There has been an atmosphere of tension between America and India for a long time. It is being said that relations between India and America may become more sour in the coming days. In fact, US Senator Lindsey Graham claimed that US President Donald Trump has given the green signal to a bill imposing sanctions on Russia, which will stop India, China and Brazil from buying Russian oil. According to the official website of the US Congress, the name of this bill is Sanctioning of Russia Act 2025. One of its many provisions is that countries that knowingly buy uranium and petroleum products from Russia can be imposed a 500% tariff in America. In such a situation, let us now tell you whether no one can stop Trump from imposing 500% tariff on India. And what is the law of America?

What is Sanctioning of Russia Act 2025?

The Sanctioning of Russia Act 2025 presented in the US Congress is a bill with very stringent provisions. According to US Senator Lindsey Graham, President Trump has given the green signal to this bill and voting on it can take place next week. This is a bipartisan proposal, which is expected to get the support of both Democrats and Republicans. According to the information released by the American side, under this law, the American President will have the right to increase the import duty on all goods and services coming from Russia to America by at least 500 percent. Not only this, this provision will also apply to those countries which knowingly trade Russia’s petroleum and uranium products.

Why can India come under target?

Since the start of the Ukraine war, India has been among the major countries buying Russian crude oil at concessional rates. America considers this as indirect support to Russia’s economy. For this reason, President Trump has already imposed an additional 25 percent tariff on India, taking the total duty to 50 percent. Now, if the new law comes into force, America can get the right to impose tariffs up to 500 percent on goods and services coming from India.

Can anyone stop Trump?

The special thing about this bill is that very wide powers have been given to the President in it. If this bill is passed by the US Congress, it will not be easy to legally stop Trump from imposing tariffs. This decision will depend on the President’s assessment as to which country is benefiting Russia through Russian energy trade.

Russian President Vladimir Putin targeted the US on Thursday (October 2). He said that America wants to end the energy relations with Russia by putting pressure on India and China, but such a step can have the opposite effect.

Putin warned that if the US imposes more fees on Russia’s business partners, it will increase global prices and the US Federal Reserve will have to keep the interest rates high. Recently, the US has imposed an additional 25% tariff on India’s exports, due to which this tax has increased to 50%.

Russian President said this big thing

The Russian President said, “India and China will not let them be insulted.” He clearly said that if India stops buying energy from Russia, it will have to bear the loss. But the people and leadership of India will never let this happen. Putin expressed confidence in Prime Minister Narendra Modi and said that Modi will not take any such step.

Putin also questioned America’s dual policy. He said that the US itself buys uranium rich in Russia, but asks the rest of the countries to stay away from Russian energy.

 America is constantly criticizing India

This statement comes at a time when America is constantly criticizing India that it is buying oil from Russia. Former President Donald Trump and his colleagues also tried to pressurize India several times. Trump’s advisor Peter Navarro even called India to “Maharaja of Tariff” and accused Modi of being close to Putin and Xi Jinping.

Even before this, Putin had warned America that India and China cannot talk in language like colonial era. He said, “Now the time of colonialism is over. Ancient civilizations like India and China are not going to bow down to any ultimatum.” Russian Foreign Minister Sergei Lavarov also said that countries like India and China will never accept the pressure of America.

US President Donald Trump has said that it was not an easy decision to impose tariffs (tax) due to buying Russian oil on India. He said that this caused a strain in the relationship between the two countries.

In an interview to Fox News, Trump said, “India was the biggest customer in Russia. I imposed 50% tariff on India, because they were buying oil from Russia. It was a big step and this increased differences with India.” Trump also said that Russia’s issue is more in Europe, less of America. He claimed that during his tenure he resolved many major controversies, including the issue of Pakistan-India.

India defended the purchase of oil from Russia

On the other hand, India has defended the purchase of Russian oil. India says that the purchase of energy depends on its national interest and market status.

Pressure from America

Sergio Gore, a nominated candidate for the post of Ambassador in India of Trump administration, said that the US wants India to buy American oil and petroleum products. He says that India’s more than 140 million population and fast growing middle class is a big market for America.

What did the American Commerce Secretary say?

Talking to CNBC, American Commerce Secretary Howard Lutnik also indicated that if India stops buying Russian oil, then the trade agreement between the two countries may open.

Effect on India-US relations

In the last few months, there has been a lot of ups and downs in the relations between India and America, where India’s buying oil from Russia has caused the main dispute. The Modi government has said its side on this, saying that taking oil from Russia is completely in the national interest, because it gives cheaper fuel and ensures the energy security of the people. Meanwhile, in August, the US imposed 25% additional tariffs on some Indian products, which increased the total fee to 50%. Which is the highest among all the business partners of America.

