This is the reason why many people want to start their own security agency business, but it is not enough to just recruit guards and send them to work. The government has made different rules and provisions for running security agencies in India.

To start any private security agency, it is necessary to obtain PSARA License. Many times people start an agency without knowing the rules, but they have to face problems later. The full name of PSARA is Private Security Agencies Regulation Act, 2005. According to the rules of the Home Ministry, no person or company can run a security agency without this license. This license is issued by the controlling authority of the state government and there may be some minor changes in the rules of each state. Therefore, it is very important to understand the legal process before starting an agency.

How educated should one be?

There is no fixed higher educational qualification mandatory all over India for opening a security agency, but generally it is practically necessary for the agency owner or operator to have at least 10th or 12th pass. In many states, educational certificates are asked during application. If you want to start a security agency as a company (Private Limited) or LLP (Limited Liability Partnership), then just starting the business is not enough, but a complete check of the identity proof and background verification of every responsible person associated with it is necessary.

Also, the most important thing is that the person applying should not have any criminal record and no case of any serious crime should be registered against him. For recruitment of security guards, their age should be between 18 to 65 years and they have to complete prescribed training. Having experience of ex-servicemen or police service gives additional advantage.

Complete procedure to start a security agency

First of all you have to decide your business structure, like Sole Proprietorship, Partnership, LLP or Private Limited Company. After this, necessary documents related to PAN, Aadhaar, address proof, and ESI/EPF registration have to be prepared. Also, before starting a security agency, you have to make an official agreement i.e. MOU – Memorandum of Understanding with a recognized training institute, so that the security guards working at your place can get the right and necessary training.

After this, application for PSARA license is made to the State Controlling Authority. Where you have to submit police verification, office details, owner’s identity, affidavit and other documents along with the application. Let us tell you that in some states the application process is also offline, where one has to go to the Home Ministry department and submit the form. After the application, it is scrutinized by the officials and if everything is found correct, the license is issued. In many states, this license remains valid for 5 years, after which it has to be renewed.

How much does it cost and what things should be kept in mind

The cost of starting a security agency depends on the state and scope of work. If you want to run an agency in one district then the fees are less, whereas for the entire state the fees can be high. Apart from this, there are separate expenses for office setup, uniform, training, staff recruitment and legal documents. According to many experts, Rs 1 lakh to Rs 5 lakh may be required at the initial level. Keep in mind that even after getting the license, you have to keep the guards’ records, training details and client information safe. Also, if the rules are not followed, the license can also be cancelled. Therefore, if you want to start this business, then proceed only after getting complete legal information.
