2023 BRICS conference in South Africa.</p>
<p style="text-align: justify;">On August 15, Putin and US President Donald Trump met in Alaska, America. Donald Trump and Putin chose Alaska for the meeting because it is an American state and America is not a member country of ICC. America does not accept the jurisdiction of ICC. On December 31, 2000, the then US President Bill Clinton signed the Rome Treaty in his last term. But after this the next President George W Bush refused to accept this agreement.</p>
<p style="text-align: justify;"><strong>Question 4- So can Putin be arrested in India?</strong><br /><strong>answer-</strong> No. There is no legal or practical basis to arrest Putin when he comes to India. India is not a member of ICC. Actually, India did not even sign the Rome Statute of 1998. Therefore, India is not bound by the ICC warrant. Even if India were a member of the ICC, it would not be forced to accept it, because the ICC&#8217;s warrant is an advisory one to its member states.</p>
<p style="text-align: justify;">In 2015, when the ICC issued a warrant against the then President of Sudan Omar al-Bashir, India did not arrest him. Then ICC had asked India to arrest Bashir and hand him over, but India did not do anything like that.</p>
<p style="text-align: justify;"><strong>Question 5- What will be the benefit of Putin coming to India?</strong><br /><strong>answer-</strong> Putin will participate in the 23rd India-Russia summit. This is part of the annual meeting between India and Russia. Every year both the countries host this meeting by turns. This time it is India&#8217;s turn. With Putin&#8217;s visit to India, India will benefit in areas like defence, energy, trade and diplomacy. This will strengthen our &#8216;special and privileged strategic partnership&#8217; and despite American pressure, we will continue to get cheap oil and weapons from Russia. According to experts-</p>
<ul>
<li style="text-align: justify;">46% of the weapons of the Indian Army come from Russia. During Putin&#8217;s visit, there will be discussion on purchasing 5 more squadrons of S-400 air defense system (a deal worth about Rs 5,000 crore). This system was very useful against Pakistan in &#8216;Operation Sindoor&#8217; in May 2025.</li>
<li style="text-align: justify;">A decision may be taken on 2-3 squadrons of the fifth generation Sukhoi-57 fighter jet. This will become a cheaper alternative to the American F-35.</li>
<li style="text-align: justify;">The deal for a 1,000-horsepower engine for the older T-72 tanks may be accompanied by technology transfer, which was signed in March 2025. Through this, production will increase in India itself. This will provide a boost to jobs and &#8216;Make in India&#8217;.</li>
<li style="text-align: justify;">Russia is India&#8217;s largest oil supplier. India will buy 1.6 million barrels of Russian crude oil per day in the first half of 2025, up from just 50,000 in 2020. This kept oil prices low and India saved billions of dollars annually.</li>
<li style="text-align: justify;">There will be new energy deals like joint projects in the Arctic shelf and Far East during Putin&#8217;s visit. MoU to build Small Modular Nuclear Reactors (SMRs) in Maharashtra will move forward.</li>
<li style="text-align: justify;">Trump had imposed a 50% tariff on the purchase of Russian oil, to respond to which a &#8216;special mechanism&#8217; will be created so that the oil supply continues without interruption.</li>
<li style="text-align: justify;">40% of India&#8217;s oil requirement will continue to be met by Russia, which will control inflation. Energy will play a big role in the $100 billion trade target by 2030.</li>
<li style="text-align: justify;">India-Russia trade in 2024-25 was $68.7 billion, which is 6 times more than in 2022. But India&#8217;s deficit is 59 billion dollars. To balance this during Putin&#8217;s visit, market access in Russia will increase by focusing on Indian exports.</li>
<li style="text-align: justify;">Free Trade Agreement (FTA) with Eurasian Economic Union (EAEU) will be expedited. The 18-month plan from August 2025 will open the Russia-Belarus market for MSMEs and farmers.<br />Trade in national currency (Rupee-Ruble) will increase, dependence on dollar will reduce. There will be a forum for investment from Russia in IT, agriculture and healthcare.</li>

