<p style="text-align: justify;">Luthra Brothers, the main accused in the Goa Night Club fire case, will soon be brought to Goa. According to sources, a team of Goa Police will leave for Delhi late tonight. There the custody of Luthra Brothers will be formally taken from the central agencies and they will be handed over to Goa Police.</p>
<p style="text-align: justify;"><strong>Goa Police will receive Luthra Brothers from Delhi itself</strong></p>
<p style="text-align: justify;">Police officials have clarified that the Goa Police team is not going to Thailand. The custody of the accused will be taken from Delhi only. As per the schedule, Luthra Brothers can reach Goa late night tomorrow i.e. on 16th December. As soon as he reaches Goa, he will be taken directly to Anjuna Police Station for further questioning.</p>
<p style="text-align: justify;"><strong>Appearance of the accused on 17th December</strong></p>
<p style="text-align: justify;">It is reported that the accused are likely to be produced in Mapusa court on 17th December. In this matter, the Goa government has formed a special legal team for swift and effective action. Officers from the Law Department and Prosecution Department have been included in this team, so that strong advocacy can be done in the court. Police have registered the case under section 105 of the Indian Justice Code (BNS). There is a provision of punishment up to 10 years if found guilty in this section.</p>
<p style="text-align: justify;"><strong>Police collecting evidence against Luthra Brothers</strong></p>
<p style="text-align: justify;">The investigating officers are collecting evidence related to all possible violations. On the basis of this evidence, a strong charge sheet will be prepared, so that a solid case can be made against the accused. This case is related to the fire incident in Anjuna, in which serious allegations of violation of safety rules have been made. The police team is rapidly carrying forward the investigation.</p>
<p><strong>Thais flee after nightclub fire</strong></p>
<p>Gaurav and Saurabh Luthra, co-owners of &#8216;Birch by Romeo Lane&#8217; nightclub in North Goa, fled to Phuket, Thailand soon after the fire incident. Interpol&#8217;s &#8216;Blue Corner&#8217; notice has been issued against him.</p>

Taking major action, the Central Bureau of Investigation (CBI) has succeeded in bringing back fugitive Jagdish Punetha, who was hiding in the United Arab Emirates (UAE), to India. Punetha was caught and brought back to India on Thursday (November 13, 2025) with the help of Interpol channels and UAE officials.</p>
<p style="text-align: justify;">Let us tell you that Uttarakhand Police had registered a case of fraud and criminal conspiracy against Jagdish Punetha in Pithoragarh police station in 2021. After the case was registered, the accused Punetha had fled to UAE. On the request of Uttarakhand Police, the Central Investigation Agency had issued a red notice from Interpol on 6 May 2025.<br /><strong>CBI and UAE officials worked together</strong><br />After the issue of red notice, CBI remained in constant touch with UAE officials and Punetha was tracked in collaboration with them. UAE police caught Jagdish Punetha and then CBI coordinated the entire process of bringing him to India. Let us tell you that a team of Uttarakhand Police also went to UAE and reached Delhi with him on 13 November. </p>
<p style="text-align: justify;"><strong>What is red notice and how does it work? </strong><br />Red Notice is an international alert of Interpol, which is sent to police agencies around the world. This notice helps a lot in catching criminals hiding in any country. In India, CBI is the national agency of Interpol and sends information related to Interpol to agencies across the country through the BHARATPOL system. With the coordination of CBI and Interpol, more than 150 fugitive criminals have been brought back to India in the last few years. <p style="text-align: justify;">The Antwerp Court of Belgium has given a big decision regarding diamond businessman and PNB scam accused Mehul Choksi. The court has justified the arrest of Choksi and approved the demand of extradition of the Government of India. This means that now the way has been cleared to bring Choksi to India. </p>
<p style="text-align: justify;">The Antwerp Court clearly said that Mehul Choksi is not a citizen of Belgium, hence the conditions related to civil security there do not apply to him. The court acknowledged that Choksi is a foreign national and the documents sent against him by the Government of India mention serious crimes.  </p>

