<p style="text-align: justify;">On Sunday (November 30), just a day before the winter session of Parliament, the government called an all-party meeting, in which leaders of all major political parties participated. In this meeting held in the Parliament House, the opposition presented the issues of its agenda before the government, in which topics like Delhi blasts, Special Revision Process (SIR) of voter list, foreign policy concerns and national security were prominent. The government presented its priorities and appealed for cooperation in the smooth conduct of the session.</p>
<p style="text-align: justify;"><strong>15 meetings, shortest session? Opposition&#8217;s question</strong></p>
<p style="text-align: justify;">The winter session will start from Monday and continue till December 19. This time the session will be of only 15 meetings, which is much less than the normal 20 meetings. Congress alleged that the government wants to &#8216;derail&#8217; Parliament by keeping the session short.</p>
<p style="text-align: justify;"><strong>Rijiju appealed for peaceful discussion</strong></p>
<p style="text-align: justify;">Before the meeting, Parliamentary Affairs Minister Kiren Rijiju held separate talks with the leaders of all the parties. He said, &#8220;It is winter season, hopefully everyone will work with a cool mind. There should be debate, but not disruption. A calm atmosphere will be beneficial for the country and Parliament will run smoothly.&#8221;</p>
<p style="text-align: justify;"><strong>“The government is burying parliamentary traditions”</strong></p>
<p style="text-align: justify;">After the all-party meeting, Congress MP Gaurav Gogoi alleged that the central government was deliberately shortening the session. He said, &#8220;Discussion is possible only for 15 days in the total session of 19 days. Perhaps this will be the shortest winter session ever. It seems that the government itself wants to derail the Parliament.&#8221; He further said, &#8220;This government is engaged in burying the traditions of Parliament. That is why the opposition is united. Tomorrow we will have a meeting with Kharge ji.&#8221;</p>
<p style="text-align: justify;"><strong>What issues does the opposition want discussed?</strong></p>
<p style="text-align: justify;">Gogoi enumerated six major demands of the opposition, which included-</p>
<p style="text-align: justify;">1. Debate on Delhi blasts- He said that this is a sign of failure of security agencies.</p>
<p style="text-align: justify;">2. Democratic Security- Review of voter lists, election security and SIR process.</p>
<p style="text-align: justify;">3. Health Security- Emergency discussion on increasing pollution across the country.</p>
<p style="text-align: justify;">4. Economic security- Detailed debate on inflation and employment.</p>
<p style="text-align: justify;">5. Natural security- Demand for discussion regarding climate crisis.</p>
<p style="text-align: justify;">6. Foreign Policy- The opposition alleges that India is running its foreign policy on the terms of other countries.</p>
<p style="text-align: justify;"><strong>List of 14 bills ready for Lok Sabha and Rajya Sabha</strong></p>
<p style="text-align: justify;">The government has prepared a list of 14 bills for the Lok Sabha and Rajya Sabha.</p>
<p style="text-align: justify;">1. Public Trust (Amendment) Bill, 2025<br />2. Insolvency and Bankruptcy Code (Amendment) Bill, 2025 (IBC)<br />3. Manipur Goods and Services Tax (Second Amendment) Bill, 2025- To replace the Ordinance<br />4. Repealing and Amending Bill, 2025<br />5. National Highways (Amendment) Bill, 2025<br />6. Atomic Energy Bill, 2025<br />7. Corporate Laws (Amendment) Bill, 2025<br />8. Securities Markets Code Bill (SMC), 2025<br />9. Insurance Laws (Amendment) Bill, 2025<br />10. Arbitration and Conciliation (Amendment) Bill, 2025<br />11. Higher Education Commission of India Bill, 2025<br />12. Central Excise (Amendment) Bill, 2025<br />13. Health Security Cess/National Security Cess Bill, 2025<br />14. Demand for First Supplementary Grant for the year 2025-26 (Financial Business)</p>
<p style="text-align: justify;"><strong>Which big leaders attended the all party meeting</strong></p>
<p style="text-align: justify;">Top leaders of many parties attended the all-party meeting. On behalf of the government, Home Minister Amit Shah, Defense Minister Rajnath Singh, Parliamentary Affairs Minister Kiren Rijiju and Union Minister Arjun Ram Meghwal were present. BJP President and Leader of the House in Rajya Sabha J.P. Nadda also attended the meeting.</p>
<p style="text-align: justify;">From the opposition side, Jairam Ramesh, Pramod Tiwari and Gaurav Gogoi of Congress reached the meeting. DMK to T.R. Baalu ​​and T. Siva, Derek O&#8217;Brien and Kalyan Banerjee from TMC, E.T. Mohammed Bashir, AAP&#8217;s Sushil Gupta, RJD&#8217;s Manoj Jha, BJD&#8217;s Sasmit Patra, YSRCP&#8217;s Midhun Reddy, Samajwadi Party&#8217;s Ram Gopal Yadav, AIADMK&#8217;s Thambidurai and BAP&#8217;s Rajkumar Rot were present.</p>
<p style="text-align: justify;">Apart from this, leaders like Milind Deora of Shiv Sena (UBT), Sanjay Jha of JDU, Harsimrat Kaur of Akali Dal, Kamal Haasan, Anupriya Patel, John Brittas of CPI(M) and Rajkumar Shawag also took part in the meeting. The meeting of the Business Advisory Committee (BAC) of both the Houses of Parliament will also be held tomorrow at 4 pm.</p>
<p style="text-align: justify;"><strong>Winter session will run from 1st to 19th December</strong></p>
<p style="text-align: justify;">The winter session of Parliament will start from December 1 and continue till December 19. A total of 15 working days have been scheduled in this period. Describing the session as relatively short, the opposition has demanded detailed and in-depth discussion on many important issues. Under normal circumstances, about 20 meetings are held in the winter session.</p>

