<p style="text-align: justify;">Making an important change in the recruitment system of Border Security Force, the Central Government has amended the rules related to General Duty Cadre. This decision has been taken using the powers granted under the Border Security Force Act, 1968. The new rules have been named Border Security Force, General Duty Cadre (Non-Gazetted) Recruitment (Amendment) Rules, 2025, which have become effective from 18 December 2025.</p>
<p style="text-align: justify;">The biggest benefit of this change is going to be given to the youth who have served under the Agneepath Scheme. According to the notification issued by the Home Ministry, now half of the vacancies in the recruitments held every year in BSF will be reserved for former firefighters. The government believes that this will provide an opportunity to already trained and disciplined youth for a permanent career in the security forces.</p>

<p style="text-align: justify;"><strong>A certain portion will be reserved for ex-servicemen</strong></p>
<p style="text-align: justify;">It has also been made clear in the new rules that a certain portion of the total vacancies will be reserved for ex-servicemen, so that experienced soldiers who have previously served in the army can also get priority. Apart from this, the way has also been opened to accommodate Combatized Constable Tradesmen through direct recruitment, which will increase their opportunities for advancement in their career. This decision of the government is being considered as a big step towards strengthening the Agneepath scheme. This will not only reduce the uncertainty regarding the future of fire fighters, but an important security agency like BSF will also get trained human resources.</p>
<p style="text-align: justify;"><strong>Expectation of transparency in recruitment process </strong></p>
<p style="text-align: justify;">The newly amended rules are expected to bring transparency and clarity in the recruitment process. Now reservation and opportunities for different categories of candidates will be clearly decided, which can reduce confusion and disputes related to recruitment. Overall, this change can prove beneficial for both the security forces and the youth.</p>

<p style="text-align: justify;">The National Investigation Agency (NIA) will now investigate the blast that took place near Red Fort in Delhi. The Home Ministry had handed over this case to the NIA on Tuesday (November 11, 2025). Now the agency has started investigating this matter in depth and a Special Investigation Team (SIT) has been formed for this.</p>
<p style="text-align: justify;"><strong>Team will be formed under the leadership of ADG Vijay Sakhare<br /></strong>According to sources, this investigation will be led by NIA ADG Vijay Sakhare. A total of 10 senior officers have been included in the team formed under his leadership. This includes 1 IG, 2 DIG, 3 SP and remaining DSP level officers. The objective of the team is to find out the conspiracy, network and module behind the blast.</p>
<p style="text-align: justify;"><strong>Important meeting between NIA and IB<br /></strong>Today (November 12, 2025) an important meeting is going on between the DG of NIA and the Chief of the Intelligence Department (IB). In this, initial information related to the blast, possible modules and coordination of security agencies are being discussed.</p>
<p style="text-align: justify;"><strong>Case diary will be available from Jammu-Kashmir, Delhi and Haryana Police<br /></strong>Today the NIA team will take possession of the case diary and inputs of Jaish-e-Mohammed module related to Jammu and Kashmir Police, Delhi Police and Haryana Police. It is believed that the direction of investigation will be decided on the basis of this information.</p>
<p style="text-align: justify;"><strong>explosion caused by haste and deception<br /></strong>Preliminary investigation into the blast near the Red Fort has revealed that the blast may have been &#8216;accidental&#8217; when a hastily made explosive device was being transported after the busting of an inter-state terrorist module. Officials gave this information on Tuesday. Police investigated the Red Fort blast case as a possible terrorist attack and focused on Omar Nabi, a doctor from Pulwama. </p>
<p><strong>Explosion occurred after terror module was caught</strong><br />This doctor from Pulwama was related to the terrorist module based in Faridabad, which was exposed after explosives were recovered from there. Sources said that the blast was carried out in panic and desperation following raids conducted by security agencies at several places in Delhi-NCR and Pulwama in Jammu and Kashmir to arrest suspects considered to be part of the terrorist module.</p>

