Why did Hemant Soren go to Delhi?

JMM leader Manoj Pandey has also responded to the ongoing political speculations after Chief Minister Hemant Soren’s visit to Delhi. He has said that Hemant Soren had gone to Delhi for personal reasons. Unnecessary speculations are being made about Jharkhand. Jharkhand government will complete its five-year tenure.

In fact, regarding the visit of Chief Minister Hemant Soren and his wife Kalpana to Delhi, speculations had started that the JMM chief had gone there to meet the BJP high command. Speculations began to discuss the nexus between JMM and BJP in the upcoming elections.

BJP also rejected the speculations

Not only JMM or Congress, but BJP itself is calling such speculations as baseless that there can be an alliance between Hemant Soren and BJP. The BJP leader says that JMM and BJP are two sides of the ocean and can never come together. Hemant Soren’s visit to Delhi was not to meet BJP leaders. Only he can tell why he went to Delhi.

Jharkhand currently has a government of JMM, Congress, RJD and Left alliance, which has a total of 56 seats out of 81 assembly seats. But just imagine what would happen if JMM comes into alliance with BJP.

There are intense discussions these days on this new alliance i.e. the alliance between JMM and BJP, which if proved to be true, can cause a big upheaval in the politics of the state. In a possible new scenario, by adding 1 seat each from LJP, AJSU and JDU along with JMM (34) and BJP (21), the total figure can reach 58 and 41 seats are required for majority.

Structured analysis of current numerical strength

As of December 2025, the actual strength of the Jharkhand Assembly is still stable, with the INDIA block government remaining in power with 56 seats and Hemant Soren as the Chief Minister. The seat distribution is clear – JMM is leading the government with 34, Congress 17, RJD 4 and CPI(ML) 1 seat, while on the NDA side, BJP has 21 seats, AJSU 1, JD(U) 1, LJP(RV) 1 seat for a total of 24 seats, and 1 seat is with JLKKM. These results are confirmed by the Election Commission and no by-election changes have been registered yet.

Hypothetical political turmoil and potential impact

Political analysts believe that if Hemant Soren forms an alliance with BJP, it will be one of the most unexpected political moves in history as the conflict between the two parties was at its peak during the 2024 election campaign and Soren had gained public support by accusing BJP of misusing the ED investigation.

Still, if we consider the hypothetical scenario then the new equation can directly change the dice of 55 seats with JMM 34 + BJP 21 and with the support of AJSU, LJP and JDU the number can go up to 58. Due to this, Congress and RJD may get badly divided and the opposition will be reduced to only 22 seats, while caste and tribal-non-tribal vote polarization can also shake the social politics of Jharkhand.

Future situation and possibility of political instability

Past experience shows that the JMM-BJP friendship has proven to be a very politically unstable model, especially in 2010-2014 when there were frequent support-declines and regime changes. At present, the INDIA block government appears strong and BJP is adopting the strategy of organizational expansion by remaining in the opposition, hence the possibility of an alliance is still considered very low.

However, circumstances change in a moment in politics and if this equation turns out to be true then the entire structure of equations, leadership and policies in Jharkhand will be rewritten. At present, no official signal, statement or party document has come out and only the situation of any new by-election or floor test will decide the future direction of politics.

Jharkhand Mukti Morcha (JMM)’s displeasure for India Alliance before Bihar Assembly elections has given new political signals. Jharkhand government minister and Giridih MLA Sudivya Kumar Sonu made it clear in the press conference that JMM will not participate in the Bihar assembly elections.

Also, it will not campaign in favor of any candidate of the Grand Alliance. Now it remains to be seen whether the alliance of India Alliance will break in Jharkhand also.

JMM decided not to contest elections in Bihar

Sudivya Kumar said that this decision of the party was taken due to Congress and RJD not following the coalition dharma. He said that JMM was kept entangled in seat distribution and other arrangements in Bihar and at the last moment some such circumstances arose due to which JMM decided not to contest elections in Bihar. The minister alleged that just as Congress and RJD were given support and seats in Jharkhand while playing the role of elder brothers, similarly injustice was done to JMM in Bihar.