<p style="text-align: justify;">For the first time in history, Japan has exported its indigenously made Patriot missile interceptor to America. Their number has not been disclosed at present. This step is considered not just a military deal, but a major change in Japan&#8217;s decades-old defense policy. Japanese media has claimed quoting defense sources.</p>
<p style="text-align: justify;">According to Kyodo News Agency, this export has become possible under the new rules which Japan implemented in December 2023. These rules partially relaxed many restrictions on arms export. With this, Japan can now send complete weapon systems to licensed countries. Before this, Japan could only sell parts. </p>
<p style="text-align: justify;"><strong>capable of teaching a lesson to enemies</strong> </p>
<p style="text-align: justify;">These missiles sent to America are Patriot PAC-3 interceptors. It is capable of destroying enemy weapons like ballistic and cruise missiles in the air itself. This missile system is manufactured by Mitsubishi Heavy Industries in Japan under American license.</p>
<p style="text-align: justify;">Japan says that this export is to fill the stock of America&#8217;s army. In the last few years, due to Ukraine conflict, America has been continuously providing missile support to its allies. The pressure on its reserves is increasing. In this background, Japanese supplies will help strengthen American defense preparedness.</p>
<p style="text-align: justify;"><strong>America will not be able to send these missiles to third countries</strong></p>
<p style="text-align: justify;">The Japanese government has also clarified that these missiles are only for America&#8217;s use. Washington will not send them to any third country. This decision is important because the people of Japan and its politics have been very sensitive about arms export for a long time.</p>
<p style="text-align: justify;">After World War I, Japan adopted a “defense only” policy, under which the export of weapons abroad was almost completely prohibited. Therefore this deal became possible after a lot of political discussion.</p>

<p style="text-align: justify;">This policy change has also intensified the debate within Japan. Supporters say that Japan will have to strengthen its role amidst the changing security environment, China&#8217;s increasing military activities, North Korea&#8217;s continuous missile tests and instability in the Asia-Pacific region. According to him, sending missiles to America makes the Japan-America security partnership more reliable. Strengthens the joint defense strategy of both the countries.</p>

<p style="text-align: justify;">US President Donald Trump has warned that if Afghanistan does not give back the control of Bagram Airbase to the US, then there will be serious consequences. Trump wrote on his social media platform Truth Social, &#8220;If Afghanistan Bagram Airbase does not give it to those who made it, that is, America will have bad things.&#8221;</p>
<p style="text-align: justify;">Trump had also said earlier that the US wants control of this base used by American forces after the September 11, 2001 attacks. On Friday (September 19), he told reporters that talks are going on with Afghan officials on this issue. <p style="text-align: justify;">India gave a message to further strengthen their relationship with Russia on Thursday (August 21, 2025). Foreign Minister S. Jaishankar met Russian President Vladimir Putin in Moscow and insisted on increasing bilateral trade. The meeting took place when the US has imposed heavy punitive tariffs on India due to buying oil from Russia.</p>
<p style="text-align: justify;"><strong>S Jaishankar meets Putin</strong><br />Jaishankar held a courtesy call to Russian President Vladimir Putin in Moscow. During this time, the two leaders discussed bilateral trade, energy cooperation and strategic partnership. India made it clear that Russia is one of its oldest and trusted colleagues.</p>
<p style="text-align: justify;"><strong>Conversation with Lavrov<br /></strong>Before meeting Putin, Jaishankar interacted with his Russian counterpart Sergei Lavrov. The two leaders also held press briefing. When Jaishankar was asked about the tariff imposed by the US, he said that India is unable to understand American argument.</p>
<p><strong>America&#8217;s tariff strike<br /></strong>During the tenure of US President Donald Trump, 25% tariff has been imposed on India so far and an additional 25% punitive fee is going to be implemented soon. The US alleges that India has greatly increased oil imports from Russia after the Ukraine War and has also made a profit by &#8220;resale&#8221;.</p>
<p><strong>Comparison of India and China<br /></strong>India is currently the second largest country to import oil from Russia, while China is ranked first. Despite this, America did not impose any such restrictions on China. On this, the US Treasury Secretary said that China did not increase its imports as fast as India has done.</p>
<p><strong>Jaishankar&#8217;s answer<br /></strong>Jaishankar dismissed the American argument, saying, &#8220;Americans themselves told us that we should buy oil from Russia to keep the global energy market stable. We also buy oil from America and there has been a steady increase in that purchase. So we do not understand this argument at all.&#8221;</p>
<p><strong>India&#8217;s independent policy<br /></strong>The Modi government is constantly advocating strong relations with Russia and is also working on normalizing relations with China. It is an indication that India is adamant on its independent foreign policy despite American pressure.</p>
<p><strong>Modi-Putin Dialogue<br /></strong>Recently, after the meeting of US President Trump and Putin, Putin spoke to Prime Minister Modi over the phone. In this conversation, Modi described Putin as a &#8220;friend&#8221; and the two leaders decided to maintain close contact. Modi once again said that India constantly wants a peaceful solution to Ukraine war.</p>

<p style="text-align: justify;"><strong>America demands &#8211; pressure to open agriculture and dairy sector</strong><br />According to the news, India was being pressurized by the US over several demands, including allowing remanufactured goods, opening agriculture and dairy sectors, genetically converted (GM) accepting feed, adopting American rules on digital trade and product standards. India&#8217;s agriculture and dairy sectors are associated with the livelihood of crores of people, so India objected to these demands.</p>
