सवाल 2- पुतिन के भारत आने पर सिक्योरिटी कैसी होगी?
जवाब- पुतिन जब भारत पहुंचेंगे तो उनके कॉन्वॉय फिक्स होगा. भारत में वह PM मोदी और राष्ट्रपति द्रौपदी मुर्मू से कब मिलेंगे, कैसे मिलेंगे, दरवाजा कौन खोलेगा, कौन फूल देकर स्वागत करेगा और किसने कौन से कलर के कपड़े पहने होंगे, यह सब पहले से तय होगा. अगर किसी शख्स ने दूसरे रंग के कपड़े पहने, तो सिक्योरिटी अलर्ट हो जाएगी और पुतिन को सुरक्षित किया जाएगा.

पुतिन के साथ FSO की स्पेट्सनाज यूनिट यानी अल्फा ग्रुप और विमपेल जैसी स्पेशल फोर्स यूनिट तैयार रहेंगी. ये यूनिट्स रूसी सैन्य खुफिया एजेंसी GRU के साथ लगातार संपर्क में रहती हैं. कोई खतरा होने पर यह यूनिट्स पुतिन को किसी सुरक्षित जगह या उनके विमान IL-96 जेटलाइनर विमान तक एस्कॉर्ट करके ले जाती हैं.

IL-96 जेटलाइनर विमान एक उड़ता हुआ कमांड सेंटर है, जिसमें रडार से लेकर सभी जरूरी सिक्योरिटी फीचर्स मौजूद होते हैं. पुतिन के क्रेमलिन से बाहर रहने के दौरान रूसी खुफिया एजेंसी, साइबर टीम एक्टिव रहती हैं.

सवाल 3- पुतिन के भारत आने से क्या फायदा होगा?
जवाब- रूस ने पहले ही रूसी संसद (डूमा) से रेसिप्रोकल एक्सचेंज ऑफ लॉजिस्टिक्स सपोर्ट (RELOS) समझौते को मंजूरी दिला दी है, जो 18 फरवरी 2025 को हस्ताक्षरित हुआ था. यह समझौता दोनों देशों की सेनाओं को एक-दूसरे के बंदरगाहों, हवाई अड्डों और सैन्य सुविधाओं का इस्तेमाल करने की अनुमति देगा, जिससे अभ्यास, रखरखाव और संकट के समय त्वरित समर्थन संभव हो सकेगा.

• पांचवीं पीढ़ी के सुखोई-57 फाइटर जेट के 2-3 स्क्वाड्रन पर फैसला हो सकता है. यह अमेरिकी F-35 का सस्ता विकल्प बनेगा.
• पुराने T-72 टैंकों के लिए 1,000 हॉर्सपावर इंजन की डील टेक्नोलॉजी ट्रांसफर के साथ हो सकती है, जो मार्च 2025 में साइन हुई थी. इसके जरिए भारत में ही प्रोडक्शन बढ़ेगा. इससे नौकरियां और ‘मेक इन इंडिया’ को बूस्ट मिलेगा.
• रूस भारत का सबसे बड़ा तेल सप्लायर है. 2025 की पहली छमाही में भारत ने रोज 1.6 मिलियन बैरल रूसी क्रूड तेल खरीदा, जो 2020 में सिर्फ 50,000 था. इससे तेल की कीमतें कम रहीं और भारत को सालाना अरबों डॉलर की बचत हुई थी.

सवाल 4- अभी भारत और रूस के रिश्ते कैसे हैं?
जवाब- भारत-रूस के रिश्ते मजबूत, बहुआयामी और रणनीतिक साझेदारी के हैं, जो दशकों पुरानी ऐतिहासिक नींव पर टिके हुए हैं और वैश्विक भू-राजनीतिक बदलावों के बावजूद स्थिर है. यह साझेदारी 2000 में ‘रणनीतिक साझेदारी‘ के रूप में शुरू हुई थी, जिसे 2010 में ‘विशेष और विशेषाधिकार प्राप्त रणनीतिक साझेदारी‘ का दर्जा दिया गया. आज यह दोनों देशों के बीच राजनीतिक, रक्षा, आर्थिक, ऊर्जा, विज्ञान-तकनीक, संस्कृति और अंतरराष्ट्रीय सहयोग के सभी क्षेत्रों में गहरी पैठ रखती है.

