<p>Amidst the ongoing tension in the Pacific Ocean, China has completed the third aircraft carrier &#8216;Fujian&#8217;. On Saturday, China&#8217;s PLA-Navy released a video of the operational demo of Fujian. This week, the commissioning ceremony of Fujian was organized in the presence of Chinese President Xi Jinping.</p>
<p>The special thing is that this new aircraft carrier of China is based on electromagnetic catapult technology. Till now America&#8217;s Gerald Ford class aircraft carrier warships were equipped with this technology. Electronic catapult technology allows fighter aircraft to take off and land from the small runway deck of an aircraft carrier.</p>
<p><strong>China&#8217;s conflict with Philippines</strong></p>
<p>China has built the third aircraft carrier at a time when there is tension with the Philippines in the South China Sea. In the last two years, there have been many violent clashes between the navies of China and the Philippines. China alleges that the Philippines is in a confrontation mode with China at the instigation of America.</p>

<p><strong>India has two aircraft carrier warships</strong></p>
<p>India has 02 aircraft carrier warships (INS Vikrant and Vikramaditya). The Indian Navy is also demanding a third aircraft but has not yet received the green signal from the government. </p>
<p>A few years ago, the then (now late) Chief of Defense Staff (CDS) General Bipin Rawat had dashed the Navy&#8217;s hopes of a third aircraft carrier by saying that the Andaman Nicobar Islands could play the role of the Navy&#8217;s static aircraft carrier. Because Andaman Nicobar has a very strategic location in the Indian Ocean, from where China&#8217;s maritime activities can be closely monitored. </p>

<p style="text-align: justify;">India has prepared plans to build at least 208 hydroelectric projects in the Brahmaputra River Basin in response to China&#8217;s massive hydropower projects. All these projects will be built in 12 sub-basins, which will achieve the capacity of producing about 65,000 MW of electricity. At present this scheme is under the supervision of the Energy Ministry and the Prime Minister&#8217;s Office (PMO).</p>
<p style="text-align: justify;"><strong>China&#8217;s answer to the dam</strong><br />According to officials, China is building a 60,000 MW capacity dam on the Yarlung Tsangpo river in Tibet (known as Brahmaputra in India and Jamuna in Bangladesh), which will be the world&#8217;s largest hydro project. In response to this, India plans to ensure balanced use and safety of water resources by building several small and big projects on the entire stretch of the river.</p>
<p style="text-align: justify;"><strong>Biggest Project- Siang Upper Multipurpose Project</strong><br />The largest among India&#8217;s proposed projects is the Siang Upper Multipurpose Project (SUMP), which will have a capacity of 11,000 MW. It is proposed to be built in Arunachal Pradesh, but has been stalled for a decade due to local opposition. In May 2025, NHPC has restarted the survey work in police security.</p>
<p style="text-align: justify;"><strong>Importance of Brahmaputra Basin<br /></strong>The Brahmaputra river basin extends to Arunachal Pradesh, Assam, Sikkim, Meghalaya, Mizoram, Manipur, Nagaland and West Bengal. The region holds 80% of India&#8217;s total untapped hydropower potential, of which Arunachal Pradesh alone has 52 gigawatts (GW) of potential.</p>
<p style="text-align: justify;"><strong>Existing and new projects<br /></strong>Currently, projects with a capacity of about 4,807 MW are underway in the Brahmaputra Basin, while projects of 2,000 MW are under construction. The new scheme includes large hydro projects as well as pumped hydro storage and small (<25 MW) projects.</p>
<p style="text-align: justify;"><strong>China&#8217;s dam called &#8216;water bomb&#8217;<br /></strong>Arunachal Pradesh Chief Minister Pema Khandu had said that China&#8217;s dam is being built very close to the state border and it can prove to be a threat like a &#8216;water bomb&#8217;. He warned that &#8216;this could become an existential crisis for our tribes and livelihoods.&#8217; The Foreign Ministry has said that India is keeping a close eye on China&#8217;s activities. Foreign Minister S. Jaishankar had formally raised this issue during his visit to Beijing in July.</p>

<p style="text-align: justify;"><strong>Pakistan-taliban meeting on CPEC: </strong>During the ongoing tension between India and Pakistan, China is now working on a policy of strategic siege. A clear example of this emerged recently when special messengers from Pakistan and China visited Afghanistan and interacted with the Taliban government under the BRI (Belt and Road Initiative).</p>
<p style="text-align: justify;">At the behest of China, Pakistan appointed Muhammad Sadiq Khan, a special messenger for Afghanistan. He recently visited Kabul and met Afghan leaders with Chinese Special Representative U Shiayong. During this, there was a direct conversation with Taliban Home Minister Sirajuddin Haqqani and External Affairs Minister Aamir Khan Mottaki. In the meeting, important issues like Afghanistan&#8217;s participation in BRI, CPEC expansion, economic cooperation and security partnership were agreed.</p>
<p style="text-align: justify;"><strong>Strategic, military and economic agenda clean</strong><br />The meeting was a link to the fifth trilateral dialogue between the three countries and its purpose was to strengthen the preparations for the upcoming sixth round, trade and strengthen the security system. In the meeting, Taliban Home Minister Sirajuddin Haqqani said that it is Afghanistan&#8217;s priority to carry forward regional relations and to create creative support with mutual respect.</p>
<p style="text-align: justify;"><strong>CPEC expands to Afghanistan</strong><br />CPEC, which has already been a geopolitical challenge for India, passes through Pakistan Occupied Kashmir (POK). Now it is moving towards expansion till Afghanistan. Pak envoy Muhammad Sadiq confirmed that the three countries had agreed to expand CPEC to Afghanistan. For this, new opportunities for commercial cooperation and investment are being discovered. Safety cooperation is moving towards converting cooperation into strategic partnership.</p>
<p style="text-align: justify;"><strong>What does it mean to India?</strong><br />The expansion of CPEC to Afghanistan can be considered an attempt to isolate India more diplomatically on the western border. The Taliban&#8217;s close policy to China and Pakistan can weaken its historical-cultural relations with India. Meetings with extremist leadership like Sirajuddin Haqqani increase the apprehension that projects like CPEC can also become a cover for terrorist networks. Establishing BRI in Afghanistan will give China a direct way to the natural resources of Central Asia, where India&#8217;s presence is limited.</p>
