In which the pay scale for PGT ranges from Rs 47,600 to Rs 1,51,100 per month i.e. the pay scale is almost the same in both the institutes. However, Navodaya teachers get some additional facilities due to being a residential school. KV has regular school timings, whereas NVS has residential responsibilities. That is why many people believe that NVS teachers have more facilities, while the salary is almost equal. </p>
<p style="text-align: justify;"><strong>How much will the salary increase after the 8th Pay Commission?</strong></p>
<p style="text-align: justify;">Government employees have been waiting for the 8th Pay Commission for a long time. After the formation of the commission, the employees are now waiting for its report, which will be submitted within 18 months. The National Council Joint Consultative Machinery (NC JCM) has sent a new suggestion to the government. In which a family of 5 members should be made the basis. Husband, wife, two children and parents should be included in this. At present only 3 unit model is applicable in the 7th Pay Commission. The total units in the new model are proposed to be 4.2. This can lead to a significant increase in the minimum wage. <p style="text-align: justify;"><strong>Eighth Pay Commission:</strong> The Central Government has taken a big step regarding the formation of the Eighth Pay Commission. The government has approved the Terms of Reference (ToR) of the Commission. Along with this, the Commission has been given 18 months time to prepare its report after consulting the Central Government employees and pensioners.</p>
<p style="text-align: justify;">This decision has excited not only the 50 lakh existing central government employees but also about 68.72 lakh pensioners, who are curious to know how much their pension and salary can increase.</p>
<p style="text-align: justify;"><strong>How will the pension amount be decided?</strong></p>
<p style="text-align: justify;">According to the government pensioners portal, at present there are about 68.72 lakh pensioners in various departments including Postal, Railways, Telecommunication, Defense and Civil Services. In the recommendations of the Pay Commission, pension is calculated on the basis of Fitment Factor – that is, the new salary and pension are decided by multiplying the previous basic salary by a certain coefficient.</p>
<p style="text-align: justify;">In the Seventh Pay Commission, this fitment factor was kept at 2.57. That is, the new basic salary and pension was decided by increasing the basic salary of the Sixth Pay Commission by 2.57 times.</p>
<p style="text-align: justify;"><strong>How much can pension increase this time?</strong></p>
<p style="text-align: justify;">The recommendations of the Eighth Pay Commission will be finalized only after the approval of the Union Cabinet, but it is estimated that this time the fitment factor may be increased from 2.57 to 3.0 or 3.68.</p>

This includes not only officers and soldiers, but also personnel serving in paramilitary forces like BSF, CRPF, CISF, ITBP and SSB. Let us tell you that the pay scales of these employees falling under the jurisdiction of the Central Government will be adjusted according to the new fitment factor. </p>
<p style="text-align: justify;"><strong>Benefits for Central Institutions and Autonomous Bodies </strong></p>
<p style="text-align: justify;">Apart from ministries and defense forces, many central educational and research institutions will also benefit from this new salary structure. This includes IIT, IIM, AIIMS, UGC, ICAR and CSIR. Along with this, retired employees working in different sectors will also benefit from the Eighth Pay Commission. There may also be an increase in the pension of these employees.</p>
<p style="text-align: justify;"><strong>What could be the fitment factor? </strong></p>
<p style="text-align: justify;">The fitment factor in the Eighth Pay Commission is expected to be between 1.83 and 2.46. That is, if the current basic pay of an employee is ₹ 20000 and the fitment factor is set at 2.5, then the new basic pay will be 20000×2.5=50000. After this increase, allowances like HRA and DA will also be affected. After this the take home pay will be even higher. However, let us tell you that the final fitment factor and pay slab will be decided by the Commission only after evaluating inflation, cost of living and government revenue. This step taken by the Central Government will prove to be a big relief for the central employees and pensioners. According to estimates, there may be an increase of 30% to 34% in the total salary.</p>

<p style="text-align: justify;"><strong>Eighth Pay Commission Updates:</strong> More than one crore government employees and pensioners across the country are eagerly waiting for the Eighth Pay Commission and are keeping a close eye on every development taking place on it. Although, the government had approved the formation of the Eighth Pay Commission in January 2025, but the official notification has not been issued yet nor has the chairman and members of the commission been appointed.</p>
<p style="text-align: justify;"><strong>One crore employees-pensioners waiting</strong></p>
<p style="text-align: justify;">The formation was expected by Diwali, but the Central Government has clarified that intensive discussions are going on with the state governments on this subject. Minister of State for Finance Pankaj Chaudhary had told in the Rajya Sabha that the notification regarding the commission is yet to be issued. However, he also said that the final decision on this has not been taken yet, but preparations are going on.</p>
<p style="text-align: justify;">As soon as the notification is issued, the chairman and members of the commission will be appointed. The formal announcement of the formation of the Eighth Pay Commission was made on 16 January 2025. Its objective is to review the pay structure, allowances and pension of central employees. But according to sources, its implementation is not considered possible before 2026.</p>
<p style="text-align: justify;"><strong>What is fitment factor?</strong></p>
<p style="text-align: justify;">Fitment factor plays the most important role in the new pay structure, because it directly affects the calculation of basic salary and pension. In the Seventh Pay Commission, the fitment factor was kept at 2.57. At that time the minimum salary was fixed at Rs 18,000 and minimum pension at Rs 9,000, while DA and DR were 58 percent.</p>
<p style="text-align: justify;">If the government increases the fitment factor to 1.92 in the Eighth Pay Commission, then the minimum salary will be Rs 34,560 and the minimum pension will be Rs 17,280. At the same time, if it is increased to 2.08, then the basic salary can reach Rs 37,440 and pension can reach Rs 18,720. Moreover, as soon as the new pay commission comes into effect, DA and DR will automatically become zero (0%).</p>

