<p>Bihar&#8217;s Women and Child Development Corporation (WCDC) has launched the Civil Services Incentive Scheme, under which a lump sum incentive amount of Rs 50,000 will be given to eligible female candidates. Under this, this amount will be given to all the female candidates who pass the 71st preliminary examination of Bihar Public Service Commission (BPSC). Its objective is to increase and encourage the candidature of women in Bihar Public Service Commission. However, this scheme is only for women candidates coming from general category and economically weaker section (EWS), which is being run under the Social Welfare Department of Bihar Government.</p>
<h3><strong>How does the Civil Services Incentive Scheme work?</strong></h3>
<p>To increase the participation of women, Bihar Government has started Civil Services Incentive Scheme in entire Bihar, under which an incentive amount of Rs 50,000 will be provided to eligible women candidates of General Category and Economically Weaker Section (EWS). But only that female candidate will get this amount, who has passed the 71st preliminary competitive examination conducted by Bihar Public Service Commission (BPSC). The objective of this scheme is to help those women candidates who have passed the preliminary examination but are not able to appear in the further examination due to some reason or lack of funds. Because when a candidate gets selected in the prelims of the Civil Services Competitive Examination, the expenses incurred in reaching the mains examination and interview increase a lot. To deal with this, Bihar Government has started “Civil Services Incentive Scheme”.</p>
<h3><strong>How to apply for Civil Services Incentive Scheme?</strong></h3>
<p>The Civil Services Incentive Scheme has been made completely online, which means that eligible women candidates can apply through online mode.<br />Eligible women candidates can apply through the official website of the corporation wcdc.bihar.gov.in/Careers till 31 December 2025.</p>
<h3><strong>Documents required at the time of application</strong></h3>
<ul>
<li>While filling the form it is mandatory to upload some key documents online. These include:</li>
<li>passport size photo,</li>
<li>Signature,</li>
<li>Self Attested BPSC Admit Card,</li>
<li>Aadhar card,</li>
<li>residence certificate,</li>
<li>Caste certificate in case of belonging to backward class category,</li>
<li>Bank passbook or canceled cheque.</li>
<li>To avail the benefits of this scheme, it is mandatory for women candidates to have their bank account seeded with Aadhaar.</li>
<li>The applying candidate will also have to give an affidavit issued by a Judicial Magistrate of the first class, in which it is written that the candidate is not working in any government funded institution.</li>
<li>To avail the benefits of this scheme, the candidate must be a resident of Bihar.</li>

<p><strong>Bihar Elections 2025:</strong> Women who once used to just clap at election rallies have now started taking the stage themselves. Now election slogans are not only echoed in the voices of men in the streets of Bihar, but the noise of women asking for votes is heard at every intersection. But the big question is, have women really got equal rights in this changing picture? Data from 2010 to 2025 show that women are ahead of men in voting, but when it comes to distributing tickets, politics still leaves them behind.</p>
<p><strong>Women&#8217;s participation in elections</strong></p>
<p>The electoral history of Bihar is witness to the fact that women here have always been ahead of men in terms of voting. According to statistics, in the last three assembly elections, the percentage of women voters has been more than that of male voters every time. That is, she has been giving the message of moving forward in this fight for democracy, but when it comes to her direct participation in politics i.e. the election and victory of the ticket, then the picture looks a bit blurry.</p>
<p><strong>Beginning of hope in 2010</strong></p>
<p>In the year 2010, a total of 214 women candidates had contested. At that time Congress had given tickets to maximum 32 women, but unfortunately could not win even a single one. Whereas JDU had fielded 23 women candidates, BJP 12 and RJD 11. This time women left a big impact, 21 women from JDU, 10 from BJP and one independent candidate reached the assembly. That is, even though the victory rate of women was low, this beginning was very promising.</p>
<p><strong>Changing times of 2015</strong></p>
<p>By 2015, the number of women candidates increased to 272. This time JDU, RJD and BJP all three showed confidence in women. JDU and RJD have given tickets to 10 women each, BJP to 14 women. A total of 28 women reached the assembly, among them 9 from JDU, 10 from RJD, 4 from BJP, 4 from Congress and one independent. This was the time when the presence of women started being felt in the politics of Bihar.</p>
<p><strong>2020 numbers increased, success decreased</strong></p>
<p>The picture became more interesting in 2020. This year 370 women showed courage to contest elections. But the victory figure stagnated, only 26 women could reach the assembly. BJP gave tickets to 13 women this year and 9 of them won, i.e. 69% success rate, which was the highest.</p>
<p>10 out of 23 women of RJD won, while JDU&#8217;s success rate was around 27%. But an in-depth analysis of the data shows that many parties reduced the rate of giving tickets to women. Parties like Congress and CPI(ML) fielded less women than last time.</p>
<p><strong>2025: rising aspirations, declining stakes</strong></p>
<p>Now coming to the current phase of 2025 Bihar elections. This time, 34 women are in the fray from the NDA and 30 from the Grand Alliance. RJD has fielded the maximum number of women candidates (23), followed by Jan Suraj Party (25) and BSP (26). </p>
<p>But major parties like JDU and BJP have reduced the number of women tickets. JDU has given a chance to 13 candidates and BJP has also given a chance to 13 candidates. This clearly means that there were many promises to increase women&#8217;s representation, but in reality the steps did not move that fast.</p>
<p><strong>What does the trend tell?</strong></p>
<p>In 15 years, the number of women candidates increased from 214 to 370, but the success rate remained stuck at around 7%. That means participation has increased, but the path to victory is still difficult. Experts believe that in view of the activism of women voters in Bihar, parties will now have to change their thinking about ticket distribution. Because the figures clearly say that women are ahead in the vote bank, but are still lagging behind in power.</p>