<p style="text-align: justify;">For the first time, after the violence that took place last month on September 24, 2025 in Leh district of the Union Territory of Ladakh, the Union Home Ministry has held talks with the Leh Apex Body (LAB) and the Kargil Democratic Alliance (KDA). Union Home Ministry officials met with members of LAB and KDA in Leh on Wednesday (October 22, 2025). Talks between the two sides lasted for about three hours in Leh. In which many issues were seriously discussed.</p>
<p style="text-align: justify;">Leh Apex Body and Kargil Democratic Alliance said that the talks with Union Home Ministry officials were very positive. In the meeting that lasted for about three hours, the government listened carefully to our demands and also assured to consider them seriously. Along with this, the government has also been assured by us that we will not take any such step in the state, which is wrong in the eyes of the government and administration.</p>
<p style="text-align: justify;"><strong>Members of both groups attended the meeting</strong></p>
<p style="text-align: justify;">Three members each of Leh Apex Body and Kargil Democratic Alliance participated in the meeting held with Home Ministry officials. Along with this, Ladakh MP and KDA founder Mohammad Hanifa Jaan and his lawyer also attended the meeting.</p>
<p style="text-align: justify;"><strong>What issues were discussed in the meeting</strong></p>
<p style="text-align: justify;">LAB and KDA said that the main objective of this meeting with the officials was to provide full statehood to Ladakh and constitutional protection under the Sixth Schedule of the Constitution. Apart from this, we demanded the removal of the National Security Act (NSA) imposed against environmental activist Sonam Wangchuk and her immediate release from jail. We have also reiterated our demand for the release of the youth who were imprisoned by the Ladakh Police after the violence on 24th September.</p>
<p style="text-align: justify;"><strong>Curfew lifted in Leh, situation becomes normal</strong></p>
<p style="text-align: justify;">Meanwhile, Leh Deputy Commissioner Romil Singh Donk said that the situation in the district has now become normal. The curfew has been lifted and the internet has also been restored. Schools and colleges are also opening as before. However, Section 163 of BNSS is still applicable.</p>

<p style="text-align: justify;">After the anti-Gen-Z protests in Nepal, the country&#8217;s prison system has completely collapsed. According to the Prison Management Department, after the violent protests on September 9, more than 13,000 prisoners escaped from different jails across the country, including a large number of foreign nationals.</p>
<p style="text-align: justify;">According to government data, 540 Indian citizens who were serving sentences for various crimes are now absconding. Apart from these, 108 other foreign prisoners are also reported missing. The government has issued a high alert across the country and security agencies have been instructed to capture these prisoners.</p>
<p style="text-align: justify;"><strong>More than 5,000 Nepali prisoners also abscond in Nepal</strong></p>
<p style="text-align: justify;">According to the data released by the Nepal government, more than 5,000 Nepalese citizens are among the prisoners who escaped from jails. The incident occurred during the Gen Z movement on September 8 and 9 when thousands of youth staged violent protests against the government in Kathmandu and other cities. During these demonstrations, there were clashes between security forces and protesters, in which 76 people died. When the situation went out of control, violence spread in many jails and prisoners broke administrative control and got the opportunity to escape.</p>
<p style="text-align: justify;"><strong>So far 7,700 prisoners have been recaptured or returned</strong></p>
<p style="text-align: justify;">Nepalese officials said that so far 7,735 of the escaped prisoners have either returned voluntarily or have been caught by the security forces. However, thousands of prisoners are still absconding, including an alarming number of Indian citizens. Nepal&#8217;s Home Ministry has put all the jails and border posts on alert so that the absconding prisoners cannot cross the border of India, Bhutan or Bangladesh. Given the open border between Nepal and India, security forces fear that many Indian prisoners may try to enter India.</p>
<p style="text-align: justify;"><strong>Special operation in search of 540 Indian prisoners</strong></p>
<p style="text-align: justify;">The Nepal government has contacted the Indian Embassy to identify 540 Indian prisoners. According to sources, many Indian prisoners were serving sentences for crimes like drug trafficking, theft or counterfeiting. Nepal&#8217;s prison department said that photographs and details of these prisoners are being shared with the concerned security agencies so that search operations can be conducted in the border districts. The Indian Home Ministry is also on alert in its border states Uttar Pradesh, Bihar, Sikkim and Uttarakhand on the basis of information received from Nepal.</p>
<p style="text-align: justify;"><strong>10 prisoners died in action by security forces</strong></p>
<p style="text-align: justify;">During this mass escape in Nepal&#8217;s jails, security forces tried to control the situation, in which 10 prisoners died. According to officials, these deaths mainly occurred during clashes and firing when prisoners were trying to escape by breaking the prison walls. At the same time, human rights organizations of Nepal have demanded an investigation from the government into the police action. He says that responsibility for the failure of the jail security system should also be fixed.</p>