US President Donald Trump on Sunday (7 September 2025) responded to the question of journalists and said that yes he can increase the ban on Russia compared to earlier. The importance of this yes of Trump increases further because earlier US Finance Minister Scott Besant had asked Russia to impose more tariffs on the countries buying oil. Besant argues that it is impossible to bring Putin to the conversation table without financially destroying Russia.

India may get the biggest shock of this policy, because India is importing a large amount of crude oil from Russia. This step is important for Indian energy security, but the US believes that Russia is getting financial benefit due to buying oil, which it is using in war against Ukraine.

American tariff threat on India
The US Finance Minister did not directly name India, but the statement given by him was clear. He said that if the US and the European Union together put more tariffs on Russian oil buying countries, then Russia’s economy will collapse. India is already facing 25% additional tariffs due to buying oil from Russia, due to which the total tariff has reached 50%. Top officials in Washington have indicated that India can be put further pressure in the coming time. However, on this matter, India says that its oil import is completely in the national interest and it will not change its policy by being influenced by the politics of a third country.
Ukraine War Refight Status and International Response
The summit held between Trump and Putin in Alaska was expected that the tension would be reduced, but the result turned out to be upside down. The war has erupted even more. On Sunday, Russia bombed the government premises of Kiev, causing the situation to become more serious. The aim of America is to close Russia’s revenue source. Russia is cut off from Europe and America, but due to countries like India and China, it is still getting buyers. This is the reason that America is constantly targeting India.

White House advisor Peter Navaro once again targeted the oil purchase from India’s Russia, but this time his post was added to the X (East Twitter) fact-checking the community notes. After this, Navaro erupted and lashed out a scathing attack on Alan Musk.

Navaro alleged that India is buying oil only to earn profit and strengthen Russia’s war machine. However, X users surrounded them factually and told that India’s oil imports are associated with energy security and do not violate any international ban. This time X users fact-checked their claim and wrote in the community note that India’s oil import from Russia is not only for profit, but for energy security. It also said that the deal does not violate any international ban.

Navaro told this community note ‘garbage’

The note also further added, “Although India imposes some tariffs, America gets business surplus in services with India. At the same time, the US itself imports some goods from Russia, which reflects its dual policy.” Navaro attacked Allen Musk, calling this community note “garbage” and alleged that he was allowing ‘publicity’ to enter the posts of the people.

Navaro again attributed India to India

Navaro again held India responsible for buying oil from Russia, saying, “This note is completely nonsense. India is buying oil from Russia only for profit. Russia-Ukraine used to do not do this before war. The spin machine of the Indian government is working fast. Stop killing Ukrainians, American jobs are being stripped.”

India rejected the allegations of Navaro

India has dismissed the allegations of American White House Advisor Peter Navaro outright and described him as baseless and misleading. Foreign Ministry spokesman Randhir Jaiswal said in a press briefing that India’s oil import from Russia is completely associated with energy security and global supply balance, not for any political or military reasons. He said that India’s energy policy is based on the status and national interests of the global market.

Trump imposed 50% tariff on India

The dispute has come to light at a time when recently US President Donald Trump announced a 50% tariff on Indian imports. Trump had alleged that India’s oil purchases were helping Russia for the Ukraine War. He even said that India and Russia are going closer to China. Trump wrote on social media, “It seems that we have lost India and Russia to China. Hopefully their future is good.”

Trump claims that India is currently the highest oil purchasing country from Russia, while the US stopped oil imports from Russia after the commencement of Ukraine War. At the same time, India says that its oil imports do not violate any international ban and it is necessary to keep the global energy market stable. India has made it clear that its priority is to meet energy needs as well as protect its national security and strategic needs.

The administration of US President Donald Trump is constantly making strict rhetoric against India. Recently, the White House trade advisor Peter Navarro directly warned India that if India wants to live as a strategic partner of America, then it will have to behave the same kind. This statement comes at a time when India is continuing oil imports from Russia and Prime Minister Narendra Modi is going to visit China soon.

Navarro’s statement has further air the increasing tension between the two countries. The US alleges that India’s Oil Purchase from Russia is providing financial assistance to Moscow to continue Ukraine War.

American resentment over oil purchases from Russia
In an article written in the financial Times, Peter Navarro made serious allegations against India. He said that India is acting like a global clearing house and provides dollars to Moscow by converting Russia’s banned oil into expensive exports.

