<p style="text-align: justify;"><strong>November GST Collection: </strong>India&#8217;s Goods and Services Tax (GST) collection in November 2025 stood at Rs 1.70 lakh crore, which is more than the GST collection of Rs 1.69 lakh crore in November last year. But it is less as compared to last month.</p>
<p style="text-align: justify;">There were many big festivals in the country in October. People made huge purchases on this occasion, so the government earned a good amount from GST. GST collection had reached Rs 1.96 lakh crore in October. At the same time, as there was a decline in purchases in November, a decline in GST collection was also seen. </p>
<p style="text-align: justify;">Gross domestic revenue declined by 2.3 percent to Rs 1,24,299 crore in November. This decline has occurred after the reduction in GST rate. If we break it down, then Central GST (CGST) collection was recorded at Rs 34,843 crore, State GST (SGST) at Rs 42,522 crore and Integrated GST (IGST) at Rs 46,934 crore. </p>
<h3 style="text-align: justify;">Tax increased due to import </h3>
<p style="text-align: justify;">Revenue from import of goods increased by 10.2 percent to Rs 45,976 crore in November. With this jump, the total gross GST revenue increased to Rs 1,70,276 crore, which shows a marginal increase of 0.7 percent as compared to November 2024. Talking about refunds, domestic refund in November was Rs 8,741 crore and GST refund on exports was Rs 9,464 crore.</p>
<p style="text-align: justify;">Including both, the total GST refund in November was Rs 18,196 crore. After adjusting the refunds, domestic GST revenue declined by 1.5 percent to Rs 1,15,558 crore. However, there was a huge jump of 11.6 percent in the net collection from exports and imports and it became Rs 36,521 crore. Overall, the total net GST revenue in April-November 2025 increased by 7.3 percent year-on-year to Rs 12.79 lakh crore. </p>
<h3 style="text-align: justify;">Decline in cess collection</h3>
<p style="text-align: justify;">A huge decline was seen in compensation cess collection in November 2025. Domestic cess collection dropped significantly to Rs 4,737 crore from Rs 12,398 crore in the same month last year. Net cess revenue declined to Rs 4,006 crore, showing continued pressure on the compensatory fund.</p>
<h3 style="text-align: justify;">Which state leads in GST collection? </h3>
<p style="text-align: justify;">State-wise analysis of GST collections for November 2025 shows that there has been a mixed performance across India. Kerala led the positive growth chart, where SGST increased by 7 percent. In Maharashtra too, there has been a slight increase of 3 percent in SGST, while in Bihar there has been a slight increase of 1 percent.</p>

<p><strong>GST Collection: </strong>Goods and Services Tax (GST) collection is likely to cross Rs 2 lakh crore in the month of November. The surprising thing is that despite the reduced GST rate and projections regarding revenue loss, there is an expectation of a jump in GST collection this month. In November last year, GST collection had reached Rs 1.82 lakh crore. </p>
<p>It was being estimated that after the change in indirect tax in the beginning of September, GST collection may be slightly less in the first few months. However, SBI Research, a think tank of State Bank of India, has said that the gross domestic GST collection with IGST and cess on imports can cross the Rs 2 lakh crore mark in November. After the 56th meeting of the Goods and Services Tax (GST) Council, new rates came into effect from September 22, under which many things used in common life became cheaper.</p>
<h3>GST collection crosses Rs 2 lakh crore</h3>
<p style="text-align: justify;">A report by SBI Research said, “Our analysis shows that the gross domestic GST collection for November 2025 could reach about Rs 1.49 lakh crore, which is 68 percent more than last year. Also, with Rs 51,000 crore of IGST and import cess, the GST collection for November may cross Rs 2 lakh crore, which is due to the peak demand in the festive season due to lower GST rate and increased compliance. Many states are getting the benefit of this. &#8220;In credit cards, merchant categories like auto, grocery stores, electronics, furnishing and travel showed huge growth in the e-commerce channel, where 38 per cent of spend was on utilities and services, followed by supermarkets and grocery at 17 per cent and travel agents at 9 per cent.&#8221;</p>