<p style="text-align: justify;"><strong>Home Ministry took action, Sonam Wangchuk denied allegations</strong></p>
<p style="text-align: justify;">The Union Ministry of Home Affairs canceled the FCRA registration certificate of Sonam Wangchuk, the founder of Students Educational and Cultural Movement of Ladakh (SECMOL) to violate the FCRA Act.</p>
<p style="text-align: justify;">Here, Wangchuk, who won the Ramon Magsaysay Award in 2018, has denied all the allegations against him. He told reporters on Thursday (25 September) that his non-profit organization had not taken foreign donations, but has made business transactions with the United Nations, Swiss and Italian organizations and paid all taxes. Wangchuk said, &#8216;The central government considered it a foreign donation. I consider it a mistake of them and so I have no objection to it.</p>
<p style="text-align: justify;"><strong>Government claims- external forces in the region encouraged violence</strong></p>
<p style="text-align: justify;">The police have registered an FIR against some Nepali citizens and those of Doda city of Jammu region who were involved in violence. Now he is hospitalized to treat injuries involved in the action of security forces. When Ladakh was made a union territory in 2019, this decision of the Center was widely welcomed and Sonam Wangchuk was at the forefront of that reception. Later, he led the protest against the Center for inclusion in the Sixth Schedule, state status and other demands. <p style="text-align: justify;"><strong>CBI</strong> <strong>Files Chargesheet:</strong> The Central Investigation Agency (CBI) has filed a charge sheet against two Indian citizens Indrajit Singh and Subhash Chandra Mahla in two separate murder cases. These cases took place in the United Arab Emirates (UAE) and Bahrain. In which Indian citizens were killed. After a request from both countries, the CBI started a local prosecution and after a thorough investigation, a charge sheet was filed in the CBI court of Delhi.</p>
<p style="text-align: justify;"><strong>The accused murdered another Indian citizen after a loan of 300 Dirham</strong></p>
<p style="text-align: justify;">The first case was registered against Inderjit Singh in the case of murder of Indian citizen Rama Lingam in Abu Dhabi, UAE under Section 302 of IPC i.e. murder. Investigation revealed that Rama Lingam used to sell international SIM cards in Abu Dhabi and Indrajit Singh used to buy SIM on borrowing from him. Gradually, Indrajit got a debt of 300 Dirham.</p>
<p style="text-align: justify;">After this, when Rama Lingam asked the person who gave Indrajit the money to be deducted from his salary, Indrajit got angry and planned the murder. Seeing the opportunity on August 28, 2008, Indrajit attacked Rama Lingam with a knife, killing him.</p>
<p style="text-align: justify;">The CBI has filed a charge sheet against Indrajit Singh in a special court of Delhi after getting approval from the Ministry of Home Affairs.</p>
<p style="text-align: justify;"><strong>Indian citizen murdered his owner in Bahrain in 2011</strong></p>
<p style="text-align: justify;">The second case is from Bahrain, where Indian citizen Subhash Chandra Mahala killed his owner. On the request of the Bahrain government, India&#8217;s Foreign Ministry submitted this case to the CBI.</p>
<p style="text-align: justify;">CBI investigation revealed that Subhash used to work as a driver there and was troubled by his boss&#8217;s behavior. On January 31, 2011, when his owner was alone, Subhash attacked him with something heavy. He suffered serious injuries and lost his life.</p>
<p style="text-align: justify;">In this case too, the CBI gathered evidence and took approval from the Ministry of Home Affairs and then filed a charge sheet in the CBI court of Delhi.</p>
<p style="text-align: justify;"><strong>CBI can prosecute Indians who commit crimes abroad</strong></p>
<p style="text-align: justify;">It is noteworthy that the Central Bureau of Investigation (CBI) is the agency of the Government of India, which can prosecute Indian citizens abroad. The CBI along with the Ministry of External Affairs asked for necessary evidence from UAE and Bahrain, which can be produced in the court according to Indian law.</p>

He was seen putting posters on an electric pole. Further analysis revealed the investigators that he was going to a flat on Sardar Patel Marg. A team of police reached the residence and found that the person living there is an employee of the Embassy of a Western European country.</p>
<p style="text-align: justify;">He said, &#8220;The details of the person were noted, but due to diplomatic exemption, no further action was taken. Given the sensitive nature of the case and the diplomatic status of the person concerned, the Delhi Police decided to pursue the issue.</p>
<p style="text-align: justify;"><strong>Case being settled at the highest level</strong></p>
<p style="text-align: justify;">Police sources said, &#8220;A detailed report was prepared and sent to the Ministry of Home Affairs (MHA), which is expected to coordinate with the Ministry of External Affairs (Mea) to determine appropriate action.</p>

