Four senior US senators have announced to push for a new law to take strict action against countries buying oil and gas from Russia. He says that to increase pressure on Russia, those countries should be targeted which are still buying oil and natural gas from Russia. He believes that this income received by Russia is helping in continuing the Ukraine war.

Democratic Party senators Richard Blumenthal and Jeanne Shaheen, along with Republican Party senators Lindsey Graham and Roger Wicker, said on Friday (July 10, 2027) that they have reached an agreement with the Trump administration. Issuing a joint statement, they said that they are happy to inform that an agreement has been reached with the Trump administration to advance legislation imposing new sanctions on Russia. He said that significant progress has been made in this direction and he wants to see this law implemented soon.

American tariff may increase by 500 percent

Senators said that Russia is continuously attacking civilian areas. In such a situation, the US government and Parliament should together take such steps that will increase economic pressure on the countries purchasing oil and gas from Russia. He says that such countries are helping Russia. This proposed law targets countries that buy oil, natural gas, uranium and other petroleum products from Russia. These senators, who put forward the Sanctioning Russia Act of 2025, believe that it is necessary to increase economic pressure on Russia. In the initial draft of this law, it was proposed to impose US tariffs of up to 500 percent on the goods and services of countries purchasing energy from Russia. Senator Richard Blumenthal had earlier called this proposed tariff a bone-breaking step.

America can give exemption to any country

In this law, the US President has also been given the right that if giving exemption to any country is in the interest of America’s national security, then it can be given relief from this action for 180 days. According to American media reports, some changes have been made in this bill later and the provisions related to tariffs have been made a little softer than before. However, complete details of the new and final draft have not been made public yet. In this entire matter, special attention is being given to India. The leaders supporting the law have taken the name of India many times. In June 2025, Senator Lindsey Graham wrote on the social media platform X that if China and India continue to support Russia, then they themselves will be responsible for it.

The proposed law has considerable support in the US Senate.

Meanwhile, a special license issued by America had expired on June 17. This proposed law has received considerable support in the US Senate. A total of 84 senators have become co-sponsors of this bill. President Donald Trump has also said that he sees this legislation as a means to put pressure on Russia so that negotiations can move forward to end the Ukraine war. Although Senator Graham has previously claimed that Trump supports this legislation, this proposal to impose sanctions on Russia has not yet become law, more than a year after it was first introduced.

Russian Crude Oil: US President Donald Trump has been trying to end the Ukraine war for several months. In this sequence, he imposed new sanctions on Moscow and warned of heavy tariffs to the countries buying cheap oil from Russia. It was also announced to impose an additional 25 percent tariff on India for purchasing concessional oil from Russia, which was later withdrawn. Although India has reduced the purchase of crude oil from Russia in recent months, on the contrary, China has increased its purchase.

Irrespective of Trump’s threats

Despite Trump’s warnings, China is buying record amounts of crude oil from Russia in February. It is believed that this is the third consecutive month when China’s Russian oil imports have increased significantly. Especially independent refiners are purchasing cheap Russian oil heavily. According to preliminary estimates by Vortex Analytics, about 2.07 million barrels of crude oil were being shipped daily from Russia to China in February, which is much higher than about 1.7 million barrels per day in January.

At the same time, according to Kpler data, this figure was around 2.083 million barrels per day in February, whereas in January it was 1.718 million barrels per day. On the other hand, India has cut Russian oil imports. According to Kpler data, India’s imports of Russian crude oil declined to about 1.159 million barrels per day in February.

India retreated, China increased purchasing

Due to decrease in demand, Russian oil prices softened further, taking advantage of which China increased imports further. According to news agency Reuters, since November, China has become the largest buyer of Russian crude oil. India had significantly cut oil purchases from Russia in November for the first time in two years due to increasing pressure on New Delhi over sanctions and trade agreements from Western countries.

Overall, while America is working on a strategy to isolate Russia economically, China is taking advantage of cheap Russian oil to strengthen its energy needs and strategic reserves.

India pause russian oil: Due to increasing pressure from the US and 50 percent tariff imposed by the US, there has been heavy pressure on Indian oil companies. According to Bloomberg report, government refinery companies like Indian Oil, Bharat Petroleum and Hindustan Petroleum in the spot market have decided not to purchase ureles crude from Russia from October.

Pressure oil companies

The government is currently waiting for the government’s instructions before the new order. Although there has been no official ban on the purchase of Russian oil from India, the government is reviewing the entire situation. According to Bloomberg report, Indian refiners have been asked to pay attention to other options if oil is not purchased from Russia and inform about non-Rasi oil suppliers. The decision to purchase crude oil is taken one to one and a half months ago, so that the refiners can ensure supply according to future requirements.

Search for oil option

It is worth noting that the purchase of Russian urel crude has already been made for August and September, and it is believed that until a new decision is taken by the government, all the procedures will run according to the pre -determined plan. Some cars have already reached Indian ports, while some shipments are still delayed.

Earlier, Indian refiners had reduced its purchases due to the increase in the price of ureles crude in late July. After this, they have turned to other areas.