<p style="text-align: justify;">Apart from this, Putin&#8217;s visit will strengthen India&#8217;s &#8216;strategic autonomy&#8217;. Will be able to continue deals with Russia despite American tariffs. This will send a message to America that India will take its own decision. Cooperation will increase on forums like SCO and BRICS. There will be discussion on issues like Ukraine, Middle East, where India will give the message of peace. MoUs will be signed in science, technology and culture.</p>

<p style="text-align: justify;">This time the winter session of Parliament will run from December 1 to December 19. President Draupadi Murmu has approved the proposal of the Central Government. Parliamentary Affairs Minister Kiren Rijiju shared this information on social media platform &#8216;X&#8217;. He said that this session will provide an opportunity for constructive and meaningful discussions and this will further strengthen democracy.</p>
<p><strong>Kiren Rijiju said- the session will fulfill the expectations of the public<br /></strong>Rijiju wrote in his post that the President has given permission to convene the winter session of Parliament from December 1 to December 19, 2025, which will depend on the exigencies of parliamentary work. He described it as a creative and meaningful session, which will try to live up to the expectations of the public.</p>
<p style="text-align: justify;"><strong>Commotion and low productivity in monsoon session<br /></strong>The monsoon session, which began on July 21, ended on August 21, a day before its scheduled time. This session was disrupted due to continuous opposition and repeated uproar. The opposition was demanding discussion on the Special Summary Revision (SIR) of the voter list in Bihar, due to which the proceedings had to be postponed several times.</p>
<p><strong>How was the functioning of the Lok Sabha?</strong><br />The productivity of Lok Sabha in the monsoon session was around 31 percent, while the productivity of Rajya Sabha was recorded at around 39 percent. A total of fourteen bills were introduced in the Lok Sabha in this session. Of these, twelve bills were passed by the Lok Sabha, while the Rajya Sabha approved fifteen bills. A total of fifteen bills were approved by both the houses and one bill was withdrawn from the Lok Sabha.</p>
<p>During the session, a special discussion was also held on India&#8217;s successful anti-terrorism operation &#8216;Operation Sindoor&#8217;. This discussion was held in the Lok Sabha on 28 and 29 July and in the Rajya Sabha on 29 and 30 July. This operation was done in response to the terrorist attack in Pahalgam.</p>
<p style="text-align: justify;"><strong>Congress asked- Why was the session kept so short?<br /></strong>Congress leader Jairam Ramesh expressed his displeasure over the dates of the winter session. He said that normally this session starts between 20th to 23rd November and lasts for 3 to 4 weeks, but this time it has been kept for only 15 days starting from 1st December. Jairam Ramesh raised the question as to what the government is trying to avoid. </p>
<p>He asked whether the session has been shortened due to the increasing pollution of Delhi, or does the government not have any bill or issue to discuss? He also hinted whether this move is a sign that Lok Sabha elections may be announced soon. According to him, this is the first time that the government seems to be trying to dispose of the session so quickly.</p>

On Wednesday, the Supreme Commander of the country took a half-hour flight in Rafale at Ambala airbase.</p>

