<p style="text-align: justify;">Nepal&#8217;s former Home Minister Ramesh Lalkar appeared before the high-level inquiry commission formed to investigate the violence and atrocities during the Gen-Z protests on December 29, 2025, and recorded his testimony. This demonstration took place in September, in which 77 people died allegedly due to excessive use of force.</p>
<p style="text-align: justify;"><strong>&#8216;Orders were issued to security agencies to use minimum force&#8217;</strong></p>
<p style="text-align: justify;">The author told the commission that he had given instructions to the security agencies a day before the demonstrations that there should be no casualties and minimum force should be used. </p>
<p style="text-align: justify;">The author, who was the Home Minister in the coalition government of former Prime Minister KP Sharma Oli, is accused of allowing the use of excessive force during the Gen-Ji rebellion. </p>
<p style="text-align: justify;"><strong>Investigative agencies can also summon former Prime Minister</strong></p>
<p style="text-align: justify;">The inquiry commission formed by the current interim government of Sushila Karki to probe the incidents of September 8 and 9 during the Gen-Ji movement has already recorded the statements of the chairmen of security agencies and senior administrative officials. As part of the investigation, the commission summoned the former home minister author. Commission officials have said that they are planning to summon former Prime Minister Oli as well.</p>

<p style="text-align: justify;">Testifying before the commission of inquiry set up to probe the incidents, the author claimed in a written reply to the commission that he had not issued any written or verbal order to use force against the protesters.</p>
<p style="text-align: justify;">He said, &#8216;No law gives the Home Minister the right to issue instructions for the use of force.&#8217;</p>
<p style="text-align: justify;">The author said that he had instructed the security agencies a day before the Gen-ji protest to ensure that there were no casualties and no situation was created that could lead to the death of any person. According to him, during the Central Security Committee meeting held on September 7, no decision was taken to use more force.</p>
<p style="text-align: justify;">The author said, &#8216;I had also instructed the security agencies to remain vigilant against infiltrators.&#8217;</p>
<p style="text-align: justify;"><strong>&#8216;Violent elements hijacked the peaceful movement&#8217;</strong></p>
<p style="text-align: justify;">He blamed certain groups for hijacking the peaceful Zenji movement and turning the protests violent, leading to the death of many youth on September 8. He reiterated his claims while speaking to journalists after appearing before the Commission on Monday.</p>
<p style="text-align: justify;"><strong>Many public properties were damaged in the movement</strong></p>
<p style="text-align: justify;">During the Gen-ji movement, many government institutions were vandalized and set on fire. These include buildings inside Singhadharbar, the main administrative center of the Government of Nepal, the Supreme Court, many government offices across the country, police posts, houses of political leaders and properties of many business companies. After the killing of protesters on the first day of the movement, these properties were targeted on the second day.</p>
<p style="text-align: justify;">The author claimed that in reality, it was a well-planned conspiracy. This was a preplanned attack against the country and democracy. He also demanded that those responsible for this devastation should be punished. </p>
<p style="text-align: justify;"><strong>What has former Prime Minister Oli said?</strong></p>
<p style="text-align: justify;">The Commission is preparing to record the statement of former Prime Minister Oli. Meanwhile, the former PM, adamant on his stand, has said that he will not testify before the commission because the investigating body is one-sided. In a television interview last week, the former Prime Minister said, &#8216;The interim Prime Minister and the chairperson of the commission (Gauri Bahadur Karki) have taken my name and said that this and that should be done to me. Why should I give a statement when they have already declared the result?</p>

<p class="LiveBlog_blog__sectitle__zRDSH" style="text-align: justify;"><strong>Sushila Karki:</strong> Former Nepal Chief Justice Sushila Karki was sworn in as an interim Prime Minister on Friday. President Ramchandra Paudel administered him the oath of office and secrecy at a special ceremony held at Sheetal Niwas.  Vice President Ramsahay Yadav, Chief Justice Prakash Singh Rawat, government officials, army and security chiefs as well as members of the diplomatic community were present during this period.</p>
<p style="text-align: justify;">Heads of both houses of Parliament did not attend the swearing -in ceremony of Nepal&#8217;s interim Prime Minister Sushila Karki. Despite being sent from Rashtrapati Bhavan, the Speaker of the House of Representatives Devraj Ghimire and the President of the Rashtriya Sabha Narayan Dahal boycotted the ceremony. Ghimire is an MP from CPN UML (Oli&#8217;s party), while Dahal CPN comes from the Maoist Center (Prachanda&#8217;s party). Both leaders are opposing the decision to dissolve Parliament. After taking oath, President Ramchandra Paudel told Karki, &#8220;Now save the country, be successful.&#8221; Karki did not respond to this and went ahead by saying thanks only.</p>
<p style="text-align: justify;"><strong>&#8216;The purpose of saving the constitution and maintaining national unity&#8217;</strong><br />President Paudel appointed Karki as Prime Minister using constitutional rights. At the same time, the interim government was entrusted with the responsibility of conducting general elections within six months. The move was taken after the recent Gen Z movement and the decision of fracturing Parliament. Although there was a proposal to form a three -member cabinet, the ministerial posts could not be agreed. In such a situation, Sushila Karki will temporarily take charge of all the ministries.</p>
<p style="text-align: justify;"><strong>Who was in the race besides Sushila Karki?</strong><br />Long meetings were held before the 73 -year -old Karki had agreed on the name. Gen Z faction, President and Army Chief were also involved in these meetings. Kathmandu Mayor Balen Shah and former head of Nepal Electricity Authority, Kurtman Ghising were also included in the race for the interim Prime Minister. But Balen Shah himself denied this post.</p>
<p style="text-align: justify;"><strong>Why did Gen Z agree in Karki&#8217;s name</strong><br />Sushila Karki has been Nepal&#8217;s first woman Chief Justice. During his tenure, he took a tough stance against corruption, making them popular among the youth. This is the reason that angry with the old system, Gen Z agitators accepted him as an interim Prime Minister.</p>
<p style="text-align: justify;"><strong>Will Gen Z representative join the government?</strong><br />At present, according to reports, representatives of GEN Z agitators will not directly join the government. <li><strong>Reinnces on corruption:</strong> The protesters said that the movement was not only against social media ban, but corruption is the main reason. He proposed to form a powerful judicial commission to investigate the property of old parties and leaders.</li>