2025 में, जब रूस-यूक्रेन युद्ध के बाद वैश्विक दबाव बढ़ा है, भारत ने अपनी ‘मल्टी-अलाइनमेंट‘ नीति के तहत रूस के साथ संबंधों को बनाए रखा है, जो अमेरिका और यूरोप के साथ बढ़ती नजदीकियों के बावजूद अपनी मजबूत है. पुतिन की भारत यात्रा इस साझेदारी को नई रफ्तार देगी, जहां 23वें भारत-रूस वार्षिक शिखर सम्मेलन के दौरान व्यापक चर्चा होगी. यह यात्रा कोविड के बाद पुतिन की पहली भारत यात्रा है और इसमें रक्षा, व्यापार तथा ऊर्जा जैसे मुद्दों पर नए समझौते साइन होने की संभावना है. राजनीतिक स्तर पर, दोनों देशों के नेता नियमित संपर्क में रहते हैं, जो संबंधों की गहराई को दर्शाता है.

भारत-रूस के बीच द्विपक्षीय व्यापार 2024-25 में 68.72 अरब डॉलर तक पहुंच गया है, जो महामारी के पहले 10 अरब डॉलर से सात गुना ज्यादा है. लेकिन यह मुख्य रूप से रूसी कच्चे तेल आयात पर निर्भर है, जो भारत के कुल आयात का 30-35% है. दोनों देश 2030 तक 100 अरब डॉलर के लक्ष्य को हासिल करने के लिए रुपया-रूबल पेमेंट मोड को मजबूत करेंगे. अमेरिका ने हाल ही में रूसी तेल खरीद पर जांच तेज की है और कुछ भारतीय रिफाइनरियां अस्थायी रूप से आयात कम कर रही हैं.

जवाब- एक्सपर्ट्स के मुताबिक, पुतिन-मोदी की इस मीटिंग से ब्रिटेन, फ्रांस और जर्मनी को मिर्ची लग रही है, क्योंकि ये लोग रूस के खिलाफ पूरी ताकत लगा रहे हैं और भारत का रूस से गले मिलना उनके पूरे प्लान को हिला दे रहा है. 1 दिसंबर को टाइम्स ऑफ इंडिया में इन तीनों देशों के राजदूतों ने मिलकर एक आर्टिकल लिखा, जिसमें उन्होंने पुतिन को खरी-खोटी सुनाई. आर्टिकल में लिखा कि रूस ने यूक्रेन पर हमला करके मानवता का गला काटा है, जंग को लंबा खींच रहा है और पुतिन ही वो इंसान है जो चाहे तो कल ही युद्ध रोक सकते हैं, लेकिन नहीं रोक रहे. उन्होंने ये भी कहा कि रूस यूरोप के हवाई क्षेत्र में घुसपैठ कर रहा है.

ये आर्टिकल पुतिन की यात्रा से ठीक पहले आया, जैसे कोई सीधा तीर मारने का इरादा हो. भारत को चेतावनी दी कि रूस से मत मिलो, वरना गलत सिग्नल जाएगा. भारत के विदेश मंत्रालय (MEA) ने इसे ‘अनुचित’ और ‘असम्मानजनक’ बताते हुए कहा कि राजदूतों का काम तीसरे देश के बारे में ऐसी पब्लिक बयानबाजी करना नहीं है. ये तो डिप्लोमैटिक नियमों का उल्लंघन है.