According to the eighth pay commission applied accordingly, it can be implemented in 2026 or FY 2027. After this, the government will have an additional burden of about Rs 1.8 lakh crore.</p>
<p style="text-align: justify;"><strong>Pay Commission every 10 years</strong></p>
<p style="text-align: justify;">Pay Commission is formed by the Central Government at an interval of every ten years. In this, the current salary structure of central employees and pensioners, including the soldiers engaged in defense, is amended on the basis of inflation and other economic aspects. Experts are hoping that in the recommendation on behalf of the Pay Commission, it will be recommended to increase the DA according to inflation along with the basic pay of the central employees. Along with this, pension will also be revised according to the new salary structure. </p>
<p style="text-align: justify;">A fitment factor is installed for the salary revision of government employees. If the report of Ambit Capital is to be believed, then a fitment range of 1.83 to 2.46 can be implemented on it. If this happens, the minimum salary will increase from Rs 32,940 to Rs 44,280. The fitment factor is that, according to the new Pay Commission, it is multiply multiply with the existing basic pay for new salary structure.  </p>
<p style="text-align: justify;"><strong>How much salary will increase?</strong></p>
<p style="text-align: justify;">If a fitment is applied in this way, 2.46 is implemented, then in this case, if someone&#8217;s salary is 50 thousand rupees, then his salary will increase to Rs 1.23 lakh. But if the fitment factor is 1.83, then its salary will increase to Rs 91,500.</p>

<p><strong>8th pay commission fitment factor:</strong> The Modi government made a big announcement in January 2024 that after completion of the tenure of the 7th Pay Commission in December 2025, a new i.e. 8th Pay Commission will be set up. As soon as this was confirmed, a question arose among crores of central employees and pensioners across the country, how much salary would increase this time? So far, the government has not announced the names of the Chairman and other members of the 8th Pay Commission, but the discussions are in full swing. Along with this, there is a discussion that what will be the fitment factor and whether DA (dearness allowance) will be merged in the basic pay or not.</p>
<p><strong>How does fitment factor apply?</strong></p>
<p>Now let&#8217;s talk about what this fitment factor is. Actually, it is a kind of multiplier, through which a new salary is fixed by multiplying the old basic salary. This factor is decided keeping in mind DA i.e. dearness allowance and current economic conditions. Its aim is that all employees get equal and equitable increase.</p>
<p>Talking about some of the last few pay commissions, it has been seen the trend that before increasing the salary, DA is merged into the basic salary and after that the fitment factor is implemented on that total yoga.</p>
<p><strong>Understand by example</strong></p>
<p>For example, when the 7th Pay Commission came into force in 2016, the employees were getting 125 percent DA. The Commission suggested a fitment factor of 2.57. That is, if the basic salary of an employee was 10,000, then 125 percent DA i.e. 12,500 is added to 22,500. The new salary was fixed at 25,700 by adding a real increase of 14.22 percent on this. That is, fitment factor = 25,700 / 10,000 = 2.57.</p>
<p>A similar pattern was seen in the previous pay commissions. The DA was around 74 per cent at the time of the 5th Pay Commission (1996) and the Fitment Factor 1.86 was kept. The DA was around 115 per cent in the 6 Contract Commission (2006) and the Fitment Benefit was 1.86x, including a concept of grade pay. In the 7th Pay Commission (2016), DA was 125 percent and the Fitment Factor 2.57 was fixed.</p>
<p><strong>Fitment Factor 3.0 should be kept</strong></p>
<p>This makes it clear that every time the Pay Commission is included in the basic pay and creates a complete salary base and then a new salary is fixed by adding one percent increase on it. In view of this trend, it is expected that the 8th Pay Commission will also move forward on this formula.</p>
<p>Currently, it is also under discussion that DA may increase very little for July-December 2025, as the recent inflation rate has seen stability. In such a situation, the staff organizations are expecting that this time the fitment factor should be kept at least 3.0 or more so that the benefit of the actual increment can be given.</p>
<p><strong>Expected from 8th Pay Commission</strong></p>
<p>Overall, the 8th Pay Commission is coming with great hope for crores of employees. If the government repeats the previous traditions and merges the DA in the basic and applies the appropriate fitment factor, then it can bring a big and positive change in the salary. It remains to be seen how much the government meets the expectations of the employees.</p>
