Pakistan has once again appealed to India in the United Nations Security Council (UNSC) to reinstate the Indus Water Treaty. Pakistan’s permanent representative to the United Nations, Ambassador Asim Iftikhar Ahmed, made baseless allegations against India and described himself as a victim. He alleged that the suspension of the Indus Water Treaty was a unilateral action and said that India was deliberately using it as a weapon.

‘Crisis on millions of Pakistanis’

Pakistani Ambassador Iftikhar Ahmed said, “India’s unilateral decision weakens the basic spirit of the Indus Water Treaty. It has endangered the lives of millions of people who depend on this water for food and energy security. This is not only causing harm to one country, but it is also weakening international water law.”

Iftikhar Ahmed described India’s move as a violation of the treaty that has governed equitable water sharing between the two countries for more than six decades. He said a 1960 treaty brokered by the World Bank allocates six rivers of the Indus Basin between India and Pakistan, giving Pakistan control over the western rivers and India over the eastern rivers.

Pakistan is appealing to the United Nations

After the Pahalgam terrorist attack, India had taken several actions against Pakistan including suspending the Indus Water Treaty. Now Pakistan has realized that it is going to suffer a lot due to this and that is why it starts pleading for reinstatement of this treaty from different forums. The Pakistani ambassador said, “No provision of the treaty allows unilateral suspension or amendment, therefore we expect full respect of the treaty and an early return to normal functioning.”

India has strictly rejected Pakistan’s objections for suspending Indus Water Treaty after the Pahalgam terror attack on 22 April. In the Geneva session of the United Nations Human Rights Council (UNHRC), Indian diplomat Anupama Singh said that permanent cooperation rests on trust, not terrorism.

India’s clear message on treaty

Anupama Singh said that the Indus Water Treaty signed in 1960 was done in a sense of goodwill and friendship, but today is completely different. He said, “The world of 1960 is not the world today. Pakistan sponsored terrorism is constantly hollowing out the basic spirit of this treaty.”

Direct attack on Pakistan

The Indian representative accused Pakistan that he tries to give political color to the council’s proceedings repeatedly, while his own record is filled with violation of the principles of the treaty. He said, “The country which continuously and deliberately violates the basic spirit of the treaty, has no right to accuse others.”

Pakistan is struggling with water crisis

India suspended the treaty on 23 April, when Pakistan-backed militants killed 25 tourists and a local pony operator in the Besaran Valley of Pahalgam in Jammu and Kashmir. After this move of India, a serious water crisis has arisen in Pakistan. According to reports, both the major reservoirs of Pakistan have reached dead storage level and there has been a huge decline in agricultural production.

The treaty was done by World Bank mediation

The Indus Water Treaty, which took place in the World Bank’s mediation in 1960, has been considered a symbol of cooperation in Indo-Pak relations. Under this treaty, India was given control of Eastern rivers, Ravi, Beas and Sutlej, while Pakistan got the rights of Western rivers- Indus, Jhelum and Chenab.

Ambassador counted Pakistan sponsored attack

When the Indian ambassador was asked about the claim of Pakistan that the Indus Water Agreement from India was like war action, Singh counted a long list of terrorist attacks in India, including the 2001 Parliament attack, the 2008 Mumbai attacks, the Uri Base Camp attack in 2016, Pulwama and the recent Pahalgam attack. He said, ‘The root cause behind all the terrorist attacks in India is only two organizations, Jaish-e-Mohammed whose leader is Masood Azhar and Lashkar-e-Taiba, headed by Hafiz Saeed.’

He said, ‘Lashkar-e-Taiba was behind the Mumbai attacks and its leaders are still roaming freely. Therefore, Pakistan has to do just a simple thing, when the preamble includes goodwill and friendship, then they should hand over these terrorists to us.

He further said, ‘Recently, the US has extradited Tehwavur Hussain Rana involved in the Mumbai attacks. When America can hand over these convicts, why can’t Pakistan hand over? Pakistan should just hand over to Hafiz Saeed, Lakhvi, Sajid Mir and the matter will be over.

India’s stance on terrorism clear: JP Singh

Indian Ambassador JP Singh also clarified India’s stance on terrorism during the interview. He said, ‘Our Prime Minister has said very clearly that India has a zero tolerance policy regarding terrorism. We will not accept terrorism across this border under any circumstances.

Sindhu Water Treaty postponed after Pahalgam terror attack

At the same time, in its monthly report submitted to Cabinet Secretary TV Somathan on Tuesday (May 13), Secretary of the Ministry of Water Resources, River Development and Ganga Protection Debashree Mukherjee said, “The government has announced that the treaty has been postponed with immediate effect after the Pakistan -sponsored terror attack on citizens in Pahalgam.”

Mukherjee said in his report, “The major water-distribution treaty will remain suspended until Pakistan trusted and permanently stop supporting terrorism.”

The Indus Water Treaty (IWT) in the World Bank’s mediation in 1960 is related to the distribution and use of water of the Indus River and its tributaries between India and Pakistan.

Pakistan is killing hands and feet for water, India adamant on its decision

Indian Foreign Minister warns Pakistan over terrorism

What is Indus Water Agreement?

This is the first time India has officially stopped the Indus Water Treaty despite many years of political tension and conflict between the two countries. In such a situation, the question arises that what is this Indus water will be used? In fact, the Indus Water Treaty was signed after years of talks between India and Pakistan in 1960 and the World Bank served as an intermediary.

The treaty divides six rivers of the Indus basin between the two countries- Eastern Rivers: Ravi, Beas and Sutlej were given to India while Western rivers: Indus, Jhelum and Chenab were given to Pakistan. India is allowed to use Western rivers for non-consumption objectives such as irrigation and hydroelectric, but it is not allowed to storage or bend a large amount of water from them.

Under this agreement, India gets about 20 percent of the total water in the system – ie about 33 million acres of acre (MAF), or 41 billion cubic meters (BCM), while Pakistan gets about 80%, which is about 135 MAF or 99 BCM.

What will be the effect on Pakistan?

The neighboring country Pakistan is already facing water crisis. In such a situation, there is very little water storage in the country, with two main dams- Mangala and Turbella, only about 14.4 MAF has the capacity to deposit. This is only 10 percent of the annual water part of Pakistan under the treaty. The Indus Water Samajat plays an important role in Pakistan’s economy. About 80% of its agricultural land, or 16 million hectares, is irrigated by the Indus system. 93% of water from these rivers is used for cultivation including wheat, rice, sugarcane and cotton. It mainly contributes about 25% to Pakistan’s GDP through agriculture.

In such a situation, Pakistan is already one of the most water-stunned countries in the world. The average amount of available water per capita there is decreasing rapidly. In such a situation, if any sudden or large cut in the flow of water will spoil the situation. Experts believe that serious consequences of brakes on the Indus Water Agreement can be revealed.

This may cause a steep fall in food production in Pakistan, affecting prices and availability. Power cuts may increase, especially in rural areas, there may be a shortage of drinking water in cities, which will increase pressure on urban systems. In addition, unemployment may increase, especially between farmers and daily wage workers. Migration from rural areas may increase in cities, which will put congestion and more pressure on resources.