एक्सपर्ट्स के मुताबिक, तीनों देशों को मिर्ची लगने की 3 बड़ी वजहें हैं…

• भारत का रूस से सस्ता तेल खरीदना: भारत हर महीने करोड़ों बैरल, जो हमारे पेट्रोल-डीजल के दाम कंट्रोल में रख रहा है. यूरोप वाले कहते हैं कि ये तेल रूस को पैसा दे रहा है, जिससे वो यूक्रेन में बम बरसाता रहेगा. लेकिन भारत कहता है, ‘हमारी 140 करोड़ जनता की जरूरत है, हम क्यों बंद करें?’ ये मीटिंग में तेल का सौदा और मजबूत हो सकता है, जो इनके ‘रूस को अलग-थलग करो’ वाले प्लान को फेल कर देगा.
• दोनों देशों में रक्षा सौदा: इस मीटिंग में S-400 मिसाइल सिस्टम की बाकी डिलीवरी, Su-57 फाइटर जेट्स की डील और नई मिसाइलों पर बात होगी. रूस अभी भी भारत का सबसे बड़ा हथियार सप्लायर है. यूरोप वाले (जो खुद हथियार बेचना चाहते हैं) सोच रहे हैं कि अगर भारत रूस से खरीदता रहा, तो उनका बाजार खराब हो जाएगा. यह डील रूस को ताकत देगी, जो यूक्रेन में और आगे बढ़ सकता है. वह चाहते हैं कि भारत उनके साथ हो जाए, रूस को सजा दे, लेकिन भारत अपनी आजादी चुन रहा है.
• ग्लोबल पावर गेम: यह मीटिंग वैश्विक पावर गेम बदल सकती है. ट्रंप ने भी भारत से कहा है कि रूस से दूरी बनाओ, वरना टैरिफ बढ़ाएंगे. लेकिन भारत ना अमेरिका का, ना यूरोप का, बल्कि अपना रास्ता चलेगा. BRICS, SCO जैसे ग्रुप्स में भारत-रूस साथ हैं, जो यूरोप को लगता है कि रूस को वैकल्पिक दोस्त मिल जाएंगे. अगर मोदी पुतिन को यूक्रेन पर थोड़ा झुकने के लिए कह भी दें, तो वो भी इनके फेवर में होगा, लेकिन अभी तो लग रहा है कि मीटिंग रूस को बूस्ट देगी.

सवाल 7- रूस क्यों चाहता है कि भारत उसके और करीब आए?
जवाब- एक्सपर्ट्स के मुताबिक, इन 5 वजहों से रूस को भारत की जरूरत पड़ रही है…

• पैसे की जरूरत: यूक्रेन वॉर के बाद अमेरिका-यूरोप ने रूस के बैंक, तेल कंपनियां, जहाज सब पर सैंक्शन लगा दिए. पश्चिम ने रूस को दुनिया के पैसा ट्रांसफर सिस्टम स्विफ्ट से बाहर कर दिया. अब भारत ही इकलौता बड़ा देश है जो रूस से ढेर सारा तेल रुपए-रूबल में खरीद रहा है. यह पैसा रूस की अर्थव्यवस्था को अभी भी जिंदा रखे हुए है.
• हथियारों का सबसे बड़ा खरीदार: पहले रूस के हथियार चीन, भारत, अल्जीरिया, वियतनाम सब खरीदते थे. अब चीन अपना खुद का हथियारों का बाजार बनाने लगा, बाकी देश अमेरिका के डर के मारे रूस से कुछ नहीं ले रहे. सिर्फ भारत ही बड़े-बड़े ऑर्डर दे रहा है. S-400, Su-57, ब्रह्मोस-2, AK-203 राइफल फैक्ट्री, छोटे न्यूक्लियर रिएक्टर, सब कुछ. यह ऑर्डर रूस की डिफेंस इंडस्ट्री को चलाते हैं और लाखों लोगों की नौकरी बचाते हैं.
• रूस का अकेलापन: यूरोप ने मुंह फेर लिया, अमेरिका दुश्मन है और ज्यादातर देश डर के मारे चुप हैं. सिर्फ भारत ही है जो दुनिया के सामने खुलकर पुतिन से गले मिलता है, फोटो खिंचवाता है और कहता है ‘ये हमारा पुराना और सच्चा दोस्त है‘. रूस की छवि मजबूत करता है कि वो पूरी तरह अकेला नहीं है.
• चीन पर निर्भर नहीं रहना चाहता: रूस को डर है कि अगर वो सिर्फ चीन के साथ रहा तो चीन उस पर हावी हो जाएगा. भारत को पास रखकर रूस बैलेंस बनाता है. चीन को भी मैसेज जाता है कि ‘हमारे पास दूसरा बड़ा दोस्त भी है‘.
• BRICS और SCO में ताकत: इन ग्रुप्स में अगर भारत रूस का साथ छोड़ दे तो ये ग्रुप कमजोर पड़ जाएंगे. भारत के साथ रहने से रूस दिखा पाता है कि ‘देखो, दुनिया का सबसे बड़ा लोकतंत्र भी हमारे साथ है, हम गलत नहीं हैं‘.