<p style="text-align: justify;"><strong>Supreme Court Directs Union Home Ministry:</strong> The Supreme Court has clearly stated in its judgment that in view of the operational and functional needs of the forces, it is necessary that the cadre officials should be posted in senior positions. Along with this, the lateral entry of IPS officers in paramilitary forces is facing a lot of problems for cadre officers to reach high positions. In such a situation, the Supreme Court has directed to reduce the appointment of IPS officers coming on deputation in the next two years.</p>
<p style="text-align: justify;">Currently, officers are appointed in central police forces in two ways. From Assistant Commandant to DIG, officers of the cadre are usually appointed. The IPS officer is appointed from IG to Director General (DG) posts. These IPS officers come on a central appointment on deputation for some time.</p>
<p style="text-align: justify;"><strong>Responsibility of central paramilitary forces</strong></p>
<p style="text-align: justify;">Central paramilitary forces include CRPF, BSF and ITBP, besides Sashastra Seema Bal (SSB), Central Industrial Security Force (CISF) and National Disaster Response Force (NDRF).</p>
<p style="text-align: justify;">If the Central Reserve Police Force (CRPF) is responsible for internal security and law and order, then BSF is responsible for the security of Pakistan and Bangladesh border. The SSB is responsible for the security of Nepal and Bhutan and the India-Tibetan Border Police (ITBP) is responsible for the border with China (Tibet). CISF is responsible for the protection of important institutions and heritage of the country. NDRF is responsible for fighting natural and human disasters.</p>
<p style="text-align: justify;"><strong>SSC</strong><strong>  Cadre officers join central police forces through</strong></p>
<p style="text-align: justify;">If the cadre officers pass the examination of the Service Selection Commission (SSC), they appear in the Central Police Forces, then the Indian Police Service (IPS) officers join the separate police of the states through UPSC examination. Only these IPS officers are posted in senior positions in the Central Police Forces on central deputation for some time.</p>
<p style="text-align: justify;"><strong>Supreme Court directed to review</strong></p>
<p style="text-align: justify;">In recent years, cadre officers have been appointed till ADG rank. But the number of such officers is very less. This is the reason that the matter reached the Supreme Court. The two member bench of the Supreme Court has now directed the Ministry of Home Affairs to review the cadre.</p>

<p style="text-align: justify;"><strong>India Pakistan tension:</strong> Amid India-Pakistan tension, the Union Home Ministry has taken a big step on Monday (5 April 2025) and directed several states to make mock drills. In the directive issued by the Ministry of Home Affairs, it was said that the state will organize a mock drill for civil security effectively on 7 May 2025. This is being done so that the safety of the people can be ensured in an emergency.</p>
<p style="text-align: justify;"><strong>These things will be emphasized during mock drill </strong></p>
<ul style="text-align: justify;">&#13;</p>
<li>Playing sirens at the time of alert for air attack.</li>
<p>&#13;</p>
<li>Citizens, students etc. should be trained for their own safety at the time of attacks.</li>
<p>&#13;</p>
<li>Black out at the attack</li>
<p>&#13;</p>
<li>To hide important plants/installations at the time of attack</li>
<p>&#13;</p>
<li>Planning and practicing people to evacuate space</li>

<p style="text-align: justify;"><strong>Such a mock drill was done in 1971</strong></p>
<p style="text-align: justify;">Earlier such practice was done in 1971, when there was a war between India and Pakistan. The tension between India and Pakistan is at its peak after the Pahalgam terror attack. At such a time, the instructions issued by the Union Home Ministry are very important. Pakistan is fearing that India can attack it anytime. Due to this fear, Pakistan is sometimes pleading in front of the United Nations and sometimes in front of America.</p>
<p style="text-align: justify;">In view of the increased tension between India and Pakistan, the Ferozepur Cantonment Board of Punjab conducted a 30 -minute blackout practice on Sunday (4 May 2025). Blackout exercise was done in the cantonment area from 9 pm to 9:30 pm. The purpose of this practice is to ensure preparation and effectiveness to implement blackout processes during the threat of war. Your support and cooperation is important in making this practice successful.</p>