Sudivya Kumar further said that Congress did not take any clear stand in favor of JMM nor did it take any initiative for mediation. For this reason, JMM took the step of not contesting elections in Bihar. He clarified that both RJD and Congress are responsible in this matter.

On October 18, JMM led by Jharkhand Chief Minister Hemant Soren had also announced to contest elections independently in Bihar. The party said that it will not be a part of any alliance and will field its candidates only from six assembly seats Chakai, Dhamdaha, Katoria, Manihari, Jamui and Peerpainti. JMM General Secretary Supremo Bhattacharya said that the party’s support base is continuously increasing in these border seats and their main focus will be to raise the issues of tribals and deprived classes prominently.

BJP took a dig at this decision of JMM

BJP state spokesperson Pratul Shah Dev said that JMM has set a new example of shamelessness by changing its stand in the last one week. First he ran away from Bengal, now he ran away from Bihar also. The whole incident reminds of ‘Bhaag JMM Bhaag’.

Analysts believe that JMM’s displeasure and dissatisfaction over seat distribution in Bihar can become a challenge for India Alliance in Jharkhand. If there is no balance in the alliance then the possibility of India Alliance breaking in Jharkhand may also increase.

In Jharkhand, firecrackers will be burst only from 8 to 10 pm on Diwali. Citing the orders of the Supreme Court and the National Green Tribunal, the State Pollution Control Board has issued detailed guidelines regarding bursting of fireworks and firecrackers during Diwali and other festivals. According to the official information issued by the board, apart from Diwali, permission will be given to burst firecrackers only for two hours on Chhath and Guru Parv. Only thirty-five minutes have been set for bursting firecrackers on Christmas and New Year.

Firecrackers will be allowed from 6 to 8 am on Chhath, from 8 to 10 pm on Guru Parva and from 11:55 pm to 12:30 pm on 31st December on Christmas and New Year.

In the instructions issued by the Pollution Control Board, it has been said that in those cities of Jharkhand where the air quality level is good or satisfactory, firecrackers can be burst only at the prescribed time. In such cities, only firecrackers with sound level less than 125 decibels can be sold.

Ban on these firecrackers

Sale and use of loud or illegal firecrackers will be completely banned. Action will be taken against those who violate these instructions under Section 188 of IPC and Air Pollution Prevention Control Act.

A letter has also been written to the Deputy Commissioners of all the districts of the state regarding this. To set up firecracker shops in the urban areas of the state, clusters are being formed in open spaces in the cities. Retailers will be able to set up shop in those clusters only.

Four to five clusters have been formed in Ranchi, the capital of Jharkhand. Apart from these, the administration has also set some conditions for the sale of firecrackers. All sellers will have to follow this. License will have to be obtained for the sale of firecrackers.

The new Chief Secretary of Jharkhand has been made Avinash Kumar, an IAS of 1993 batch. Along with this, he has also been given additional charge of many other important posts. The Department of Personnel, Administrative Reforms and Official Language of the state government issued a notification in this regard on Tuesday (September 30) in the evening.

According to the notification issued by the government, Avinash Kumar will also have an additional charge of Additional Chief Secretary to the Chief Minister and the Chief Local Commissioner of Jharkhand Bhavan in New Delhi. Prior to this, he also had the charge of Development Commissioner, Chairman of Jharkhand Energy Development Corporation Limited and Managing Director of Managing Electricity Distribution Corporation Limited.

According to the notification, Ajay Kumar Singh, working on the post of Additional Chief Secretary of State Health, Medical Education and Family Welfare Department, has been given additional charge of Development Commissioner till further order. Alka Tiwari, a 1988 batch IAS officer of IAS Avinash Kumar, was working as the Chief Secretary of the state. The last date of his tenure is 30 September. He held the post of Chief Secretary on 1 November 2024.

He is a 1991 batch IAS officer, but he is currently working as Secretary, Ministry of Rural Development on Union deputation.
