It is often seen that whenever a trade deal is finalized, the head of state of another country either comes to India and talks or PM Modi goes to that country and participates in the discussion. In such a situation, the question arises that if PM Modi does not even set foot in any country, can any trade deal be finalized? Let us know what is its process?

How is the deal done without the presence of PM?

Suppose if a trade deal is made between India and any country, then it is not a sudden decision, but is the result of long-running technical and diplomatic discussions. In such cases, it is not necessary for the Prime Minister or the President to be personally present every time. The real work is done by authorized representatives and officials of governments, while top leaders provide political approval and direction.

Who talks on behalf of India in that country?

With whichever country a trade deal is signed, the Indian embassy and commercial wing present there handles such negotiations. The officers posted in this wing represent the business interests of India. These people remain in direct contact with the administration of that country, its trade representatives and related agencies. Issues like tariffs, import-export rules and market access are discussed at these levels.

Who signs the deal?

This type of trade deal is not completed with the signature of any one person. Usually such a deal is in the form of a framework or agreement, which is accepted by the authorized officials of both the countries. From the Indian side, the Ministry of Commerce, Ministry of External Affairs and senior trade representatives of that country finalize the documents.

What is the role of the Prime Minister?

Whatever the issue, the role of the Prime Minister of the country is strategic and political. During any trade deal, it is kept in mind that there is no compromise with the interests of the country, but it remains ready to cooperate with the other country.

When is a deal considered final?

It is important to understand that the agreement of any trade deal is very broad. Many conditions, such as reducing non-tariff barriers or future purchase figures, may be implemented in a phased manner. This means that in future also the officials of both the countries will sit and decide its detailed rules. All these things depend on the final legal provisions of the deal.

America has released its National Security Strategy during Russian President Vladimir Putin’s visit to India (4-5 December). The special thing is that in this strategy America has laid emphasis on strengthening relations with India. Also, instead of taking a stand alone against China in South China, it has been asked to cooperate with countries like India and Japan.

After Operation Sindoor (6-10 May), relations between India and America have turned sour. US President Donald Trump has once again taken the credit for ending the war between India and Pakistan in the National Security Strategy-2025.

Trump’s tariffs create rift between India and US

India has made it clear that Operation Sindoor was stopped on the request of Pakistan and not with the mediation of Trump. In such a situation, Trump had held India’s closeness to Russia responsible for the Ukraine war. Trump had expressed his displeasure over India buying oil and weapons from Russia. Angry Trump had imposed 50 percent tariff on India. Due to this, there appeared to be a rift in the relations between India and America.

America realized its mistake!

India responded to America’s anger with restraint and also maintained closeness with Russia. Strategic relations between India and Russia have become stronger due to Putin’s visit. From the new National Security Strategy it appears that America has understood its mistake and efforts are being made again to establish stronger relations with India.
The US National Strategy states that ending the war in Ukraine and building stable strategic relations with Russia is a priority. The special thing is that US President Donald Trump has cited India’s strong military and trade relations with Russia as a major reason for the Ukraine war not stopping. In such a situation, the world is surprised by America’s changed strategy.

America is troubled by China’s dominance

America is also feeling troubled by China’s increasing dominance in the Indo-Pacific region, but it is proving difficult for America to stop China on its own. This is the reason why cooperation has been expected from India in the National Security Strategy.

The world is surprised by America’s latest strategy because questions have also been raised about Europe and NATO. It has been said in the strategy that the world should not feel that NATO is doing its ‘expansion’. The real reason for Russia’s attack on Ukraine is actually considered to be NATO’s expansion. Putin had opposed Ukraine being made a member of NATO.

India US trade agreement: NITI Aayog CEO BVR Subrahmanyam on Friday expressed confidence that some positive news may emerge on India’s proposed bilateral trade agreement (BTA) with the US by the end of November.

He said in ‘CNBC-TV18’s Global Leadership Summit 2025’ program that the National Manufacturing Mission will start by the end of November. Subramaniam said, “I think things have been a bit difficult with America and efforts are being made to restart it. Trade talks are ongoing.

CEO expressed hope

Hopefully, we can get some positive news by the end of this month. The CEO said that India is continuously attracting foreign investors. He said, “American companies are opening global capability centers in India. This simply means that the basic charm of India will outweigh everything else. His comment is important because America is pressurizing India to stop buying crude oil from Russia.

Subramaniam said, the world is going through an ups and downs. Don’t know how to deal with it. The world is moving in a direction where low growth rates are a normal thing. He said, India is in a different situation among them. I mean, this is the brightest spot in the global economy, and that’s what makes it important.

Talks are going on between the two countries

Many levels of trade talks have taken place between India and America. Positive signals are being given from both the countries regarding the talks. Recently, the US President praised Prime Minister Modi. In such a situation, it remains to be seen what result this talk will reach.