Against American strategic interests
The Trump administration believes that this step of India is against American strategic interests. For this reason, Donald Trump has imposed an additional 25% tariff on India on purchasing oil from Russia. After this, the US total tariff on India has increased to 50%, but in the meantime the meeting of Russian President Vladimir Putin and Trump revealed that the US itself has done 20% more business with Russia. The Indian Ministry of External Affairs has already said that India is being targeted improperly.

American objection to relations with China
Not only Russia, America has a problem with India and China. Prime Minister Modi is going to meet Chinese President Xi Jinping later this month. Apart from this, Chinese Foreign Minister Wang Yi is also on a tour of India to negotiate border dispute. Navaro alleges that if India strengthens relations with both Russia and China, it can be risky for America to hand over modern weapons to America. It is clear from this statement that the Trump administration is not liking India’s strategic freedom.

Crisis on trade agreement
The conversation of the ongoing trade deal between the US and India has also fallen for this controversy. The US trade team, which was to visit India from 25 to 29 August. At present, Teen has postponed his tour. This is indicating that not only will the tension between the two countries deepen, but the trade agreement may also be in disarray. The additional tariffs imposed on India are coming into effect from August 27 and now the chances of getting relief are very low.

All India Majlis-e-Ittehadul Muslimeen (AIMIM) national president and Lok Sabha MP Asaduddin Owaisi has strongly attacked the central government after the US imposed 25 percent of the Acra Tariff. He posted on X (East Twitter) and wrote that Trump has imposed more tariffs on India, which has increased to 50%, because we bought oil from Russia. It is not diplomacy, but the bullying of the pranks that does not clearly understand how global business works.

Owaisi wrote that these tariffs will harm Indian exporters, MSMI and manufacturers .. It will disrupt the supply chain, prevent direct direct investment (FDI) and make a huge impact on jobs, but why will Narendra Modi care for it? Owesi asked, asking where they are now BJP Bahubali? Last time I asked if Modi ji will show his 56 -inch chest when Trump would impose 56 percent tariffs. Trump stopped at 50%. Perhaps they are afraid of our non -biological Prime Minister? Was selling your strategic autonomy worth filling the treasures of your friends billionaires?

US President Donald Trump’s tariff
According to the PTI report, the first phase of 25 percent fee declared by US President Donald Trump on imports from India came into force from Thursday (7 August 2025). Last week, the White House announced that India would have to pay a 25 percent fee. After this, Trump issued a government order, in which it was a list that how much duty the US would impose on imports from different countries around the world. Trump had announced a fee rates for about 70 countries in a government order. 25 percent of the counter -duty on India became effective from Thursday. In addition to the 25 percent fee announced last week, President Trump on Wednesday imposed a 25 percent fee for the purchase of Russian oil on India, which has increased the total fee on India to 50 percent, which is one of the highest charges levied by the US on any country. This additional fee will be effective after 21 days i.e. from August 27.

US President Donald Trump on Friday (August 1, 2025) reacted to the news of a possible restriction on India’s probability ban on purchasing oil from Russia. However, he also admitted that he is not sure about the truth of this information.

The news agency ANI was asked whether any special fine would be imposed on India or whether there is any conversation with Prime Minister Narendra Modi, Trump said that I have heard that India will no longer buy oil from Russia. I do not know whether it is right or wrong. This is a good step. Let’s see what happens. This statement comes at a time when the US is under international pressure to limit Russia’s earnings between Ukraine War.

India is the third largest country to buy oil from Russia

India is the third largest oil importer in the world and since 2022 it has been a major buyer of concessional Russian crude oil. At the same time, according to recent reports, Indian government refineries have temporarily stopped the purchase of oil from Russia due to decreasing discounts and logistic challenges. The Government of India has not given any official statement on this. America considers this business wrong from a geopolitical perspective and wants India to stop purchasing energy and weapons from Russia.

America has imposed 25 percent tariff on India

Recently, the US has announced that it will impose 25% tariffs on all exports from India. A fine will also be imposed for continuing energy trade from Russia. Trump criticized India in his Truth Social Post last week, in which he said that India buys energy and military equipment from Russia and puts a lot of tariffs on American products, due to which there is a lot of problems in business.

What did India say on Trump’s statement?

On behalf of the Government of India, Foreign Ministry spokesman Randhir Jaiswal reacted and said that there is a stable and time-time partnership between India and Russia. Indo-US relations are based on common interests, democratic values and strong public relations. India made it clear that it wants to maintain a balanced relationship with both countries and will not compromise on its strategic interests.

