To provide relief to the farmers, the NDA had assured to implement the MSP Guarantee Act and increase the Kisan Samman Nidhi. In the first meeting, initial steps in this direction or decision on formation of a committee can be taken.

Before the elections, Nitish government had promised 7 new expressways in Bihar, 3600 km rail modernization and metro service in four cities besides Patna. Therefore, the start of a big project or preparation of DPR can be announced in the cabinet. Especially the initial preparations for Gaya and Darbhanga Metro may be expedited.

Decision on Panchamrit scheme for the poor also

Announcements like free ration for poor families, free electricity up to 125 units, free treatment up to Rs 5 lakh, permanent house and pension scheme are also going to be discussed. An immediate decision is expected on one or two of these points.

Grain crop is the main income of the farmer. Crops like paddy, wheat, jowar, millet are grown in large parts of the field. The benefit of grains is twofold. Chief Minister Yogi Adityanath has instructed to prepare for the establishment of a state cooperative college to encourage studies, teaching and research in the field of cooperatives in the state. Apart from this, CM also gave instructions on food storage scheme in 35 districts. In the presence of Union Minister of State for Cooperation Muralidhar Mohol on Friday, the subject was discussed in the review meeting of the Department of Cooperation. Expressing happiness on this initiative, the Union Minister of State assured all possible cooperation.

The M-Pax Membership Mahabhiyan was also discussed in detail in the meeting. The Chief Minister said that it is a priority to link every farmer and every rural family with cooperatives through the campaign organized from September 12 to October 12, assimilating the mantra of Prime Minister Narendra Modi. He said that more than 30 lakh new members were involved in the first membership campaign held in the year 2023, including 17.33 lakh farmers, 3.92 lakh unskilled workers, 1.56 lakh skilled workers, 2.20 lakh cattlemen and 6,411 fisheries. This campaign received a contribution of ₹ 70 crore in the cooperative sector. The Chief Minister directed that the second campaign should be made more comprehensive and camps, online/offline registration and awareness programs should be organized in village-village.

The Union Minister of State for Cooperation said that the achievements of Uttar Pradesh in the field of cooperatives are exemplary for other states and the state is playing a leading role in realizing the vision of the Prime Minister.

While reviewing the cooperative banking reforms in the meeting, it was informed that from 2017-18 to 2024-25, 16 closed district cooperative banks have been revived by the state government with the assistance of ₹ 306.92 crore. The NPAs of these banks decreased from ₹ 800 crore in 2017 to ₹ 278 crore in March 2025. By March 2025, a loan business of ₹ 1000 crore was recorded and all the banks came into profit. The Chief Minister said that the trust of farmers and depositors is the real capital of cooperatives, it should be kept safe. He said that cooperation is an ancient tradition of Indian rural society. It has a big role in keeping the society united. Under the guidance of Union Home and Cooperation Minister Amit Shah, Uttar Pradesh is creating new history in the cooperative area.

Discussing the progress of the food storage scheme, it was told that FCI has identified 96 sites in 35 districts of the state. The Chief Minister directed that the financial closing process by 15 November 2025 should be completed and construction work should be started from January 2026 and completed by April 2026. He said that warehouse construction is the basis of prosperity of farmers, it should be given top priority.

Also detailed review on the formation and functioning of M-Packs

On this occasion, the formation and functioning of M-paxes was also reviewed in detail. It was told that in 2024-25, 457 new M-Paxes have been formed in the current financial year relative to 266 M-pax, while the organization process is going on in 1,088 gram panchayats in the month of September. M-pax has been given an interest-free loan limit of up to ₹ 10 lakh for fertilizer distribution, so far a turnover of ₹ 5,400 crore and a margin money of ₹ 120 crore has been received. Similarly, the state government is providing ₹ 1 lakh margin money and ₹ 1 lakh for infrastructure development for upgradation of 757 newly formed M-Pax.

Under the digital payment system, QR/UPI based system has been implemented in 6,101 society. Also, promoting business diversification, CSC services in 5170 M-pax, 6443 M-pax are being operated by PM Kisan Samriddhi Center and Prime Minister Jan Aushadhi Kendra in 161 M-Pax. The Chief Minister said that Jan Aushadhi Kendras should be installed near hospitals and cooperatives should be made to make employment -oriented opportunities for the youth in agriculture, dairy, fisheries and service areas.

This scheme has been implemented in the districts where there was a huge devastation due to the August floods. These include Nalanda, Bhagalpur, Khagaria, Katihar, Begusarai, Lakhisarai, Patna, Bhojpur, Vaishali, Munger, Saran, Samastipur, Madhepura and Sheikhpura. The last date to apply has been kept on 5 September 2025.
