India has strictly rejected Pakistan’s objections for suspending Indus Water Treaty after the Pahalgam terror attack on 22 April. In the Geneva session of the United Nations Human Rights Council (UNHRC), Indian diplomat Anupama Singh said that permanent cooperation rests on trust, not terrorism.

India’s clear message on treaty

Anupama Singh said that the Indus Water Treaty signed in 1960 was done in a sense of goodwill and friendship, but today is completely different. He said, “The world of 1960 is not the world today. Pakistan sponsored terrorism is constantly hollowing out the basic spirit of this treaty.”

Direct attack on Pakistan

The Indian representative accused Pakistan that he tries to give political color to the council’s proceedings repeatedly, while his own record is filled with violation of the principles of the treaty. He said, “The country which continuously and deliberately violates the basic spirit of the treaty, has no right to accuse others.”

Pakistan is struggling with water crisis

India suspended the treaty on 23 April, when Pakistan-backed militants killed 25 tourists and a local pony operator in the Besaran Valley of Pahalgam in Jammu and Kashmir. After this move of India, a serious water crisis has arisen in Pakistan. According to reports, both the major reservoirs of Pakistan have reached dead storage level and there has been a huge decline in agricultural production.

The treaty was done by World Bank mediation

The Indus Water Treaty, which took place in the World Bank’s mediation in 1960, has been considered a symbol of cooperation in Indo-Pak relations. Under this treaty, India was given control of Eastern rivers, Ravi, Beas and Sutlej, while Pakistan got the rights of Western rivers- Indus, Jhelum and Chenab.

PM Modi’s blunt statement

Let me tell you that after the Pahalgam attack, Prime Minister Narendra Modi said in the name of the nation in May, “Water and blood cannot flow together.”

Pakistan is constantly furious after India temporarily suspended the 1960 Indus Water Agreement. From the military officer of Pakistan to the leaders, leaders have been making statements. After Bilawal Bhutto’s recent Indus Water Treaty statement, now Pakistan Prime Minister Shahbaz Sharif has also poisoned against India. Meanwhile, India has started the tender process for the National Hydro Electric Power Project on Chenab River near Indus village in Jammu and Kashmir. Pakistan is afraid that India may stop water from this project and will have a serious impact on agriculture, irrigation and power generation. Although India’s attitude is clear, this project comes under international standards and India’s jurisdiction. Pakistan’s concern is also increasing with the fact that India is already controlled by the Sutlej, Beas and Ravi rivers and now if India is active on other rivers of the Indus basin, then its water crisis will become serious.

Pahalgam terrorist attack
After the terrorist attack on April 2025 in Pahalgam, Jammu and Kashmir, the Government of India took a major step and temporarily suspended the 1960 Indus Water Agreement. This decision was taken in the Cabinet Committee on Security (CCS) meeting, which was aimed at teaching Pakistan a lesson to protect terrorism. After this decision, there is a stir at both political and military leadership levels in Pakistan.

Possible crisis for Pakistan
The Indus, Jhelum and Chenab rivers have 80% irrigation and agricultural production of Pakistan. These rivers meet 70% of its water needs. In case of water stopping, sowing and harvesting will be affected both in both kharif and rabi season. There will be a shortage of drinking water in big cities like Lahore, Karachi and Islamabad. The textile sector, which holds 60 per cent of the total exports of Pakistan, will also be seriously affected. Pakistan’s 33% of the electricity comes from hydropower, which will also be affected.

1960 Indus Water Agreement: Background
India has got control of Ravi, Vyas and Sutlej under the 1960 Indus Water Agreement in the World Bank’s mediation. Pakistan was given control of Indus, Jhelum and Chenab. Now, the settlement of the agreement and the introduction of new projects is likely to change the balance.

After killing 26 innocent citizens in the terrorist attack on April 22 in Pahalgam, Jammu and Kashmir, India decided to postpone the Indus Water Treaty, implemented since 1960. India blamed Pakistan for the attack and then attacked the terrorist bases in Pakistan and PoK under the four -day military operation ‘Operation Sindoor’. One reason for Pakistan’s furore is that under this agreement, it gets water from three major rivers from India. The adjournment of the treaty can have a direct impact on this supply.

China can interfere with Indus Water Treaty

Meanwhile, China has also shown interest in this issue. A report in conversion states that China can interfere with the Indus Water Treaty, which can further increase regional tension. India fears that China may disrupt the flow of rivers flowing from its border to India.

The Chinese media has expressed the possibility of using water as a weapon, describing India as ‘aggressive’. At the same time, China has also announced that it will accelerate the monsoon dam project on the tributary of Indus, which will benefit Pakistan and increase strategic pressure on India.

Many experts in India believe that the conditions of the Indus Water Treaty have been more generous for Pakistan. About 65% of Pakistan’s population lives in the Indus basin, while in India this number is just 14%. In such a situation, this tough stance of India has put Pakistan in a strategically uncomfortable position.

China came forward to help Pakistan

China is now considering itself an important party of the Indus Water Treaty. The Chinese media has warned India as aggressive on this issue that if India uses ‘water as weapons’, it can have serious consequences. Reports also mention that the source of the Indus River is in the western Tibet region of China, which makes the dispute more sensitive. Along with this, China has also announced that it will expedite the construction work of the monsoon hydro project on the tributary of Indus in Pakistan. This step is also considered a diplomatic message for India.