<p style="text-align: justify;">All these crimes can be punished in India, hence the Belgian court has considered them extraditable. Mehul Choksi has been continuously claiming that he was kidnapped from Antigua and taken to Belize or Dominica so that India could catch him, but the court termed this claim as false and without evidence. </p>
<p style="text-align: justify;"><strong>What did the court say?</strong></p>
<p style="text-align: justify;">The court said that the documents which Choksi presented as evidence. Nowhere in them is it proved that his kidnapping took place at the behest of Indian agencies. The court said that the decision of the CCF Committee of Interpol in 2022 was also written very carefully and with conditions…therefore no concrete conclusion can be drawn from it. The court expressed confidence in India&#8217;s prison system. </p>
<p style="text-align: justify;">The court also mentioned the documents received from the Government of India in which it was said that Mehul Choksi would be kept in Arthur Road Jail in Mumbai. He will live in barrack number 12, where there are two cells and a private bathroom. He will be taken out only for medical or court appearance. Complete arrangements will be made for his stay and security in jail. The court said that the allegations made by Choksi that there is torture or bad conditions in Indian jails are based only on reports and press articles, which have no direct relation with his personal situation. </p>
<p style="text-align: justify;"><strong>Choksi&#8217;s team accused India</strong></p>
<p style="text-align: justify;">Choksi&#8217;s team also said that he will not get a fair trial in India because the justice system there is not independent. On this, the court said, &#8220;No concrete evidence has been provided to prove that Indian courts are not independent or that Vigilance is being targeted for political reasons.&#8221; The court also said that media reporting or name appearing in the news does not prove that the person&#8217;s right to be considered innocent has been violated. </p>
<p style="text-align: justify;"><strong>Mehul Choksi expressed concern about his health</strong></p>
<p style="text-align: justify;">Mehul Choksi also expressed concern about his health and said that he would not get proper treatment in Indian jails, but the court said that he did not provide any medical record or report which could prove that he had a serious or incurable disease. </p>
<p style="text-align: justify;">Let us tell you that Mehul Choksi is the owner of Gitanjali Gems Limited of Gujarat and maternal uncle of Nirav Modi.  Together, both of them are accused of scam of about Rs 13,500 crore from Punjab National Bank. After the matter came to light in 2018, Choksi fled India and later took the citizenship of Antigua. The Indian government is continuously trying to extradite him. Now that the Antwerp Court has approved India&#8217;s extradition request, the next step will be formal approval from the Belgian government. After that Indian agencies can start the process of bringing him to India.</p>

<p style="text-align: justify;"><strong>Interpol Silver Notice CBI:</strong> The CBI has registered India&#8217;s first case in Interpol through the new platform silver notice of Interpol. Silver notice is an international alert system. Due to which agencies of different countries can share information about the properties of criminals. Its aim is to identify and take action on hidden properties, bank accounts, vehicles and business of criminals worldwide.</p>
<p style="text-align: justify;">The silver notice is currently being run in 51 countries as a pilot project. Which will continue till November 2025. During this time every country can issue 9 silver notice. CBI, ED and NCB have sent some cases to Interpol from India.</p>
<p style="text-align: justify;"><strong>The first case is related to property in visa fraud and Dubai</strong></p>
<p style="text-align: justify;">India&#8217;s first case is related to Shubham&#8217;s visa fraud and property in Dubai. The CBI issued India&#8217;s first silver notice on 23 May 2025 through Interpol against Shubham Shubham. Shubham was earlier a visa officer at a foreign embassy and he frauded a visa between September 2019 and May 2022. He used to take a bribe of 15 lakh to 45 lakh rupees from every application in exchange for getting visas. With this money, he bought 6 property worth about Rs 15.73 crore in Dubai. Earlier, the CBI had also issued a blue notice for him so that it could be found.</p>
<p style="text-align: justify;"><strong>The second case is related to the Crypto Carncy Scam</strong></p>
<p style="text-align: justify;">India&#8217;s second case is related to Amit Madanlal Lakhanpal&#8217;s fake crypto currency scam. The CBI has issued another silver notice on 26 May 2025, which was done on the request of the ED. This notice is against Amit Madanlal Lakhanpal. Which launched fake crypto currency named MTC. He took an investment of about Rs 113 crore from the people. But this currency is not valid in India and he did not even take any permission from the government or RBI for this. Later he ran away with all the money and cheated people by calling himself a representative of the Finance Ministry. A red notice has already been issued against him.</p>
<p style="text-align: justify;"><strong>Interpol alert is silver notice</strong></p>
<p style="text-align: justify;">According to the CBI, the silver notice will make it easier to find, confiscate and bring back the property hidden in these cases.</p>
<p style="text-align: justify;">It is noteworthy that the silver notice is an interpol alert, which is especially designed to gather and share information related to crime. In this, other countries can ask for information related to the property of criminals, such as flat, bungalow, car, bank account, shares and business. Later, on the basis of this information, the process of seasing or seizure of the property can be started.</p>