<p style="text-align: justify;"><strong>Guard of honor given to Draupadi Murmu</strong><br />On Wednesday morning, President Murmu reached Ambala airbase, where he was given a guard of honour. After this the President met the air warriors deployed at the airbase. The Golden Arrow (17th) squadron of Rafale fighter aircraft deployed at Ambala airbase played an important role in Operation Sindoor. During this, the Supreme Commander was given a briefing about Rafale, Ambala Airbase and the operational capabilities of the Air Force in the presence of Air Force Chief Air Chief Marshal AP Singh.</p>
<p style="text-align: justify;">This month, on the occasion of Air Force Day (8 October), the Air Chief Marshal honored the Golden Arrow Squadron with a citation for playing an important role in Operation Sindoor. On the occasion of Independence Day, the government had announced the award of Vir Chakra to the (then) Commanding Officer (CO) of the Golden Arrows, Group Captain Ranjit Singh Sidhu. When Rafale fighter aircraft came to India from France for the first time in the year 2020, the first squadron was deployed at this Ambala airbase (the second squadron is deployed in Hasimara, West Bengal).</p>
<p style="text-align: justify;">Group Captain Amit Gehani, the current Commanding Officer (CO) of the Golden Arrow Squadron, flew in the Rafale fighter with the Supreme Commander. According to Rashtrapati Bhavan, the aircraft flew at a speed of 700 kilometers per hour at an altitude of about 15 thousand feet. The President traveled about 200 kilometers by air in half an hour. </p>
<p style="text-align: justify;"><strong>He also flew with the President</strong><br />Group Captain Gehani and the Air Force Chief, at the same time as the President, also flew in Rafale from Ambala airbase. After take-off, the President expressed his sentiments by writing a brief note in the visitor&#8217;s book at the airbase. In the visitor&#8217;s book, the President wrote, &#8216;I am extremely happy to come to Air Force Station Ambala for my first flight on the Rafale aircraft of the Indian Air Force. I congratulate the Indian Air Force and the entire team of Air Force Station, Ambala for the successful conduct of this flight. Before Draupadi Murmu, the then President APJ Abdul Kalam and Pratibha Patil had flown in Sukhoi fighter aircraft. But Draupadi Murmu has registered her name in history by flying in Rafale with Sukhoi.</p>

<p style="text-align: justify;">Gitanjali Angamo, wife of jailed climate activist Sonam Wangchuk, since the violence in Ladakh, has written a letter to President Draupadi Murmu on Wednesday (October 01, 2025). Gitanjali has also sent copies of this letter to Prime Minister Narendra Modi and Home Minister Amit Shah. </p>
<p style="text-align: justify;">In the letter, he has dismissed the allegations made against Sonam Wangchuk, demanding unconditional release. Wangchuk&#8217;s wife said that on September 26, Leh Inspector Rigjin Gurmet informed him that Wangchuk was detained under Section 3 (2) of NSA and sent to Jodhpur Central Jail. </p>
<p style="text-align: justify;"><strong>Ladakh is loyal to its nationalism and Indian Army</strong></p>
<p style="text-align: justify;">He wrote in the letter, &#8216;I was assured that after reaching Jodhpur, he would call me and talk to my husband. He also told me that this is not arrest, because no FIR has been registered, but they are in custody under NSA. </p>
<p style="text-align: justify;">Gitanjali Angamo said that however, till date no talk has been made to Sonam Wangchuk. Wangchuk&#8217;s wife further said that Ladakh is known for his nationalism and loyalty to the Indian Army. He further said that Wangchuk is making shelter for the Indian Army in this region. </p>
<p style="text-align: justify;"><strong>Wife Gitanjali&#8217;s question to Sarkar</strong></p>
<p style="text-align: justify;">Angmo wrote, &#8216;My husband Sonam Wangchuk has always been in favor of India&#8217;s solidarity, strengthening our borders and a strong democratic system.&#8217; He raised the question whether it is a crime in Ladakh to fight for the interests of the people. Wangchuk&#8217;s wife said, &#8216;His Majesty, you will be better than the feelings of the people of Leh Ladakh, being from a tribal background.&#8217;</p>
<p style="text-align: justify;">During this, Geetanjali Angmo has also asked four questions to President Murmu. She has asked if she has the right to meet Wangchuk on the phone and personally, can she help her husband, know about the reasons for her arrest and their legal rights, can she know the position of her husband and whether he is responsible citizens of India, she has the right to peaceful expression and freedom of traffic.</p>
<p style="text-align: justify;"><strong>Demand for release of Sonam Wangchuk</strong></p>
<p style="text-align: justify;">Angmo also condemned the behavior done by the government and agencies. He wrote, &#8216;This is a violation of the spirit of the Constitution of India. Article 21 and 22 give every citizen fundamental rights of legal representation. Surprisingly, we have been completely denied this minimum right. </p>
<p style="text-align: justify;">Wangchuk&#8217;s wife further said, &#8216;His Majesty, we appeal to intervene as the head of the state and raise the voice of Vivek in this chaotic situation. As the President of India, you are a symbol of the principles of equality, justice and discretion. He demanded the unconditional release of Sonam Wangchuk, saying that he can never become a threat to his nation.</p>
