Questions are constantly arising in the minds of employees that when will the new pay commission be implemented, what will be its process and how much increase will they see in their salaries.</p>
<p style="text-align: justify;" data-start="0" data-end="699">Taking the first important step in this direction, the government has approved the Terms of Reference of the Eighth Pay Commission through the Union Cabinet in October. After this, the Commission has been given 18 months time from November 2025 to prepare its recommendations, during which an in-depth study will be done on the pay structure, fitment factor, revision of allowances and other financial aspects.</p>
<p><strong>When will the 8th Pay Commission be implemented?</strong></p>
<p style="text-align: justify;" data-start="701" data-end="1236">Although it is officially expected that the Eighth Pay Commission may be implemented from January 1, 2026, but in reality it may take some more time for the increased salary to reach the accounts of the employees. According to economic experts, it seems difficult to start the payment of revised salaries probably before the end of 2026 or the financial year 2026-27.</p>

<p style="text-align: justify;">According to the report of Economic Times, after the declaration of ToR of the Eighth Pay Commission, many central employee organizations have also sent letters to the Central Government demanding amendments. This week, Confederation of Central Employees &#038; Workers had also written a letter to the Finance Ministry raising similar demands.</p>
<p style="text-align: justify;"><strong>Major demands for changes in TOR</strong></p>
<p style="text-align: justify;">NC JCM Secretary Shiv Gopal Mishra said that the amendment in the ToR will ensure protection of the interests of the armed forces, both current and retired personnel. According to the Economic Times report, the major changes that NC JCM has demanded from the government are:</p>

<li style="text-align: justify;">The &#8220;Expectation of Stakeholders&#8221; clause of the Seventh Pay Commission should be included in the ToR of the Eighth Pay Commission.</li>
<li style="text-align: justify;">The pension of all pensioners should be amended.</li>
<li style="text-align: justify;">About 26 lakh employees covered under NPS should be included in the Old Pension Scheme (OPS).</li>
<li style="text-align: justify;">The date of implementation of the Old Pension Scheme should be declared as 1 January 2026.</li>
<li style="text-align: justify;">Interim relief of 20% should be provided to the employees.</li>

<p style="text-align: justify;">The term of reference is the framework on the basis of which the Pay Commission prepares its suggestions &#8211; that is, through this the Commission decides how much the basic pay, allowances and pension should be increased. The government has clarified that while preparing its recommendations, the Commission will keep in mind the country&#8217;s financial condition, fiscal management and the ability to spend on development and welfare schemes.</p>
<p style="text-align: justify;">After the implementation of the recommendations of the 8th Pay Commission, the following employees will benefit from it &#8211; permanent and temporary employees of the Central Government, employees of the Ministry of Defense and Armed Forces, Railways, Postal Department, and Central Armed Police Forces (CAPF) employees and pensioners.</p>
<p style="text-align: justify;"><strong>How much will the salary increase?</strong></p>
<p style="text-align: justify;">Fitment factor will be the basis for increase in salary of employees. In the Seventh Pay Commission, this factor was kept at 2.57x. For example, if the basic salary of an employee was Rs 20,000, then the new salary became: Rs 20,000 × 2.57 = Rs 51,400.</p>
<p style="text-align: justify;">If this time the government increases the fitment factor further (say to 3.0x or 3.5x), then a bigger jump in salary is possible.</p>
<p style="text-align: justify;"><strong>When will the 8th Pay Commission be implemented?</strong></p>
<p style="text-align: justify;">According to the government, the recommendations of the 8th Pay Commission will come into effect from January 2026. However, the commission has been given 18 months time to submit its report. Therefore, there is a possibility that this pay revision may be implemented by 2027 or 2028.</p>
<p style="text-align: justify;">About 10 months ago, Union Minister Ashwini Vaishnav had informed about the formation of the 8th Pay Commission. He had said that the Commission will review the salaries, pensions and allowances of government employees so that the salaries can be revised to match the current economic scenario.</p>

<p style="text-align: justify;"><strong>Eighth Pay Commission Updates:</strong> More than one crore government employees and pensioners across the country are eagerly waiting for the Eighth Pay Commission and are keeping a close eye on every development taking place on it. Although, the government had approved the formation of the Eighth Pay Commission in January 2025, but the official notification has not been issued yet nor has the chairman and members of the commission been appointed.</p>
<p style="text-align: justify;"><strong>One crore employees-pensioners waiting</strong></p>
<p style="text-align: justify;">The formation was expected by Diwali, but the Central Government has clarified that intensive discussions are going on with the state governments on this subject. Minister of State for Finance Pankaj Chaudhary had told in the Rajya Sabha that the notification regarding the commission is yet to be issued. However, he also said that the final decision on this has not been taken yet, but preparations are going on.</p>
<p style="text-align: justify;">As soon as the notification is issued, the chairman and members of the commission will be appointed. The formal announcement of the formation of the Eighth Pay Commission was made on 16 January 2025. Its objective is to review the pay structure, allowances and pension of central employees. But according to sources, its implementation is not considered possible before 2026.</p>
<p style="text-align: justify;"><strong>What is fitment factor?</strong></p>
<p style="text-align: justify;">Fitment factor plays the most important role in the new pay structure, because it directly affects the calculation of basic salary and pension. In the Seventh Pay Commission, the fitment factor was kept at 2.57. At that time the minimum salary was fixed at Rs 18,000 and minimum pension at Rs 9,000, while DA and DR were 58 percent.</p>
<p style="text-align: justify;">If the government increases the fitment factor to 1.92 in the Eighth Pay Commission, then the minimum salary will be Rs 34,560 and the minimum pension will be Rs 17,280. At the same time, if it is increased to 2.08, then the basic salary can reach Rs 37,440 and pension can reach Rs 18,720. Moreover, as soon as the new pay commission comes into effect, DA and DR will automatically become zero (0%).</p>
