Saudi Arabia Hajj 2025: The Haj Ministry of Saudi Arabia has decided to reopen the Haj Portal (Nusuk) for 10,000 additional pilgrims from India. This decision has been taken after the special demand of the Indian government. This will fulfill the dream of thousands of Indian Muslim pilgrims who could not apply earlier or whose application was pending.

This decision of the Saudi government has also been confirmed by the Ministry of Minority Affairs, Government of India. The ministry clearly stated that this decision was taken because some combined Haj Group Operators (CHGOS) could not follow the deadline fixed by Saudi Arabia. They could not book the camp, hotel and transport required for Haj pilgrimage on time.

Active role of Government of India
Taking this issue seriously, the Government of India contacted the Saudi Haj Ministry and finally obtained permission to reopen the portal for 10,000 pilgrims. It is also a proof of Saudi and India’s strong diplomatic relations. The Ministry of Minorities of India has instructed all CHGOS to complete its procedures without any delay and ensure housing, transport and necessary arrangements for the concerned passengers.

Haj quota and policy
India has been allotted quota of a total of 1,75,025 pilgrims from Saudi Arabia for 2025. Of this quota, 70% of this quota is managed through the Haj Committee of India and 30% private Haj Group Organizers (CHGOS). 10,000 additional places will be filled with this remaining private quota.

Haj pilgrimage date and preparations
The Haj 2025 is proposed between June 4 to June 9, 2025, but its last date will depend on the moon of the Moon of Jilahj. This time the seriousness of the preparations for Haj can be gauged from the fact that India’s Minority Affairs Secretary Chandra Shekhar Kumar and Joint Secretary CPS Bakshi recently visited the city of Jeddah in Saudi and directly inspected all the preparations. Ban will continue till June
Saudi Arabia has temporarily banned the issuance of visas to 14 countries besides Pakistan, with the Haj pilgrimage close to the Haj pilgrimage. It includes India Bangladesh, Egypt, Indonesia, Iraq, Nigeria, Jordan, Algeria, Sudan, Ethiopia, Tunisia, Yemen and Morocco. Saudi Arabia Arrest Illegal Residents: In Saudi Arabia, strict security arrangements have been made before Haj 2025. Action is being taken against the people living uninterrupted by running a comprehensive campaign across the country. According to the report of the Saudi press agency, 18,407 people have been arrested in just one week, who have violated the residency, labor or border security rules. This campaign is a strict step towards maintaining law and order in the country during Haj.

Among these arrests, the maximum number of migrants who violated Residency Law. Under this, a total of 12,995 people have been caught. After this, 3,512 people were caught illegally crossing the border and 1,900 people were caught on charges of violation of labor law.

Ethiopian and Yemen’s people the most
The special thing is that among those who were illegally trying to enter Saudi Arabia, 66 percent of Ethiopian, 28 percent of Yemen were from the country and the rest from other countries. Apart from this, 67 people were caught trying to escape from Saudi and 21 people were arrested for giving shelter or helping illegal migrants.

What is the punishment for illegal entry?
The Saudi Interior Ministry provides for those who helped in illegal entry, a fine of up to 15 years, a fine of up to 1 million (₹ 2.3 crore) and strict punishment for the seizure of the vehicle/property. The purpose of this strictness is to maintain the security and arrangements of the country during Haj. The ministry has also urged the citizens to report any suspicious activity in Mecca and Riyadh areas on 911 and in other parts of the country to 999 or 996.

Can people with visit visas do Haj?
The Ministry of Tourism of Saudi Arabia has clarified that people on visit visas will not be allowed to do Haj 2025. This rule is applicable for the last few years but this time will be more strictly followed. If a person, whether he is a citizen, a resident or a tourist, enters the Grand Mosque or other holy sites like Meena, Arafat and Mujdalifa without Haj Permit, he will be fined SR 10,000 (₹ 2.3 lakh). If a person does this again and again, the fine can be doubled. This strictness is part of the strategy of Crown Prince Mohammed bin Salman in which he has directed to implement strict visa rules to ensure safe and well -organized Haj.

Saudi government strategy during Hajj
Every year millions of people come to Saudi Arabia to participate in Haj, making it one of the largest religious events in the world. This increases the challenges of mob management, health services, and security. The Saudi government has started using technology, artificial intelligence and advanced supervision system to ensure that the activities of Haj pilgrims can be tracked. Any emergency can be dealt with immediately.

Big action to make security system agitated
Prior to Haj 2025, Saudi Arabia has taken major action to make the security system fit. This is an important step to protect the country’s borders, enforce visa rules and to maintain the dignity of religious places. The Supreme Court has refused to hear the petition challenging the implementation of Haj Policy-2025. In the petition, the allocation of quota of Haj pilgrims has been described as discriminatory and arbitrary. The court has refused to intervene in this case. However, the court admitted that the commercial interest should also be taken care of while making the policy. The Government of India has made this policy in collaboration with Saudi Arabia.

According to the report of Live Law, Justice Suryakant and Justice N. Kotishwar Singh’s bench was hearing on the case. The Haj Group Organizers (HGOS) filed separate writ petitions and objected to the implementation of the policy and said that some HGOs have been given less Haj pilgrims than others. The court was listening to all the petitions simultaneously. The court said that these petitions have been filed not to challenge the policy but to challenge its implementation. He said that the implementation of policy has already taken shape, then he cannot interfere in it.

The court told the chief and non-prominent HGO that they could reel to HGO with low allocation to surplus Haj pilgrims. The court admitted that in the implementation of new policy like Haj 2025, there are often initial challenges and also faces discrepancies.

The court said that the most important beneficiaries of policy are Haj pilgrims and religious interest is the basis of policy. Apart from this, it is also necessary to consider the commercial interests of HGO, for which these writ petitions have been filed, so in future, the interests of HGOs will take care of HGOs for the implementation of Haj policies.

The court said that these petitions have not challenged the policy but the implementation of policy, we will not handle it, but in future, the petitioners are free to put their arguments in front of the appropriate form for any such discrimination or other issues.