<p style="text-align: justify;">It has been said in the SBI report that significant growth has been seen in all three sectors – agriculture, industry and services. Due to the uptick in economic activities, consumption and demand, which was 70 percent in the first quarter, increased to about 83 percent in the second quarter.</p>
<p style="text-align: justify;">Along with this, GST collection in November 2025 is estimated to be around Rs 1.49 lakh crore, which will be about 6.8 percent more than last year. If IGST and cess imports worth Rs 51,000 crore are also added to this, the total GST collection can cross Rs 2 lakh crore.</p>
<p style="text-align: justify;"><strong>Clear signs of boom in the economy</strong></p>
<p style="text-align: justify;">The primary indication of economic growth comes from increase in consumer spending. Credit and debit card transactions have seen a sharp rise, especially in the auto, grocery and electronics categories, especially in the e-commerce segment. According to city-wise data, positive trends related to e-commerce have been strongest in mid-tier cities, indicating changing consumer patterns.</p>

<h3 style="text-align: justify;">Improvement in GST collection </h3>
<p style="text-align: justify;">According to data released by the Finance Ministry on Friday, India&#8217;s Goods and Services Tax (GST) collection in July has increased by 7.5 percent to Rs 1,95,735 crore on an annual basis. With this, the collection was above Rs 1.8 lakh crore for the seventh consecutive month. In April-July 2025, the collection has increased by 10.7 percent to Rs 8,18,009 crore on an annual basis.</p>
<h3>Inflation is under control</h3>
<p style="text-align: justify;">There has been a decrease in inflation in the country, which has been relieved to the people. The Consumer Price Index (CPI) inflation has come down to 2.10 percent in June 2025, which is its lowest level since January 2019 and the estimate of the Reserve Bank of India regarding inflation is within 4 percent. The decline in inflation is mainly due to low food items such as vegetables, grains, pulses, milk, spices and sugar prices, which has helped in decreasing domestic expenses. </p>
<h3 style="text-align: justify;">Improvement in rural economy too</h3>
<p style="text-align: justify;">The economy of rural India is also improving. According to NABARD&#8217;s Rural Economic Status and Bhava Survey (RECSS) for July 2025, 76.6 percent rural families reported an increase in consumption, while 39.6 percent experienced an increase in income compared to last year. Rural inflation declined to 1.72 percent in June, a rapid fall of 394 base points compared to a year ago, indicating better supply and employment in non-urban areas. </p>
<p style="text-align: justify;">Hindustan Unilever (HUVR), a big company of FMCG sector, in the management meeting after its first quarter, mentioned that there is a improvement in rural areas as well and the demand in cities is also increasing rapidly. Vikas is getting force through small cities and mediums like e-commerce and quick commerce. HUVR&#8217;s rural business is about one-third of its total portfolio. The RBI has also reduced the repo rate from 6.5 percent to 5.5 percent in January 2025, which has helped reduce the cost of lending and has boosted both consumption and investment without inflation pressure. </p>
<h3 style="text-align: justify;">Export boom </h3>
<p style="text-align: justify;">India&#8217;s exports increased to $ 210.31 billion in the first quarter (April-June 2025) of FY 2025-26, which shows a growth of 5.94 percent year-on-year, while imports have booured by 4.38 percent. Due to this, the trade deficit has reduced by 9.4 percent to $ 20.31 billion. Services exports also increased by 10.93 percent to $ 98.13 billion, while non-petrolium exports increased by 5.98 percent and non-script and 7.23 % in non-jewelery exports, indicating widespread strength in all categories of exports. </p>
<p style="text-align: justify;">Exports have been promoted in segment such as electronic goods, tea, meat, dairy, poultry, jute construction and grains. Exports have been encouraged due to all the policies of the government. The &#8216;Make in India&#8217; initiative promoted electronics exports, while the self -sufficiency mission in pulses helped reduce dependence on imports. </p>