Donald Trump has again done something that can make India upset in the midst of spontaneous relations with India. Actually, it is reported that Pakistan Prime Minister Shahbaz Sharif can hold an important bilateral meeting with US President Donald Trump. Pakistani Army Chief and Field Marshal Asim Munir will also be involved in this meeting. Pakistan Prime Minister Shahbaz Sharif’s meeting with US President Donald Trump is likely to be held in New York during the United Nations General Assembly session at the end of this month.

This news has come to light at a time when Prime Minister Narendra Modi’s name was included in the list of speakers released in July, but now External Affairs Minister S Jaishankar has been given the task of representing India. This change has happened at a time when India’s role on the global stage was considered important. With this decision, questions are being raised on India’s diplomatic importance, especially when a special meeting is going to be held between America and Pakistan.

Shahbaz Sharif’s visit to America

Pakistan Prime Minister Shahbaz Sharif will also reach America to participate in this year’s United Nations General Assembly session. According to sources, on 25 September, Prime Minister Sharif can hold an important bilateral meeting with US President Donald Trump. Pakistani Army Chief and Field Marshal Asim Munir will also attend this meeting. The effects of Bahawalpur attack, floods in Pakistan, and Israeli attacks on Qatar are likely to be discussed between the two leaders.

PM Modi will not be involved in UNGA meeting

This time Prime Minister Narendra Modi will not participate in the high -level meeting of the United Nations General Assembly. He was replaced by India’s Foreign Minister S.K. Jaishankar will go to America. The 80th session of the United Nations General Assembly has started from 9 September and it will run from 23 to 29 September. The Brazilian leaders will address as the first speaker, after which US President Donald Trump will address global leaders on 23 September. On behalf of India, External Affairs Minister Jaishankar will address the session on 27 September.

Possibility of change in the list of speakers

Prime Minister Modi’s name was included in the list of speakers released in July to address the General Assembly on 26 September, but now it has been amended and given representation to External Affairs Minister Jaishankar. Apart from this, the Head of State of China, Pakistan, Bangladesh and Israel will give a speech at the United Nations General Assembly on 26 September. The session will begin on 22 September with a special meeting on the occasion of the 80th anniversary of the United Nations.

US President Donald Trump on Sunday (7 September 2025) responded to the question of journalists and said that yes he can increase the ban on Russia compared to earlier. The importance of this yes of Trump increases further because earlier US Finance Minister Scott Besant had asked Russia to impose more tariffs on the countries buying oil. Besant argues that it is impossible to bring Putin to the conversation table without financially destroying Russia.

India may get the biggest shock of this policy, because India is importing a large amount of crude oil from Russia. This step is important for Indian energy security, but the US believes that Russia is getting financial benefit due to buying oil, which it is using in war against Ukraine.

American tariff threat on India
The US Finance Minister did not directly name India, but the statement given by him was clear. He said that if the US and the European Union together put more tariffs on Russian oil buying countries, then Russia’s economy will collapse. India is already facing 25% additional tariffs due to buying oil from Russia, due to which the total tariff has reached 50%. Top officials in Washington have indicated that India can be put further pressure in the coming time. However, on this matter, India says that its oil import is completely in the national interest and it will not change its policy by being influenced by the politics of a third country.
Ukraine War Refight Status and International Response
The summit held between Trump and Putin in Alaska was expected that the tension would be reduced, but the result turned out to be upside down. The war has erupted even more. On Sunday, Russia bombed the government premises of Kiev, causing the situation to become more serious. The aim of America is to close Russia’s revenue source. Russia is cut off from Europe and America, but due to countries like India and China, it is still getting buyers. This is the reason that America is constantly targeting India.

During the second term of Donald Trump, the crisis of trust between America and India is deepening. Recently, the US imposed a huge tariff of 50% on Indian products, which is the highest on any country in Asia and tops Brazil in the world. This step is being seen directly as a attack on India’s economy and business interests, but this stress is not limited to economic policies only.

Trump’s aggressive comments on India’s friendship with Russia and the military conflict with Pakistan also increased the relationship. He called Russia and India’s economies “dead economy”, while his colleague Peter Navaro even said that Ukraine War is a war of Modi.

An article was published in Israeli’s major newspaper Jerusalem Post, in which it was written what Israel can learn from Modi. It said that while facing the unprecedented oral attacks of Trump, Modi gave top priority to national honor instead of apologizing or bowing. According to the article, it was India’s clear message that it would not accept behavior like a subordinate state in any situation. Israel had apologized on the death of journalists in an attack on Khan Younis on behalf of its army, which the newspaper presented as criticism.

India’s stagnant stance in front of Trump’s pressure

After India’s Operation Sindoor, where Pakistan reached the White House immediately on Trump’s call, India adopted a separate route. Prime Minister Narendra Modi opted not to go to Washington despite Trump calling four times and sending formal invitations. This decision not only strengthened India’s independent diplomatic status, but also showed that India is not ready to bow down to any superpower. The move is being appreciated worldwide, especially in Israel, where media and analysts introduced India’s firm stance as an example.