<p style="text-align: justify;"><strong>Bangladesh sheikh hasina:</strong> The tremendous public propagation led by students in Bangladesh last year changed the direction of Bangladesh&#8217;s politics. The voices raised against corruption, unemployment and rivalry took the form of a mass movement and finally the Awami League government fell. After this, 77 -year -old Prime Minister Sheikh Hasina had to leave the country and she came to India to take refuge.</p>
<p style="text-align: justify;">The National Bureau of Bangladesh Police (NCB) has requested to issue a red corner notice against Sheikh Hasina and 11 others from Interpol on 19 April. This request has been made on the basis of arrest warrant issued by Bangladesh&#8217;s International Crime Tribunal (ICT). These people have been facing serious allegations of crime and genocide against humanity, allegedly occurred during the tenure of Sheikh Hasina.</p>
<p style="text-align: justify;"><strong>What does red corner notice do?</strong><br />The red corner notice is not a arrest warrant, but a request sent to the member countries on behalf of Interpol is that the person should be detected. He should be temporarily arrested, so that he can be assigned for extradition. Member countries are not legally bound to take action on this notice, it completely depends on their domestic laws and political intention.</p>
<p style="text-align: justify;"><strong>India&#8217;s role is very important</strong><br />India&#8217;s role becomes very important in this situation. There is an extradition treaty between India and Bangladesh, but this does not mean that India will have to hand over to Sheikh Hasina. India will first have to see whether the allegations are of political nature or not. If India feels that the action taken against Sheikh Hasina is inspired by the spirit of political revenge, then it can deny extradition.</p>
<p style="text-align: justify;"><strong>India and Sheikh Hasina&#8217;s close relationship</strong><br />Apart from this, the relations between India and Sheikh Hasina have been historically very close. There has been a significant partnership between India and Bangladesh about security cooperation, border management and regional stability under Hasina&#8217;s rule. In such a situation, it is not only a legal issue for India, but also a very sensitive diplomatic subject.</p>
<p style="text-align: justify;"><strong>Arrest warrant against Sheikh Hasina and many former ministers </strong><br />On August 8, when the interim government of Bangladesh was formed, Nobel winner Dr. Muhammad Yunus was appointed as the Chief Advisor. A few weeks after the formation of the government, ICT issued an arrest warrant against Sheikh Hasina and several former ministers. After this, in November, ICT made a formal appeal from the police to seek Interpol&#8217;s help. On January 21, the interim government made it clear that they are trying to bring Sheikh Hasina back from India. If needed, they can also ask for international intervention.</p>

<p style="text-align: justify;"><strong>Mehul choksi extradition: </strong>The Government of India has filed a formal extradition petition in Belgium to bring Mehul Choksi, accused in the PNB Bank fraud case of Rs 13,000 crore, to return to India. Belgium&#8217;s federal public service confirmed that Choksi was arrested on Saturday, April 12, 2025 and is now kept in custody under a legal process.</p>
<p style="text-align: justify;">The Belgian government also said that Choksi has been given access to the legal advisor. Indian authorities have also handed over the documents required for his extradition to Belgium, including arrest warrants issued by the Mumbai court.</p>
<p style="text-align: justify;"><strong>Antigua to Belgium</strong><br />Choksi was running away from India to Antigua in 2018. Recently he came to Belgium for treatment, where he was arrested. He is the second major accused after his nephew Nirav Modi in the PNB scam.</p>
<p style="text-align: justify;"><strong>India&#8217;s major diplomatic success</strong><br />Union Law Minister Arjun Ram Meghwal termed Choksi&#8217;s arrest as India&#8217;s diplomatic success. He said that this is an important achievement under the foreign policy under the leadership of Prime Minister Modi.</p>
<p style="text-align: justify;"><strong>Preparation to rescue human rights</strong><br />Mehul Choksi&#8217;s lawyer Vijay Aggarwal said that he is in custody in Belgium and an appeal will be filed against extradition. He claimed that the prison situation in India is bad and this case is motivated by politics, so they will be defended (violation of human rights and political pressure) on two grounds.</p>
<p style="text-align: justify;">Vijay Aggarwal said, &#8220;This case has been going on for a long time. We have always said in court that Mehul is ready to join the investigation, but he cannot travel due to medical condition. He will join the investigation through video conference.&#8221; He said, &#8220;Mehul Chowki is ill and getting cancer treatment. In what we make, it will be requested that Mehul should not be kept in custody. The clear basis of the appeal will be that Mehul Choksi is not at risk of escape.&#8221;</p>
<p style="text-align: justify;"><strong>CBI and ED actions</strong><br />Let me tell you that CBI and ED had registered a case against Choksi and his company Geetanjali James in 2018. So far, CBI has filed two and ED three chargesheets. In this scam, banks were damaged by issuing fake LOUs and FLCs.</p>