<p style="text-align: justify;">During the meeting, officials said that in the financial year 2024-25, the state received a total tax revenue of Rs 23,448 crore from GST and VAT, which is 38% of the total tax revenue of the state. Chhattisgarh has achieved 18% GST growth rate, which is the highest in the country.</p>
<p style="text-align: justify;">Finance and Commercial Tax (GST) Minister OP Chaudhary shared departmental information in the meeting. Chief Minister Sai appreciated the efforts made by the department for GST collection and said that continuous efforts should be made to increase the collection as per the rules. He also discussed in detail the cases of tax evasion with departmental officers and measures to deal with them.</p>
<p style="text-align: justify;">Chief Minister Vishnudev Sai directed to take strict action against those taking unfair advantage using fake bills, dual book account system and wrong tax rates. Praising the innovative initiatives of the department, he said that the average time limit of GST registration has been reduced from 13 days to 2 days. </p>
<p style="text-align: justify;">In the meeting, the officials informed about the recent large actions and recovery of tax evasion amount by the GST department. It was informed in the meeting that due to the actions taken by the department, the tax revenue of the government is continuously increasing. </p>
<p style="text-align: justify;">It is noteworthy that GST offices have been established in all 33 districts of the state, due to which the work of tax collection and GST services is being edited with transparency and timeliness.</p>
<p style="text-align: justify;">Chief Secretary Amitabh Jain, Principal Secretary to Chief Minister Subodh Kumar Singh, Chief Minister&#8217;s Secretary Mukesh Kumar Bansal, Chief Minister&#8217;s Secretary Rahul Bhagat and Commissioner Commercial Tax Pushpendra Meena were present in the meeting.</p>

According to the government report, the total GST collection was Rs 2.01 lakh crore this month, which shows an annual increase of 16.4 percent as compared to last year. However, it has been recorded on a monthly basis, as in April 2025, this figure was Rs 2.37 lakh crore, which has been the all time high till date. That is, the GST collection has fallen by about Rs 36,000 crore in May as compared to April.</p>
<p style="text-align: justify;"><strong>How much revenue the state governments get</strong></p>
<p style="text-align: justify;">According to government data, in May 2025, the central government has received revenue of Rs 35,434 crore, while the state governments have received revenue of Rs 43,902 crore. Apart from this, an integrated GST (IGST) of Rs 1.09 lakh crore and a cess of 12,879 crore have been collected. Overall, this collection indicates the strength of India&#8217;s tax system and continuous improvement in economic activities.</p>
<p style="text-align: justify;">This time, the amount received from domestic transactions in GST revenue has increased by 13.7 per cent to Rs 1.50 lakh crore, while the revenue from import has increased by 25.2 per cent to Rs 51,266 crore. These figures clearly show that there has been a significant improvement in both domestic consumption and imports, increasing tax collection.</p>
<p style="text-align: justify;">However, during this time, the reduction in the amount of refund has been seen. A total of Rs 27,210 crore GST refund was released in May 2025, which is 4 percent less on a year -on -year basis. Reducing the refund, the NET GST collection was Rs 1.74 lakh crore, which is 20.4 percent more than the same period last year.</p>
<p style="text-align: justify;"><strong>The maximum GST collection took place in which state</strong></p>
<p style="text-align: justify;">Talking at the state level, GST collection has registered an increase of 17 to 25 percent in big states like Maharashtra, West Bengal, Karnataka and Tamil Nadu. At the same time, this growth in states like Gujarat, Andhra Pradesh and Telangana was relatively low and was about 6 percent. States like Madhya Pradesh, Haryana, Punjab and Rajasthan have seen an average of 10 percent increase.</p>

While some states are seen to recover rapidly, the recovery of some states is slightly slow. However, overall this collection is a positive sign for the country.</p>

<h3 style="text-align: justify;">The Center and the state have so much GST collection</h3>
<p style="text-align: justify;">Government data has shown that the Central GST (CGST) collection was Rs 38,100 crore, State GST (SGST) was Rs 49,900 crore, integrated GST (IGST) was Rs 95,900 crore. With this, the total gross GST revenue increased to Rs 12,300 crore.</p>
<p style="text-align: justify;">Speaking to the Times of India, KPMG in India partner and chief (indirect tax) Abhishek Jain said, &#8220;Along with the economic stability of about 10 percent in the GST collection compared to last year, it also shows that companies have filled tax with the rules. With this, we can expect further increase in GST collection in the next quarter. </p>
<h3 style="text-align: justify;">GST collection was so much in March</h3>
<p style="text-align: justify;">In the month of March, the NET GST collection has reached Rs 1.76 lakh crore, which shows an increase of 7.3 percent over the previous year. The gross GST collection for FY 2025 stood at Rs 22.08 lakh crore, which shows the lead of 9.4 percent. After the refund adjustment, the net GST collection for FY 2025 gained 8.6 percent to Rs 19.56 lakh crore. </p>
<p style="text-align: justify;">In February, the GST collection saw an increase of 9.1 percent, which reached Rs 183,646 crore due to an increase in domestic revenue sources. The GST collection in January stood at Rs 1.96 lakh crore, which shows an increase of 12.3 percent compared to last year. </p>