रूस को पता है कि अगले 20-30 साल में भारत दुनिया की तीसरी सबसे बड़ी अर्थव्यवस्था बनेगा. अभी से अच्छे रिश्ते बनाकर रखो तो बाद में तेल, गैस, हथियार, न्यूक्लियर प्लांट, डायमंड और स्पेस टेक्नोलॉजी सब में बड़ा बिजनेस मिलेगा.

• The Afghan Defense Ministry said, ‘Our operation ended at midnight. If Pakistan acts again, our army is fully prepared to protect the country.

1. Afghanistan and Pakistan border dispute
There is about 2,640 km long border between the two countries, which was drawn by British officer Mortimer Durand in 1893. Afghanistan does not recognize this border. This line was drawn from the areas of Pashtun and Baloch communities, due to which the people of these communities were divided into two countries.

2. Accusations of Taliban giving shelter to TTP
TTP is considered the biggest terrorist threat of Pakistan. From 2007 till now TTP has killed more than 14 thousand Pakistanis. This group also targeted universities, religious leaders and common people. Since the Taliban came to power in Afghanistan in 2021, TTP has been waging a ‘guerrilla war’ against Pakistani security forces.

3. Afghan refugees evacuated from Pakistan
Afghan refugees have been a big problem for Pakistan since the time of Soviet Russia’s attack on Afghanistan. By the 1990s, 3 million refugees reached Pakistan. After this, even during the American attacks, Afghan refugees camped in Pakistan. According to the United Nations High Commissioner for Refugees (UNHCR), there are currently about 1.5 million Afghan refugees in Pakistan. Question 5- What did Saudi Arabia say on the Pakistan-Afghanistan conflict?
answer- Saudi Arabia expressed concern over the tension between Pakistan and Afghanistan. Giving a statement, Saudi Arabia’s Foreign Ministry said, ‘Saudi Arabia is monitoring with concern the increasing tension and clashes in the border areas between Pakistan and Afghanistan.’

Kabir Taneja says, ‘Saudi Arabia and Qatar will try their best to resolve this matter. Now this matter will be entrusted to the Ulemas. On which both the countries will have to agree. Recently, a defense agreement has been signed between Pakistan and Saudi Arabia, under which if any third country attacks any one country, it will be considered an attack on both the countries. For this reason, Saudi would not want to get caught in any kind of war.

At the same time, Qatar also expressed concern about the clashes in Pakistan and Afghanistan and the security of the area. Qatar’s Foreign Ministry has appealed to both sides to adopt dialogue and diplomatic path to reduce tension.

Afghanistan’s Foreign Minister Amir Khan Muttaki, during his six-day visit to India, reached Deoband in Saharanpur district of Uttar Pradesh on Saturday (October 11), where he was given the Sanad (degree) of Aalim. On this special occasion, the Vice Chancellor of Darul Uloom Deoband honored the Foreign Minister of Afghanistan by wearing a turban. What is the relation between Taliban and Deoband?

Darul Uloom Haqqania located in Pakistan, which people call the school of Taliban, was built on the lines of Darul Uloom Deoband. Taliban founder Mullah Omar and other leaders studied from this madrassa. Haqqania’s founder Maulana Abdul Haq himself was a student of Deoband and the world calls his son Sami-ul-Haq the father of Taliban. Its meaning is clear – the religious and ideological roots of Taliban are linked to the soil of Deoband. Both Deoband and Taliban are based on Hanafi Fiqh.

It is one of the four major schools of Sunni Islam, established by Imam Abu Hanifa in the 8th century. Hanafi fiqh emphasizes logic and reason and is most commonly accepted in India, Pakistan and Afghanistan. Deoband made Hanafi Fiqh the foundation of its teachings and the Taliban based their laws and regulations on it.

Now that Taliban Foreign Minister Amir Khan Muttaqi has come to India, his Deoband visit is not only of religious but also political importance. It was founded on 31 May 1866 by Maulana Muhammad Qasim Nanotvi, Haji Abid Hussain and other scholars. The organization started from an old mosque, Masjid Chatta.

Deoband is not only a center of Islamic education but also an ancient city. It is believed that its old name was ‘Dwaitavan’, which is mentioned in the texts of Mahabharata period.