US President Donald Trump described Prime Minister Narendra Modi as a good friend and great Prime Minister amidst a tariff controversy with India. He said that there is special relations between India and America and sometimes moments of stress can come, but the relationship between the two countries will remain strong.

Prime Minister Modi, reacting to Trump’s comment, wrote on X (Twitter) that he deeply appreciates the positive evaluation of the feelings and relationships of the US President and fully supports it.

Deeply Appreciate and Fully Reciprocate President Trump’s Sentiments and Positive Assessment of Our Ties.

India and the US have a very positive and forward-looking comprehensive and global strategic partnership.@Realdonaldtrump @Potus https://t.co/4hlo9wbpef

Why India and America relations deteriorate?

Recently, the US has imposed up to 50 percent tariffs on imports coming from India. In August, the Trump administration imposed 25 percent tariff. After this, an additional 25 percent fee was also imposed on India for buying oil from Russia. These decisions have caused sourness in business relations between the two countries. However, India and America are still ally at the strategic and diplomatic levels.

Modi’s emphasis on strategic partnership

PM Modi said that there is a positive and visionary widespread global partnership between India and America. The partnership of the two countries is constantly strengthening with the cooperation in defense, technology, energy and cooperation in the Indo-Pacific sector. This is the reason that despite business tension, both leaders are giving priority to personal relations.

Indo-US relations balance of friendship and stress

The relations between India and America have never been very stressful. Even though there is a difference of opinion on business or policy, both countries are important partners of each other in a strategic point of view. Both countries cooperate in the fight against security and terrorism. To maintain power balance in the Asia-Pacific region, it is very important for the two countries to live together.

US President Donald Trump recently made a positive comment on Indo-US relations, saying that he would always be a friend of Prime Minister Narendra Modi and India is a special partner for America. Apart from this, he also said that I do not like what he is doing at this time. His gesture was towards improving India’s current relations with China and buying oil from Russia.

Reacting to US President Donald Trump’s statement, PM Modi wrote on the social media platform X (Twitter) that he appreciates Trump’s feelings and positive evaluation of Indo-US relations. He described the partnership between the two countries as a comprehensive and visionary strategic partnership.

What did experts say on Trump’s statement?

Wiles at West Asia’s strategist Vile topped says that America cannot ignore India. According to him, there are many major reasons behind this. He said that Trump and Modi have good relationships on a personal level. There is a large population of Indians in America, which is important for American economy and trade. Apart from this, when the US President makes positive comments on India, it is not only a message for the Government of India but also for the overseas Indians. The topper believes that Trump businessmen also take decisions with thinking, so it is necessary that Indian companies get a way to export without tariffs and troubles in America.

Need to be careful with Trump: Expert

Wile topic warned that even though the statement is positive, there is a need to be cautious. Trump has issued executive orders on tariffs and imports related to India. These orders cannot be easily withdrawn, unless there are strong evidence or reasons behind it, so Indian companies and the government have to ensure that talks with the US on business issues are balanced and positive.

What did US President Donald Trump say?

US President Donald Trump while answering ANI’s question said that I will always be a friend of Modi. He is a great Prime Minister. However, Trump further said that I do not like what he is doing at this time. His reference was about the purchase of oil and weapons from Russia. He further said about the tariff controversy that there is a special relationship between India and America. There is nothing to worry about in this. Sometimes such moments come.

External Affairs Minister S.K. Jaishankar has given an important statement. He said that Prime Minister Narendra Modi has always seen the Indo-US partnership with seriousness and importance. Jaishankar’s statement came at a time when US President Donald Trump made a positive statement on Indo-US relations.

Jaishankar said that personal relations between Prime Minister Modi and Trump have always been better. He said, “Prime Minister Modi is very serious about our relationship and making a strong partnership with the US is included in his priorities. The Prime Minister’s personal equation with President Trump has always been good. As far as our foreign policy is concerned, we are constantly constantly connecting with America. At the moment I cannot say anything more than this, but I would definitely say that dialogue and cooperation between the two countries continues.”

Importance of Indo-America Relations

It is clear from this statement of the Foreign Minister that India sees relations with America not only from political point of view but also from strategic and economic cooperation. Indo-US partnership in many fields like defense, trade, energy, technology and education has strengthened over the years. Especially in the Indo-Pacific sector, the cooperation of the two countries is also considered important for balanced by China’s increasing activism.

Trump and PM Modi have good relations

Prime Minister Modi and Donald Trump have good personal relations. Both leaders have praised each other many times. Houston’s ‘Howdy Modi’ program and Ahmedabad’s ‘Namaste Trump’ program became a symbol of the strength of Indo-US relations. Jaishankar’s statement indicates that India is in favor of maintaining relations with not only Trump but also American leadership.

There have been differences between India and America on issues like trade and tariffs. Apart from this, challenges have also been reported many times in visa policies and defense deals. Despite this, the importance of strategic partnership between the two countries has not diminished. The Foreign Minister made it clear that the relationship with America is given top priority in India’s foreign policy.