India’s High Commissioner in Britain, Vikram Doraswami, has rejected India’s criticism for the purchase of oil from Russia. He said that no country can close its economy in one stroke. In an interview to Britain’s Times Radio, he also said that many European countries are buying energy and rare minerals from the same sources that they are refusing to buy India.

Questioning the dual policy of Western countries, Doraiswami said, “Many European countries are still buying rare meanings and energy products from the same sources that they are refusing to buy us. Is it not contradictory?”

Why is India buying Russian oil?

India, which is the third largest oil importer in the world, earlier bought most of the oil from the middle East, but after the Russia’s invasion and Western sanctions in 2022, Russia began selling oil at a huge discount to attract alternative buyers. India took advantage of this opportunity.

Doraswami said, “Our traditional energy sources have now taken away others and prices have increased considerably. We import more than 80% oil of our needs. What option do we have? Do we stop our economy?”

Cleaning on India’s relations with Russia

On the question asked on the closeness of India with Russia, he said, “Our relationship is not just a leader or government based.

He also said that just as other countries form a relationship on the basis of their national interests, in the same way India also takes decisions keeping in mind its energy and strategic interests.

India’s stand on Ukraine War

Doraswami also reiterated that Prime Minister Narendra Modi has repeatedly said that it is not a time of war. He said that PM Modi has said this to both Russian President Vladimir Putin and Ukrainian President Volodimir Jailonski. He further said, “India wants to see this war ending soon, like we want a peaceful solution to all the struggles going on all over the world.”

Sanctions on russian oil: Amidst Ukraine-Russia war, there is constant pressure from America to eliminate it. When Moscow attacked Ukraine in the year 2022, after that the Western countries imposed a ban on it, on the other hand, they also stopped purchasing oil from him. However, India further increased the purchase of crude oil from Russia.

The cheap crude oil received by India from Russia gave him tremendous relief on the economic front. Gulf countries were the main suppliers of oil for India, depending on about 85 percent of the oil imports, but Russia replaced it for the last three years.

But, now India and China are being threatened by buying cheap oil from Russia. It is being said from the US that a tariff of 100 percent will be imposed on any country which will buy oil with Russia. US President Donald Trump is constantly engaged in putting such pressure on Russia’s President Vladimir Putin to end the Ukraine-Russia war.

Will you break on cheap oil?

However, for this, Trump has given 50 days of time. He said that we are very angry with Russia and if Russia is not able to settle with Ukraine for fifty days, then we are going to put very high tariff rates. Tariff called it a secondary tariff. NATO Secretary General Mark Rutte has also threatened to put 100 percent secondary tariffs over India-China and Brazil on buying oil with Russia in a similar way. Also, he asked these countries to explain to President Putin for a peace agreement with Ukraine.

On the other hand, Trump’s supporter Senator Lindsay Graham is constantly advocating the law Sanctioning Russia Act of 2025. Talking about imposing 500 percent tariffs over those countries, which are buying oil, gas, uranium or petrochemical from the country.

Will India stop oil from Russia?

In fact, Indian Petralium and Natural Gas Minister Hardeep Singh Puri said on Thursday that India is unaware of the threats of US sanctions as there is sufficient supply in the oil market. With this, Puri expected the prices fall. Talking about the secondary tariff, Puri said that about 10 percent of the global oil comes from Russia. In such a situation, if Russia is excluded from the supply of oil, then its price will reach $ 130 per barrel. He said that Türkiye, China, Brazil and European Union (EU) have also continued to purchase oil and gas from Russia.

He said that it has two options- first that after the ban on Russia, the world will either reduce the consumption of 10 percent oil and gains. This will mean that heaters will not run in winter, AC will not work in summer. Some traffic will have to be discontinued. Or those who are supplying 90 percent of the remaining 90 percent, they will have to increase its supply. That is, it would directly mean that oil prices will touch the sky.

But, if Russia is really imposed by America, then India will have to turn to its old traditional oil supplier West Asian countries. Brazil can play an important role in this.

According to the CREA, India is currently dependent on imports from more than 33 percent of its needs from Russia. After the ban on Russia oil, China is buying 47 percent from it, India 38 percent, European Union 6 percent and Türkiye 6 percent oil. But in the year 2022, only 2.1 percent of oil imports in India came from Russia. That is, this surge in oil imports came during the financial year 2024-25 when oil imports have increased by 35.1.
